A source in the ministry said in a press statement that "this program prepared by the government would include all countries of the world, especially the neighboring countries to develop economic and commercial relations with them as there will be a joint bilateral committees with those States as well as increasing business contracts ..
He added: "The coming days will witness the meetings between the Iraqi government delegations and a number of countries of the world, especially the neighboring countries, to discuss joint working papers between Iraq and those countries", stressing: "Iraq's desire to develop all economic and trade relations with the world countries and the relations that were cut during the past years to gain the experience of various countries of the world in developing the economy, supporting the private sector and to taking advantage of investment law which was approved some months ago.

SHARM EL-SHEIK, Egypt - Saudi Arabia said it is still negotiating with Iraq over writing off billions of dollars owed it by the war-torn country, and major creditors Kuwait and Russia failed to offer immediate debt relief — a key goal of an ambitious blueprint launched Thursday to stabilize Iraq.

The absence of major commitments to reduce Iraq's burdensome debt was a disappointment at a major regional conference in the Egyptian resort aimed at showing support for Iraq — and a sign that some, particularly Sunni Arab nations, are still keeping their distance from Iraq's Shiite-led government.
Still, the Iraqi government, the United Nations, and many of the more than 60 countries and international organizations gathered here hailed the launch of the blueprint as a milestone.
The International Compact with Iraq sets ambitious benchmarks to achieve a stable, united, democratic Iraq within five years. It defines international help for Iraq — including debt relief — but also sets tough commitments on the Baghdad government, particularly carrying out reforms aimed at giving Iraq's Sunni Arabs a greater role in the political process.
It was an initiative of Iraq's first elected government, launched soon after Prime Minister Nouri al-Maliki took office in June 2006 and strongly backed by the United Nations.
The United States has stressed the Iraqi role in organizing the conference, but U.S. diplomats and Secretary of State Condoleezza Rice's advisers have crisscrossed the globe and worked heavily to drum up support, particularly among Arab nations.
After delegates backed the compact late Thursday by acclamation with a round of applause, a smiling Rice approached U.N. Secretary-General Ban Ki-moon, saying, "You did a great job. This is a wonderful day for all of us."
But the debt issue loomed large over the meeting's unfinished business.
The Paris Club of affluent lender nations has already written off $100 billion of Iraq's debt — most from former Iraqi leader Saddam Hussein's war against Iran in the 1990s.
But the government still owes a huge amount. Iraq's finance minister put the total remaining at roughly $50 billion, but the numbers vary and in some cases are still not resolved — with some estimates as high as $62 billion.
Iraq's al-Maliki opened the conference urging "all our friends ... to forgive our debts and allow us to launch our reconstruction and development."
But the foreign minister of Saudi Arabia — a major lender — made no immediate public pledge. Saud al-Faisal said only that his country was in talks with Iraq "to have an appropriate solution to debts in line with rules of the Paris Club," which calls for forgiving at least 80 percent of Iraq's debts.
Before the conference, al-Faisal had confirmed that the kingdom would forgive 80 percent of Iraq's debt, raising expectations of an official announcement Thursday.
U.N. officials said the problem is that Saudi Arabia and Iraq never kept records and haven't agreed on the size of the debt. Iraq's finance minister puts the debt at $17 billion while the Saudis have estimated it at between $15 billion and $18 billion.
Kuwait is owed $15 billion, but its democratically elected parliament is refusing to consider any debt relief to Iraq — and the country's deputy prime minister didn't mention the issue. There was also no mention of writing off the $13 billion Russia is owed.
China's Foreign Minister Yang Jiechi, whose country is owed $8 billion, said Beijing "is ready to substantially reduce and forgive the debts owed by Iraq" and will forgive all government debts. He gave no figures.
Bulgaria, owed $4 billion, said it was finalizing "technical talks" with Iraq and then would consider a "realistic solution."
New grants and soft loans also came in.
British Prime Minister Margaret Beckett promised some $400 million. Other pledges from South Korea, Australia, Denmark and Spain totaled about $280 million.
In New York, the U.S. ambassador to the U.N. said the international community has been slow to live up to aid pledges in the past.
Zalmay Khalilzad, who until recently was the U.S. ambassador to Iraq, said most countries have not come through on $13.5 billion in pledges made at a 2003 donor's conference in Madrid. "The record of delivering on the commitments by the international community ... has not been as good as we would like," he told reporters at U.N. headquarters.
Throughout Thursday's session, Arab diplomats underlined their demands that al-Maliki do more to bring in Sunni Arabs, including changing the constitution and ending a purge of former members of Saddam's ousted Baath party.
Al-Maliki promised Baghdad would fulfill its side of the bargain, acknowledging "the international compact cannot take its natural path" unless the Iraqis do their part to achieve national reconciliation. Still, some of the reforms face stiff opposition from al-Maliki's allies in his Shiite-led coalition.
Nonetheless, Iraq's Deputy Prime Minister Barham Saleh called it "a historic day for Iraq."
"We go back to Baghdad with a message of hope, reinvigorated and feeling much more confident about the future," he said.

He explained that within the Council's agenda a discussion of the parliament building occupied by the Iraqi Ministry of Defense, and the nomination of directors of the offices of the provinces and territories of the High Commissioner for elections.
Abdul Jabbar pointed out that the Council discussed the draft law on the First Amendment to the retirement system, the second reading of a bill to amend the Second Amendment peace salaries of the state.
The Iraqi National Assembly, which was founded after the transfer of sovereignty to the Iraqis on June 28 a month in June 2006 headed by elected Hajim Al-Hasani, issued a decision to acquire the parliament building, the National Council previously occupied now by the Iraqi Ministry of Defense; but the decision has not been implemented for reasons unknown.

Senior Advisor to the Secretary of State and Coordinator for Iraq David Satterfield and Department of Treasury Deputy Assistant Secretary for Middle East and Africa Ahmed Saeed will hold an on the record, on camera press briefing on Monday, April 30 at 3:00 p.m. in the State Department's Press Briefing Room.
The briefers will discuss the upcoming launch of the International Compact with Iraq, an initiative co-chaired by the United Nations and Iraq to help Iraq build a stable and prosperous nation and a self-sustaining economy, as well as the Expanded Ministerial Conference of the Neighbors of Iraq. The Neighbors Ministerial is an important demonstration of the Iraqi government's desire to pursue national reconciliation as it reaches out to all of Iraq's neighbors. It is also an opportunity for Iraq's neighbors and the wider international community to demonstrate their support for Iraq, including through the commitment of political, financial and other resources. Both will take place in Sharm El Sheikh, Egypt on May 3 and May 4 respectively.

Senior Advisor to the Secretary of State and Coordinator for Iraq David Satterfield and Department of Treasury Deputy Assistant Secretary for Middle East and Africa Ahmed Saeed will hold an on the record, on camera press briefing on Monday, April 30 at 3:00 p.m. in the State Department's Press Briefing Room.
The briefers will discuss the upcoming launch of the International Compact with Iraq, an initiative co-chaired by the United Nations and Iraq to help Iraq build a stable and prosperous nation and a self-sustaining economy, as well as the Expanded Ministerial Conference of the Neighbors of Iraq. The Neighbors Ministerial is an important demonstration of the Iraqi government's desire to pursue national reconciliation as it reaches out to all of Iraq's neighbors. It is also an opportunity for Iraq's neighbors and the wider international community to demonstrate their support for Iraq, including through the commitment of political, financial and other resources. Both will take place in Sharm El Sheikh, Egypt on May 3 and May 4 respectively.

I agree with the statement I highlighted above. The Minister of Finance has just announced to the WORLD, they are going to significantly revalue their currency. Why on earth would he do such a thing???
Many took these statements made in the middle of last year, as suggesting a lop. However, this statement removes ALL doubt....They are clearly indicating a huge increase in value for their currency...No doubt about it. They are very specific in their wording. This makes no sense, unless this thing is already done AND will be implemented soon.
Combine these statements with all of the other news (Article IV, ICI, etc.) and the smart money will create a run on the

I made a couple of points yesterday on another forum which had to do with the current artificial rate and why they need to move away from the programme rate. They cannot achieve any buying power to allow them to import goods at 1270. Everything is costing them 1270 times whatever if it revalued at say 1 to 1.
The other point was, when they open the doors to the big oil companies and pay workers, contractors, their own people in dinars they would inevitably have to print up more dinars. For example if you paid someone say $300 per week, with a reval of 1 to 1 this would be 300 dinars. But at th current rate they would have to pay someone 381,600 dinars, PER WEEK. Now if a particular company were paying say 200 staff, and for arguments sake they were all on equivalent of $300 per week, then in dinars that would amount to 76,320,000, and this is per week for 1 company! See how they would need to print more dinars? The budget of 54 trillion will run out within 3 to 4 months IMO unless........

IMO the FIL is on hold until they reval. Will it be before IC? Perhaps, but am leaning more to before Oil Summit once the Article IV meeting has taken place in mid May. One thing is certain, the HCL NEEDS to be passed before the Oil Summit end of May.

Baghdad, Apr 25, (VOI) – Demand for the dollar decreased in the Iraqi Central Bank’s daily auction on Wednesday, reaching $63.975 million compared with $83.140 million on Tuesday.
In its daily statement the bank said it had covered all bids, which included $7.735 million in cash and $56 million in foreign transfers, at an exchange rate of 1,270 dinars per dollar, unchanged from Monday.
Twelve banks participated in Tuesday's auction and offered to sell two million dollars. The Iraqi Central Bank bought the entire amount at 1,270 per Iraqi dinar.
Ali al-Yasseri, a trader at the auction, told VOI "the decline in demand for the dollar in today's session was partially due to the decrease in bids for dollars in foreign transfers at the session, and partially due to speculations that the bank will not change the exchange rate at auction until next week."

Just got off the phone with BoA to order the Dong,(I have a CC with them, but no save/check acc) The first call I made the guy told me they were all out and quite selling days ago...OK. I figured I'd call right back, got a different person, and she told me as of right now supplies are limited and they have only the 500,000 notes. Although, the only way to order is if you have a check/savings account, no CC that only worked for online orders which of course they do not have anymore.

A Freind called me this morning Inviting me to Dubai for the HCL Completion on the 28,29, & 30 May. Now this was after the Article of all the Big Oil,Electric and what ever Companies that will be there. Ok you all should know of this Meeting. I didnt think I could go so offered my seat up to another freind.
Then I called this freind to verify it as I was at work and had not seen anything yet. Ok it is there. Then also was told that the ICI was completed as well with Shabibi Yesterday in Washington, which is in a article as well ....Now get this along with the Second LOI in Washing ton was delievered by Shabibi as well. Yee-Haw. Now this is just privy info that was sent to this freind along with another confirmation of their Oil Company that will be in Dubai and stating again that Iraq's end of the HCL is done.
Would also like to add for those that got into the Dong. That this should go right in time with the Dinar. Been told that they are saying something to the effect that the Dong is held up do to a Bond Issue that is being passed and that the Dong has to RV before the Bond thing is done.
FIL,ICI,HCL,LOI, ??????? Nothing else I can figure is missing except a Date and Amount for the RV. The May 3rd meeting the way this freind puts it is just a Cake and Ice Cream Thing.

One right after the other as the IMF doesnt want a Double dipping effect.
