"Seaway Capital was formed in 2002 as a money management and private equity and leveraged buyout company.
"Private equity" mixing shareholder money with private money. "two for me, one for you... ten for me and 1 for you" and on and on it goes... the private equity group is usually someones brother in law and they have at least 15 offshore bank accounts. the PE group loans the company money then gets paid back more than what they loaned, its all smoke and mirrors.. or they sell off assets and keep the money or pay back the private equity group first and then say no more money to pay off the shareholders debt.

I read your posts on gscr, I think most pink sheet stocks with billions of shares will never go above a few cents. I used to make a few bucks playing the pinks. When there was a run up Id force myself to sell, instead of buying more. 2 or 3 days seems to be the normal run up on pump and dump stocks. then a few weeks of sell off. There is a limit to how high they can force a run by overbuying its bout 200% a day. I usually sprinkled sell orders in at 100%- 200% above my buy in and always kept a few shares for the astronomical rise that may happen..... I always was a basher on the boards, people hated me. They think That bashing lowers the price per share not the ceo crook printing and selling shares.
BBCZ still owning 2 million shares of CHNG. if the lawsuits get cleared up the price rallys to 30 bucks. I dont see any real problems that cant be solved.. Clne IPOd at 12bucks they are selling into the hype of natural gas vehicles.. CHNG seems to be taking off .. I think its just a matter time before the big oil buys these natural gas companies out... I'm placing bets on all of em.. http://finance.yahoo.com/q?s=SNEN.OB

SAND CREEK MASSACRE NATIONAL HISTORIC SITE, Colorado (AP) -- More than 142 years after a band of state militia volunteers massacred 150 sleeping Southern Cheyenne and Arapaho Indians in a misdirected act of vengeance, a memorial to the tragic event was officially dedicated Saturday.
The Sand Creek Massacre National Historic site, 160 miles southeast of Denver on Big Sandy Creek in Kiowa County, pays tribute to those killed in the November 29, 1864, attack.
Seeking revenge for the killings of several settlers by Indians, 700 militia members slaughtered nearly everyone in the village. Most were women or children.
Descendants of some of the victims were among several hundred people at Saturday's dedication on the rolling hills of the southeastern Colorado plains. A mock village of a dozen tepees was set up in a grove of cottonwood trees along the creek that historians believe marks the site of the killings.
After a prayer and a blessing for the troops in Iraq, members of the Cheyenne and Arapaho tribes chanted and played drums.
"It's a site of shame, but it's finally being memorialized properly," said David Halaas, a former state historian.
Eyewitness accounts of the attack include a letter from Lt. Joseph Cranmer: "A squaw ripped open and a child taken from her. Little children shot while begging for their lives."
Tribe descendants claim they can still hear the children cry when they visit the site.
"If there were any savages that day, it was not the Indian people," said former Sen. Ben Nighthorse Campbell, R-Colorado, a member of the Northern Cheyenne tribe.
Campbell, who sponsored the legislation making the spot a national historic site, said he slept beside the creek Friday night "to get a picture" of what the people saw before the attack.
"I think it is the greatest testimony of the strength of a nation -- that you are big enough and strong enough to acknowledge the cruelties and injuries of the past," said Patricia Limerick, chairwoman of the University of Colorado's Center of the American West and author of "Legacy of Conquest."
Attack condemned almost immediately
The attack was recognized almost immediately as criminal. Congress condemned it and President Lincoln fired territorial Gov. John Evans.
Witnesses told a congressional hearing that the victims were not hostile. Indian trader John S. Smith testified that the militia's leader, Col. John Chivington, knew the band at Sand Creek was peaceful and was not involved in the attacks on settlers.
But Chivington, a Methodist minister known as "the fighting parson," was feted by Denver residents as a hero after the raid. They were terrified that the Confederacy would use Indians as surrogates to wage war on them.
"Among the brilliant feats of arms in Indian warfare, the recent campaign of our Colorado volunteers will stand in history with few rivals, and none to exceed it in final results," read an editorial in the Rocky Mountain News at the time.
A Civil War memorial installed at the Colorado Capitol in 1909 listed Sand Creek as a great Union victory. But a plaque was added in 2002 giving details of the massacre to set the record straight.
The Indians were camped at a site assigned to them by the Army. When the attack started, Southern Cheyenne Chief Black Kettle hurriedly hoisted a U.S. flag above his lodge, but to no avail. Black Kettle survived but was killed in an attack at Washita, Oklahoma, in 1868 by soldiers led by Col. George Armstrong Custer.
Since some of the victims of the attack were of mixed blood -- the descendants of Indians and white fur traders -- whites today also have a reason to revere the memorial, Limerick said.
"There may be stories of equal anguish in our history, but this is right up at the top. In a strange way, it is a basis for national pride," she said.

President Bush Makes Massive Land Purchase In Paraguay
By: Sorcha Faal,
Latin American News Service are reporting today that the American President’s daughter, Jenna Bush, has secured on behalf of her father, and the Bush Family, the purchase of nearly 100,000 acres of land in the South American Nation of Paraguay.
Argentine officials regarded the purchase by Bush of a 98,842-acre farm in northern Paraguay, between Brazil
and Bolivia as "surprizing".
The American President’s daughter had used the cover of a United Nations
group to ‘cover’ her mission to Paraguay to arrange this massive land
purchase.
"Jenna Bush came to this poor, landlocked South American country to take
part in a UNICEF program for young professionals who volunteer in its
activities here the U.N. organization announced Monday. UNICEF released
few details about the program involving the 25-year-old daughter of U.S.
President George W. Bush, citing security concerns."
These reports suggest the these actions being taken by the Bush Family are
in response to the expected War Crime Charges being filed by the
International Committee for the Red Cross based in Switzerland. The War Crimes Portfolio charging
the United States President, Vice President, Defense Secretary, and United
States
Military Commanders with ‘Crimes Against Humanity’ over what the United Nations has
declared as an ‘illegal’ war in the Middle Eastern Country of Iraq, and
where the innocent civilian death toll is nearing 600,000.
This is reported to be only the second time in the International Committee
of the Red Cross’s history where a War Crimes Portfolio has been opened
against the Civilian and Military Leadership of a sovereign country,
with the first being opened in 1943 against the Nazi German Empire and
its Chancellor, Adolph Hitler, and various other civilian and military
leaders of that country."

Next: The real estate market freeze
As a result of the collapse of the subprime mortgage market, lenders will -- gasp! -- once again require down payments, filling the market with unsold homes and driving down prices.
By Bill Fleckenstein
The unraveling of the housing market, the magic bullet that "fixed" our unraveled equity bubble, is the news. Slowly, the popular press is waking up to what I've been discussing for many months now.
Dropping like subprime flies
Essentially, the subprime mortgage industry -- which lends to consumers with credit issues -- is gone. Alt A lenders, those one rung up the ladder creditwise, will be next. Together, they comprise approximately 40% of the market. If you were to go down the list of what were once the top 25 subprime lenders, you'd see that only a handful are still standing at this point. The Office of the Comptroller of the Currency recently enacted rules that, in essence, require lenders who provide mortgages using federally guaranteed depositor funds to behave in a somewhat intelligent fashion. Subprime lender Fremont General (FMT, news, msgs), by its own admission, owes its demise in part to that rule change.
What we don't yet know is the degree of credit-related insanity, which we'll only discover when the tide goes out -- the criminal investigation of New Century Financial (NEW, news, msgs) being one example of the rot that has already been revealed. We also don't yet know the ramifications for the dark-matter universe in collateralized debt obligations (CDOs), credit default swaps (CDSs) and other derivatives-related exotica. But I think it's safe to say that the surprises will be negative -- and large.
This credit collapse is an unequivocally important event. Because, as I've been writing, the ability of anybody with a pulse to get a loan for any amount is what drove the real estate market, and the real estate market is what drove the economy. Sometime in the next three to six months, the real-estate market will basically just freeze up. Of course, inventories are going to explode and prices will eventually drop rather dramatically as a vicious cycle feeds on itself.
The down payment makes a comeback
Since the pendulum swung as far as it could in the direction of reckless lending, which the whole bubble was about, it will now swing back toward the quaint notion of folks being lent only the amount of money they can reasonably be expected to pay back. And, the lenders will want their loans to have a margin of safety, in the form of down payments.
Sadly, it doesn't take a large imagination to conjure up how underwater many people will be, and how difficult it will be to sell houses -- or purchase them, for that matter -- as lending standards change. Thus, I believe the ingredients for the "next time down" are now at hand.

* China's meltdown no surprise

* How housing masked a weak economy
* Has a market meltdown begun?
In the meantime, patience is required of those of us in that camp. Yes, there have been "fire drills" in the stock market on a handful of days, when folks headed for the exits. But folks have also headed right back into stocks as soon as they appeared to stabilize. Which just shows you that in the aggregate, folks do not understand that the economy was driven by real estate. Nor do they seem to understand that real estate is what will sink the economy.
Prescient view of a game gone askew
One who does is Lou Ranieri, sort of the father of the mortgage bond market. In a recent interview, he warned: "This is the leading edge of the storm. . . . If you think this is bad, imagine what it's going to be like in the middle of the crisis." In his opinion, more than $100 billion of home loans are likely to default. ("Just divide $100 billion by the average loan amount and you get a lot of people, a lot of families.") He also expects to see some form of bailout at some point, because "foreclosures in those amounts are politically unacceptable."
* Video: Housing hurts
He could be right about the size of the problem. I could see that, although I don't have enough data to say how big it will be. If there is a bailout, that would certainly not be bullish for the dollar, though it would be very bullish for precious metals.
At the time of publication, Bill Fleckenstein did not own or control shares of companies mentioned in this column.

The economic system is deeply flawed and has served to concentrate money, land and power in the hands of a few. The concentration of economic power and ecological devastation have heralded the collapse of many civilizations and empires. At this time in history, humanity must choose between the health and well-being of our planet, humanity, and other lifeforms, or the further enrichment of the ruling elite. The choice is clear. The World Bank, International Monetary Fund, World Trade Organization, World Economic Forum, and "Trade Agreements," such as the Multilateral Agreement on Investments (MAI) blatantly favor the rich over all environmental and human rights concerns (see http://www.tradewatch.org/). Civil society is now engaged in a tremendous struggle against these deadly institutions which value money over life.
Opposition to the M.A.I., World Bank, the W.T.O. has grown and had some dramatic victories, but the struggle continues.(www.stopftaa.org Exposing Corporate Coup d'Etat -F.T.A.A. Palo Alto Struggle) Besides resisting, more and more people are coming together to create, nurture and share transformative solutions to the deepening crisis we confront. "Another World is Possible" is the theme of this rising global movement.
Understanding how the monetary system works is one step towards creating a system which serves human needs and recognizes the value and importance of the biosphere upon which all our lives depend. The local currency movement hopes to reorganize the global system by creating healthy local communities that recognize and respect their interdependence, and work cooperatively to restore the Earth, recognize the rights and wisdom of indigenous people, and respect the rights of all people -- regardless of class, gender, age, or race.
What is real wealth? Western civilization has confused money with wealth. Most of the world's money is chasing other money in the cyber-casino of the global financial markets oblivious to the devastation being wreaked upon the world's ecosystems and people. While species go extinct, forests are decimated, rivers are poisoned, and people starved, the money is blindly directed towards greater profits destroying the world in the process. The global economy has been shaped by military force, money, greed, fear, and a massive propaganda campaign. Money is a tool of empire, which has served to transfer wealth and power from the many to the few. All monetary systems based upon debt have this fatal dynamic. The ancient religious taboos against usury were well justified, but have been forgotten.
The illusion that money is wealth needs to be shattered. Real wealth is a healthy planet and healthy relationships between all lifeforms; it is inner peace, world peace, balance and harmony in the home, the community, the world. Local currencies are a powerful tool towards raising consciousness, building community, and restructuring our economies in a sustainable direction. Community currencies challenge the system by showing how money is backed by our belief systems.
Money can be created by banks or governments to serve their interests, or it can be created by people in a community to serve their needs. Local currencies help communities to recognize their inner strengths, the gifts of their members, and the value of cooperation. Local currencies inspire people to live in accordance with their values, to follow their inner passion rather than chase after an obsolete notion of "success." They enable people to make a contribution to their community and receive what they need or desire in return. They nurture relationships and demonstrate how local production for local needs benefits the community, as well as reducing the stress upon distant communities who have been forced into near slavery and starvation to provide resources and services to the world's wealthy. Creating community currencies encourages participatory democratic processes and shows how non hierarchical systems empower people, and nurture hope, creativity, respect, and compassion. In a perfect world, money would become obsolete, and the gift economy would flourish.

Carol Brouillet is a Co-Founder of the International Media Project, which produces Making Contact, a half-hour radio program now heard on over 200 stations, primarily in the U.S. and Canada. Carol also helped found the Who's Counting Project, which promotes the film Who's Counting? Marilyn Waring on Sex, Lies & Global Economics. Most recently, she helped found the Northern California 9-11 Truth Alliance. All of these non-profit organizations seek to connect people, vital ideas and important information to nurture healthy social change, economic justice and ecological sustainability. A passionate advocate of local currencies to raise consciousness, nurture community, and increase local self-reliance, her paper Reinventing Money, Restoring the Earth, Reweaving the Web of Life has won an honourable mention from the Millenium Institute as one of the best ideas for the 21st Century.
The Feminist Perspective is a speech she wrote for The Other Economic Summit, The People's Summit 97 held in Denver, Colorado at the same time as the G-7(8).
Raised in California, she sailed around the world in her youth, and has traveled extensively.
Her political activism began in 1992 when she saw a film which disturbed her and started to do research on the government and the media. She began by writing articles and promoting books and films, such as Manufacturing Consent, Noam Chomsky and the Media.
In '92 she also read excerpts compiled by dave ratcliffe on the health effects of low-level radiation which prompted her to compile and edit The Invisible Nuclear War about the effects of low-level radiation, the massive government cover-up, and the continuing battle waged by the Nuclear Powers against All Life on Earth.
Her activism has spanned a wide range of issues. In 1993 she read Debt Virus, A Compelling Solution to the World's Debt Problems by Jaques Jaikaran and an article by Paul Glover "Creating Economic Democracy" and began writing on Money -- our civilization's largest blind spot.
From writing articles to helping to organize events, conferences on the issue of money and Global Economics, and public speaking, she does all she can to raise consciousness and change the system, while raising her 3 boys -- Jules (born in '88), Jeremy (born in '90), Daniel (born in '93) with the help, support and love of her husband, Jean-Luc (who watches the kids when she goes to conferences and events).
In January '98, she organized the first "Gathering on Strategies to Transform the Global Economy," in February '99, she organized a second "Gathering" (article about it appearing in the Christian Science Monitor), (Report From the February Gathering) There was so much energy gathered that 24 people volunteered to help six months later with The August Gathering. (A transcript of Elisabet Sahtouris's "Big Picture" Overview.)
Carol is also the Green Network Center for Community Currencies. She is a member of the Green Party which includes local currencies in its platform and a member of Women's International League for Peace and Freedom.
Instead of organizing another Gathering in January, 2001, Carol tried to mobilize North Americans to go to the first World Social Forum held in Porto Alegre, Brazil, January 25-30, 2001, at the same time that the World Economic Forum was meeting in Switzerland. Here is the Report on the World Social Forum and the Call for Mobilization. Energized by the historic event, she was working on combatting the FTAA, the WTO, the IMF, the World Bank, and corporate globalization, speaking out against the FTAA, writing, and organizing, in the U.S.in 2001.
Shaken by the events of September 11th, she has worked to prevent World War III (article about her trip to DC September 2001) and to mobilize and educate people about the hidden economic forces that are plunging humanity towards the abyss.
Since October 2001, she has organized a weekly listening project- Listening for Peace from 11:00 a.m.- 1:00 p.m. Wednesdays at Lytton Plaza in Palo Alto. An evolution of Banners has attracted public attention to the Listening Project, including one that said-
REAL TERRORISTS
Bush, Cheney, Rumsfeld...
Guilty of 9-11...
In November 2001, Carol came across Richard LaBeviere's excellent book Dollars for Terror- The United States and Islam; and wrote an expanded book review A Vital Piece of the Puzzle
Here are the Questions about 9-11 that she raised in 2001, and a report on the San Francisco March and meeting with Senator Feinstein and Boxers' staff to Demand a Congressional Inquiry of 9/11. The evidence mounts of the Bush Administration's complicity in the attacks. The War on Terror is a fraud; it is truly a War of Terrorism, against democracy, people and planet. Here is Chossudovsky's articles about the CIA's connections with the terrorist networks that are being blamed for the attack on the World Trade Center. November 2, 2001, he posted "the smoking gun"-Cover-up or Complicity of the Bush Administration?
Please sign the online petition demanding a Senate investigation of 9-11.
May 10-12th, 2002 the Global Network Against Weapons and Nuclear power in Space met to protest Lockheed Martin in Sunnyvale and to hold their annual conference. Kathy Kelly and Carol gave two workshops entitled Deadly Connections: Corporate Globalization, Space and War.
Carol has focused her energy on Understanding/Exposing 9-11 organizing, demonstrating, writing...and trying to keep up a 9-11 page and a blog of the daily activities,.
In 2002 her energies were devoted to exposing The Truth About 9-11. The local paper did a cover story, November 20, 2002 on "The Rising Local peace movement gathering steam," which profiled a number of activists, including Carol; while a good story, they did omit the gist of her "work." They did not print her "Letter to the Editor."
The rallying "Impeachment, Not War!" on the January 2003 March onCongresswoman Eshoo's office, demanding Preemptive Impeachment. Joyce Lynne also wrote an article- Control, fear, and the New World Order Part 2: A dialogue with activist Carol Brouillet about the federalization of academia.
One of the best tools that Carol and artist, Blaine Machan, developed to empower, encourage, bring a smile to everyone's face, raise consciousness on 9-11 has been the Deception Dollar, Fraudulent Event Note, Bush Buck, which was first printed in October 2002. 10,000 were published in October; 100,000 in December, 500,000 in February, one million in March, 600,000 in May 2003, and 1,080,000 in September 11, 2003. May 25, 2004, the seventh edition was printed- with 750,000 Deception Dollars and 250,000 Media Deception Dollars; in December 2004, the eighth edition included a new Media Deception Dollar, a Billion Dollar Note, an Election Deception Dollar (over 500,000), as well as the traditional Deception Dollars. The most recent edition, the 9th edition, made its debut on October 5, 2006 at the World Can't Wait Rally in San Francisco, it features V for Vendetta masks and is entitled "Unmask State Sponsored Terrorism." There are now over 6,000,000 in circulation and six and a half million in print. (Blaine also created four huge beautiful banners which have caught the media's attention.)
In April 2003, Carol and Blaine, risked their entire Deception Dollar printing fund to put on a couple of major events in San Francisco and Palo Alto- along with 9-11 activists from the Bay Area, the budding 9-11 Truth Alliance, they screened Aftermath- Unanswered Questions from 9-11 with Guerrilla News Network, Mike Ruppert, Peter Dale Scott, Riva Enteen, Barry Zwicker and Richard Heinberg and a lively panel/ Q & A following the film. At the beautiful Herbst Theatre in the heart of San Francisco (which holds nearly a thousand people), they had a full house, had to turn 300 people away and received a standing ovation. In Palo Alto over 400 people come to the event; Carol described the Aftermath of Aftermath- from an organizer's point of view- if you want the details.
On September 11, 2003, the local 9-11 Truth Alliance held rallies and marches to Impeach the Terrorists! and on October 7th in Oakland to "Stop the 9-11 Cover-Up" and oppose the 87 Billion for Occupying Afghanistan and Iraq.
February 1st and 2nd, 2004- they organized two Comedy Benefits - Behind Every Terrorist There is a Bush to raise funds and awareness about the San Francisco International Inquiry, Phase One -
Phase Two took place in Toronto, Canada.
They organized a series of protests and rallies last fall against the "Police State Legislation" (reorganization of the Intelligence Agencies), Cheney, the 9-11 Cover-Up, the 9-11 Commission. At that time, The Northern California 9-11 Truth Alliance formally became a project of Agape Foundation. Carol also spoke at the International Conference on the Gift Economy primarily about the psychological barriers to Facing the Shadow of 9-11. She was interviewed by the British Activist Website www.pressureworks.org who obviously meant well, but their spelling leaves something to be desired.
In March 2005, The Northern California Truth Alliance organized a series of very successful premieres of
which drew together activists from Canada and all over the country, press and public.
Carol believes our greatest hope is to organize resistance faster than the ruling elite can organize repression. Her strategy to change the system is outlined in an article entitled Tripping the Four Horsemen.

"They were near the bomb. They went to buy something for our lunch," she said, pounding her head in grief. "What did they do to deserve this. To whom should I complain. There is no government to protect us," she moaned.
Hundreds of people swarmed around ambulances, crying out and pounding their chests in grief. Police fired into the air to disperse crowds and clear roads for emergency vehicles, but angry mobs attacked them and set two police vehicles on fire.
Rioters surrounded the Karbala governor's office and demanded his and provincial council members' resignations — blaming them for lax security. Mobs threw stones at the governor's office and set fire to the building.
A curfew was imposed in the area, and the city's entrances were sealed off while police and soldiers patrolled the streets.

Saad, a humanitarian worker, is quoted as recalling the scene after a bomb blast: "I saw a four-year-old boy sitting beside his mother's body, which had been decapitated by the explosion. He was talking to her, asking her what had happened."
The report quotes a woman as saying: "If there's anything anybody could do that would really help us, it would be to help collect the bodies that line the streets in front of our homes every morning and that we find nobody dares touch or remove." It was "simply unbearable" to face them every morning on the way to school.
Medical services are in dire straits, with many health workers fleeing the country after the deaths or abductions of colleagues. At Baghdad's al-Kindi hospital only 40 of the 208 surgeons who used to work there are now still on duty.

Nestle to buy Gerber for $5.5 billion By ELIANE ENGELER, Associated Press Writer
Thu Apr 12, 7:32 AM ET
GENEVA - Nestle SA, the world's biggest food and drink company, said Thursday it will buy Gerber Products Co. from pharmaceutical maker Novartis SA for $5.5 billion, giving it the largest share of the global baby food market.
The acquisition helps further Nestle's recent focus on health and nutrition, following its purchases of the U.S. weight control company Jenny Craig and Novartis Medical Nutrition.
Nestle, which owns brands such as Nescafe, Perrier and Dreyer's, is also the world's largest manufacturer of infant nutritional products — largely through its leading positions in developing countries such as Brazil and China — but had no presence in baby food in the United States.
Gerber, which Nestle has coveted for more than a decade, dominates the U.S. baby-food market, with a 79 percent share, according to Morgan Stanley.
"The acquisition of Gerber is the perfect complementary fit," said Nestle Chairman and CEO Peter Brabeck-Letmathe. "It not only gives Nestle the leadership position in baby food, but it also constitutes a decisive step to establish Nestle Nutrition as the undisputed global leader in the nutrition field."
Adding Gerber will help the company's nutrition business generate annual sales of close to $8.2 billion. The company said it expects Gerber to generate sales of around $1.95 billion this year.
Nestle shares fell 0.7 percent to 406.05 Swiss francs in Zurich, where Novartis shares were up at 67.35 francs ($55.27).
Nestle first tried to acquire Gerber in 1994, but lost to Sandoz AG, which later merged with Ciba-Geigy to form Novartis. Since then, Novartis has taken steps to broaden Gerber's business beyond jarred foods.
In 2000, Gerber began selling a line of powders, oils and other toiletries for children, and in 2002 it launched microwavable meals for older toddlers. It also has a life-insurance unit. But the baby-food business has never been a good fit for a parent company that mainly sells medications.
Novartis, based in Basel, has shed several noncore businesses in recent years. In December, Novartis sold its medical-nutrition division to Nestle for $2.5 billion. Novartis is focusing on three main areas: inventing new prescription medicines, vaccines, and selling low-cost generic drugs and over-the-counter medicines.
"This transaction is also the right move for Gerber, as it will become a priority business in a leading global nutrition company," Novartis Chairman and CEO Daniel Vasella said in a statement.
Analysts said although the price appeared high at first sight, it was in line with similar deals.
"Added to Nestle's existing baby food business in the U.S. and its overall North American business, this makes Nestle a very clear leader in infant nutrition in the U.S., where, unlike Western Europe, having babies remains in vogue," said Rob Mann, a Collins Stewart food analyst in London.
The purchase is expected to be completed during the second half of this year, subject to approval by regulatory authorities, Nestle said.
War proves there is no god
George washington and those saw war, they made a fair civil agreement to avoid war. The constitution is a contract to avoid conflict.. the Iraqis have an unfair constitution. If the British had won the war We americans would have the Iraqi constitution, writen by George bush, george bush would own us.. "they are not going to spend our money" Terrorist George Bush, on what role the UN would play in rebuilding Iraq.

Iraqi Insider Details U.S. Mismanagement
By CHARLES J. HANLEY, AP Special Correspondent
2 hours ago
NEW YORK - In a rueful reflection on what might have been, an Iraqi government insider details in 500 pages the U.S. occupation's "shocking" mismanagement of his country _ a performance so bad, he writes, that by 2007 Iraqis had "turned their backs on their would-be liberators."
"The corroded and corrupt state of Saddam was replaced by the corroded, inefficient, incompetent and corrupt state of the new order," Ali A. Allawi concludes in "The Occupation of Iraq," newly published by Yale University Press.
Allawi writes with authority as a member of that "new order," having served as Iraq's trade, defense and finance minister at various times since 2003. As a former academic, at Oxford University before the U.S.-British invasion of Iraq, he also writes with unusual detachment.
The U.S.- and British-educated engineer and financier is the first senior Iraqi official to look back at book length on his country's four-year ordeal. It's an unsparing look at failures both American and Iraqi, an account in which the word "ignorance" crops up repeatedly.
First came the "monumental ignorance" of those in Washington pushing for war in 2002 without "the faintest idea" of Iraq's realities. "More perceptive people knew instinctively that the invasion of Iraq would open up the great fissures in Iraqi society," he writes.
What followed was the "rank amateurism and swaggering arrogance" of the occupation, under L. Paul Bremer's Coalition Provisional Authority (CPA), which took big steps with little consultation with Iraqis, steps Allawi and many others see as blunders:
_ The Americans disbanded Iraq's army, which Allawi said could have helped quell a rising insurgency in 2003. Instead, hundreds of thousands of demobilized, angry men became a recruiting pool for the resistance.
_ Purging tens of thousands of members of toppled President Saddam Hussein's Baath party _ from government, school faculties and elsewhere _ left Iraq short on experienced hands at a crucial time.
_ An order consolidating decentralized bank accounts at the Finance Ministry bogged down operations of Iraq's many state-owned enterprises.
_ The CPA's focus on private enterprise allowed the "commercial gangs" of Saddam's day to monopolize business.
_ Its free-trade policy allowed looted Iraqi capital equipment to be spirited away across borders.
_ The CPA perpetuated Saddam's fuel subsidies, selling gasoline at giveaway prices and draining the budget.
In his 2006 memoir of the occupation, Bremer wrote that senior U.S. generals wanted to recall elements of the old Iraqi army in 2003, but were rebuffed by the Bush administration. Bremer complained generally that his authority was undermined by Washington's "micromanagement."
Although Allawi, a cousin of Ayad Allawi, Iraq's prime minister in 2004, is a member of a secularist Shiite Muslim political grouping, his well-researched book betrays little partisanship.
On U.S. reconstruction failures _ in electricity, health care and other areas documented by Washington's own auditors _ Allawi writes that the Americans' "insipid retelling of `success' stories" merely hid "the huge black hole that lay underneath."
For their part, U.S. officials have often largely blamed Iraq's explosive violence for the failures of reconstruction and poor governance.
The author has been instrumental since 2005 in publicizing extensive corruption within Iraq's "new order," including an $800-million Defense Ministry scandal. Under Saddam, he writes, the secret police kept would-be plunderers in check better than the U.S. occupiers have done.
As 2007 began, Allawi concludes, "America's only allies in Iraq were those who sought to manipulate the great power to their narrow advantage. It might have been otherwise."

I would think a tea party would be hard to organize when most taxes are add ons or deducted at the trasaction or are in the form of fees and fines and permits, So the law passed by Washington State that requires a fishing lisence is the law that aproves my paying tax. So I do not have to pay tax, but I then must fish at night. The 94 congress suposedly pulled the IRSs teeth but I supose Bush needs taxes bad now, so maby hes setting them lose again.

deal, and shows we cannot trust our own government they are out of control, lawless. wont even take responsibility for its own actions. secret police. this is bad and no matter how much is exposed it gets worse. those Iraqis fighting, live under there rule and are resisting. thats the only report card that is real...
I'll have to grab that one.
Thats amazing, and he shrugs it off as a mistake. what he did was orchestrate a lie, his only purpose at the market was to lie... Although it is true that the old ladys in the market did not attack him.
........Senator John McCain has issued an apology of sorts for his remarks after visiting a Baghdad market last weekend, saying he misspoke when he declared that his ability to walk freely around the marketplace was a sign of a significant improvement in security in Iraq.
He led a Congressional delegation through the Shorja market under tight security, with 100 heavily armed American troops guarding the group and attack helicopters and snipers watching over them. Mr. McCain, Republican of Arizona, and another member of the delegation, Representative Mike Pence, Republican of Indiana, said the conditions showed that the decision to deploy more than 20,000 additional American forces to Iraq was having the intended effect.
Baghdad residents expressed astonishment at Mr. McCain’s rosy remarks, saying that he visited the marketplace, the scene of numerous deadly bombings, under unrealistic conditions. Democrats and antiwar bloggers ridiculed him for blindly supporting the administration’s so-called surge policy.
Mr. McCain, in an interview to be broadcast on CBS News’ “60 Minutes” on Sunday, acknowledged that his critics were right. “Of course I am going to misspeak and I’ve done it on numerous occasions and I probably will do it in the future. I regret that when I divert attention to something I said from my message, but you know, that’s just life.”
On Feb. 28 on the “Late Show With David Letterman,” Mr. McCain criticized President Bush’s management of the war, saying, “We’ve wasted a lot of our most precious treasure, which is American lives, over there.” He apologized the next day for the word “wasted,” saying he should have said “sacrificed.”
