And I am sure that someone will correct me if I'm wrong, but the bottom line was that unreturned votes cannot be voted absent specific instructions by brokers on anything that isn't a 'routine' matter according to exchange rules.

So, for the issue that matters here, prop 2, it seems that brokers cannot vote since it is anything but a routine matter.
