Chinese Government is my take. Much easier for Chinese Company to be awarded 100's of million dollars in contracts then a US based company 51% owned by Chinese. I think that is also why the SPA requires the successful building of two Redbirds in China. Panda was most likely hand picked by the Chinese. Also, the Chinese had the money and the banking contacts to unlock the CDNL treasure chest. If the US Government didnt mess us up with the International funding bank suspension for political bs reason we would have gotten $28 million from Cameroon deal and never needed the Chinese. But if the Chinese unlock 100's of Redbird orders in China it will be well worth it.
