No if you purchase anything with a credit card and are not happy with that it all one has to do is contact the credit card company put in a reverse charge and you will get your money back no matter what!!
An American man who posted to multiple blogs had purchased a ticket for the scheduled inaugural Pan American Seaways (PAS) ferry passage from Panama to Colombia for himself and his vehicle with a VISA card including a 3% surcharge for using a credit card.
He was in Panama on the date of the passage he purchased, but there was no ferry for that date and obviously would not be in the near future, so he made alternative arrangements and requested his CC be refunded.
PAS refused to refund his CC and was only willing to issue a check from a Panamanian bank, which would be difficult for him to receive as he was traveling. He also knew it would be difficult for him to cash such a check and that if he accepted a check, he would lose the ability to obtain a refund through VISA, so he refused the check option and asked VISA to refund his payment.
It took six months for VISA to issue a refund because PAS kept claiming he could use his ticket on future passages they showed in their schedule. Eventually PAS stopped claiming new dates for ferry passages so he finally got his refund. The man believed that VISA took the hit, rather than PAS.
Based upon my research, I doubt that PAS itself issued many, if any authentic refunds itself. Most of the people defrauded are likely not English speakers so Internet searches of complaints in English would not show complaints made in Spanish or other languages.
There is an abundance of evidence that Pan American Seaways conducted a blatant scam with its claims and published ferry schedules. Peter used links to a virtual tour of the Nissos Rodos in advertisements. Additionally his reservation agents used the link in all of their e-mail correspondence.

Sorry for the belated response on this but I believe it is important if one is to realize that the Panama to Colombia ferry service Peter Villiotis promoted was a scam.
