The problem is the overhead is not being itemized to a level that makes sense, too much shinanigans that need to be accounted for.

If the company focused efforts on following proper business practices maybe SEC would not be bringing them to court and FDA would actually respectfully respond to submissions.

Basically, company has a severe credibility problem that seems to be manifesting itself with some pretty important entities.
IE: FDA & SEC
