fwiw, i'd never bought the "if form 10, 211 instantly approved" assertion.

my guess is the convo was more along this line:

mark: so if i file a form 10, will you approve my 211?

finra: a detailed form 10 would increase your credibility and give us a better sense of your future business plan.

mark: so if i file a form 10, you will approve my 211, right?

finra: if you file a proper, accurate form 10, which we can verify, we will reconsider your 211, but no guarantees.
