They deposit an organic material - DDMEBT - on an inorganic silicon layer. Creating a hybrid structure.
The paper also states that : "With sufficient power, this all-optical device can potentially modulate a single optical carrier frequency in excess of 1 Thz"
So they have the speed, but do not solve the power/heat problem.
No competition to all-inorganic materials imo.
