A couple of thoughts come to mind on this paper Scope:

The chromophore materials they are using are being applied to the waveguides directly without the use of a polymer matrix. While this allows the ultimate concentrations possible of the chromophore, not having a matrix to keep the oriented chromophores separated is generally considered suboptimal.

My impression is that this paper is an academic report demonstrating what is possible in the field rather than what is immediately ready for commercialization. In this case, the authors show some aspects and advantages of an all-optical approach.

IMO, while there is a lot of similarity in their approach but the key differences have to do with the materials. Lightwaves materials are molecularly designed to be significantly more stable.
