It's because

the NSA doesn't want hardware encryption. They got involved early and have been hampering and delaying it ever since Wave first announced the EMBASSY prototype with AMD back in 2000. That set off alarm bells at the NSA. They've pretended to be for it but are actually against it. Just my opinion.
