Moreover, the so called valuation would be flawed even if this "project" was legit. Using Expro P/E ratios for refining and not discussing crack spreads & attainment (which you can't estimate without knowing plant config) are clear signs he doesn't know what he's talking about.

There's also the fact that for even light crudes like Eagleford, there's ATBs which are the heavier boiling cuts in the crude.

Go to page 21 in the presentation and as you can see, ~30% of eagleford is resid. Valuing that depends heavily on the refinery configuration.

No, it's about a third of that. Or a fourth if you use HSD. A $50 crack is enormous. Calculate the gasoline and diesel spreads separately and do a 2-1 weighted average in favor of gasoline. Use the the second and third calculators on the cme link you posted instead. The first calculator is incorrect. Furthermore, you can't just multiply the spread by the throughput since refineries don't make just gasoline and diesel.
Don't think you can do that on TOS, but on the web platform that 400K block should have its own P/L

They say among other things that they plan to apply for clearance for the green laser this year, resubmitting a previously withdrawn 510k submission.
In the risks section they say 510k clearance has been applied for but put on hold for the green laser, guess that's referring to their plans to resubmit?
