Tom,
Fortunately, no, I wasn't involved with Spectrum or GDM, but I am aware of Axial's connection to Higgins' crew, and the continuity of his portfolio of stock pumping ideas. Surprised he hasn't brought out the "world's first secure video conferencing technology" again.
Each and every one of his favorites rely on ideas that can be presented in simple-minded terms (Water from air! Talk in secret! Tiny engines that defy science to give customers everything they want!), then touted to potential victims with a blinding blast of baffling-sounding pseudo-techno-babble as being so Earth-shattering a breakthrough that investing NOW will make them rich.
And to anyone knowledgeable in the field of engine development, his presentation is pitifully ignorant and blatantly deceptive. An easily dismembered Swiss-cheese of chutzpah, presented with slick flair.
But, Tom, here's the thing: neither of us posting on message boards is going to save anyone. PT Barnum had it right so many years ago - there's a sucker born every minute. And it's not our job to be saviors to the ignorati who seek effort-free bling-bling via get-rich-quick frauds. No matter what else you say about Higgins and his henchmen, you have to hand it to him for mastering this enduring flaw in human nature.
The only ones who will get rich are the perpetrators, but you'll see the victims boo-hoo-ing here soon enough after their failure to do the simplest due diligence has led them to sacrifice their life savings on the altar of stupid greed.
And don't count on the "authorities" to cut their snack breaks short to make a couple of phone calls to connect the dots. Cross-agency cooperation isn't in their performance plans.
Ask yourself, what do you do at work? The "right thing" with no incentives, or possibly reprimands for taking your attention off the corporate goals (kudos if you do, but I doubt it)? Or activities you've been assigned and will be measured on for your next raise or promotion? You have a family budget to manage, no doubt, like most everyone who works for a paycheck.
Government-bots, like personnel everywhere, do what they are told and no more than necessary, don't rock the boat and keep their heads down to preserve their earnings and security.
Each of Sam & Co.'s actions is too trivial to awaken the sleepers at enforcement agencies, even if spoon-fed to them with cross-references. If someone - anyone - would stitch this long saga together they would see the massive pattern of fraud.
If you've had the misfortune of dealing with Sam or his cronies, it surely is tempting to see if there is any way to spare others the same pain and loss. But with the media whores circling to gather stock certificates for furthering the fraud with no liability to them, I don't see what can be done. The stream of paid BS from the media (vs. impartial reporting with any fact checking whatsoever) and the consumers of these media reports being so convinced they can make a young fortune on an enigmatic fog of a "company" with no research / proof ....... they're made for each other.
