- classification of invest house between passive and active,...
- type of report required between D's, G's...
- % of ownership rules between <5%, 10%, 20%
- the timing of filings required between days after a transaction to days beyond the next quarter or year end
- lastly the overly simple forms used that lack explanation which should be included to help people discern the above parameters as the reasons for the filings

To the more casual user of all the investment house ownership of share rules it is a little complex, though I may view it as overly complex. I think the process can be simplified.

To me it does not appear NW has added shares. I agree he has two reporting entities and there is a double counting. Who bought the latest shares will come out over time, given the reporting rule requirements above.
