If I had to guess what the money's for I'd say a new JV with China National Tobacco. Export leaves to China, roll them in new factory(ies) there for local distribution? Doing business in China requires JV, mandated by Chinese. It seems to me a $90mil investment could establish a significant manufacturing footprint!!
