Yes, the oscillator 'leads' the actual v-Wave itself. It's taken from the raw datum rather than from the smoothed average. So, if the Oscillator turns negative, it means that over the course of the next few weeks (if nothing else changes) the v-Wave will show decline.
The opposite is also true. If the v-Wave Oscillator is positive, that means risk is on the rise and over the next few weeks, if nothing else changes, the v-Wave itself will rise.
