So we know that the DTCC has cleared their storage vault and all their certs were given back to the individual brokers. Are you saying that they don't have them now ? Did they send out individual certs to their clients now ?

Evidently some did, others didn't. They're under no obligation to send certs to anyone who didn't request them. It seems, however, that some did so simply because they wanted to get rid of them.

then big certs are sitting somewhere .. as we write.

Not really very big. CEDE didn't have much left when it cleaned off the shelves.
