Right. The rule goes into effect 60 days from when it gets published in the federal register and then cos have 9 months to publish fins.
Couple thing. 1. Its not published in the federal register yet.
2. LTNC is not reporting so its not delinquent to the SEC and therefore not in danger of suspension for being delinquent.
Once the rule gets published I agree that something will need to be done 11 months from that date. But for now, it means nothing.

Timelines are important.
Co had cash crunch.
Borrowed expensive money.
Solved cash crunch by monetizing some assets.
Paid off convertible debt.
Paid down tax liability.
Bonus to CEO.
In that order.
The 59% loan was in July 2015. The company was obviously hurting for cash. In August the co sold some under performing offices and its cash situation changed, began buying back millions in notes and yes, paid a big bonus to ceo in September. The timeline of these events matter.
