If nothing happens by this time this year, I'll get out, even if I have to do that by selling the shares to ETrade for zip to lock up the loss.

According to Naz website charts, about 25M traded for the total month of March. About the same amount in January.
For what it's worth - more insider buying:
Director Gary Mellar bought 83,500 shares at .15 on 11/14, and 11,800 shares at .14 on 11/20.
He probably should have waited to buy cheaper.
Essentially, he plead guilty to 4 felony counts related to his lying about the DHS contract that never existed.
Things have been very quiet on the Rah-rah-RA side of things since the court of appeals shot him down.
Too bad, 'cause some of those guys were really, really funny.
The SEC recently made a motion to have the court set very large penalties, fines, and disgourgement of profits for Sandhu to pay. His lawyer has filed a motion that opposes that SEC filing.
The judge will rule on the dueling motions in good time.

blimps: Come on, now, that's not exactly true. They're actually worth a deduction on capital gains of up to 3000.00 per year (or more, if the person actually somehow has made some money trading stocks, which is highly suspect based on USXP holding), depending on how much money they threw away.

need: The three judges 'heard' the case.
When an appeal is filed, both sides present their case in written format. RA/Gunderson laid out their reasons why the lower court ruled erroneously, and the SEC laid out their reasons why the lower court ruled correctly. The judges read those reasons, as well as all relevant court documents, and come up with an opinion.
They came up with a unanimous opinion that upheld the lower court ruling. Had there been a dissenting opinion, that opinion would have been included in their final ruling.
RA/Gunderson could try to file an appeal with the US Supreme Court, but I doubt they will, and I know there's no chance it would get heard.
Actually, looking over the whole thing, it really doesn't look promising for the future.
US revenue down, despite the improvement in saleability.
All of the extra revenue comes from Brazil, which has a habit of ordering about once a year.
Three customers account for a huge percentage of all revenue.
Liabilities going up by about 50%.
Buying anywhere above single digits may be foolish in the short-term.
Selling here may also be foolish...
Bad news is liabilities are up by 1,150,000 and change, and shareholders equity is down by about the same amount.
But they still have 3M more in assets than liabilities...
