Amb. Salleo is a career diplomat who served as Ambassador to Russia and the United
States (1995-2003). He is now Vice Chairman of MCC, a Merchant Bank and an editorial
page writer for ‘La Repubblica’.
He is the author of a book on Albania. The lecture will relate to the following theme: At
the end of the Balkan wars 1913-14 the Ottoman Empire relinquished its Albanian populated
provinces and the Powers decided to carve out a country, Albania. A constitution and a ruler
were decided, the Prince of Albania was Prince Wilhelm of Wied who established his court in
Durazzo. Soon the system began to collapse amidst a mix of incompetence, inadequate
means, foreign rivalries, local uprisings. “Institution building” as we would call it now did not
work. The Prince lost control of the country, local chieftains regained their ground, and the
country collapsed altogether. After Sarajevo the Great War broke out, the Prince went back
to Germany, and the Albania experiment came to an end. Are there any lessons to be drawn
from this experience?
