There seem to be a lot of after-the-fact qualifiers.

He didn't say it.
He did say it but later on.
He did say it and clearly states he said it before but he was coerced and didn't really mean it.
He did say it and he wasn't coerced but he really meant it was internal only even though he did say it clearly and reiterated it, more than once.

According to that stream:
The new CEO doesn't know or remember what he said.
The new CEO can easily be coerced or confused into saying things by anonymous people over the phone.
The new CEO blurts out internal goals to the public and doesn't know the difference between internal and external communications.

The facts speak for themselves. You can't make the claims of the former paragraph without the latter one being true. If that is the case, the new CEO should be canned according to your continued qualifiers.
