Your assumption is wrong. The electrician told them that it would be a lot easier to run the electrical for the execration room at the same time. They are putting up walls and its better to do the electrical before the drywall goes up. That's Matt was saying. So they can get all inspected at the same time. 2 birds one stone. Provide hot water to all fixtures. Complete supporting for the exhaust duct. Complete the required wiring to the exhaust fan on the roof. Recall finals when the above has been completed.
And this is why it TAKES SO LONG. Anything found at inspection not done properly the first time has to be reinspected on a different date.
It's all on City of Sacramento's Building Department website. As someone who pulls permits every day and owns their own company it's very easy for me to find that out.

FOR THOSE WHO DONT DO THEIR DD:
Business application still pending due to the construction going on. All inspections must be passed and everything in Order before Sacramento will issue Business Operation Tax. Almost all inspections have passed and only a few remain. I ask you why would someone spend over 500K on a building to get it operational??? It's ALL public just go to the city of Sacramento and find out, just like I did!
