DALLAS - The company that brought new weapons detection scanners to the State Fair of Texas is standing by its equipment in the wake of the shooting last weekend.
This is the first year βOpengateβ scanners have been used at fair entrances. State fair officials now say the gunman did not have a license to carry, so itβs still unclear how he brought a gun in.
Dubbed βrevolutionary,β state fair officials showed off new Opengate scanners ahead of this yearβs opening.
Unlike a traditional metal detector, it works by ignoring things like phones or keys. Itβs designed specifically to detect weapons.
But whatβs still unclear is whether 22-year-old Cameron Turner walked through one when he entered the fair Saturday. Police say he shot and injured three people in the food court area.

What is a roll-up strategy?

Planning: Lots of it. Sluggish industry growth or less-than-optimistic future prospects are also important to understand. Itβs crucially important to understand the industry, its dynamics, and its future prospects.
Due diligence: More acquisitions mean more due diligence. As a result, for any company implementing an acquisition roll-up strategy, due diligence effectively becomes a core part of the companyβs operations - not unlike its finance or HR department. And as due diligence becomes bigger, the acquiring company will need to hire a bigger team to ensure that itβs being conducted with the same rigor for every single transaction.
Careful Hiring: Closely related to due diligence is the need for the team behind the roll-out strategy to ensure management competency. The bigger the company becomes, the more difficult it becomes to manage. Does the new entity require a level of middle management or regional managers? Who is responsible for overseeing the day-to-day management of its new branches?
Integration: All the businesses need to be well integrated to ensure that the new entity is more than the sum of its parts. Without post-merger integration and change management, the acquirer risks being left with nothing but a group of disparate companies (and disgruntled managers and staff) on their hands.
Timing: There is no standard ideal time to move with a roll-up strategy. As with any acquisition strategy, if the strategy can be implemented faster, then itβs better to do it faster. But speed itself is not the issue - rather one of a range of issues. It shouldnβt come at the expense of careful consideration, thorough due diligence, the right valuations, etc. One benefit of being faster directly related to the roll-out strategy itself is that there will be less chance that target companies are aware of the strategy, and as a result, will be less likely to demand higher multiples of EBITDA to sell.

Certifications
For Certification, a technology must have demonstrated confidence of continued effectiveness: i.e., it will perform as intended, conform to the sellerβs specifications, and is safe for use as intended. In addition to the benefits provided under Designation, Certification allows Sellers of antiterrorism technologies to assert the Government Contractor Defense that immunizes Sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification will be also placed on an Approved Products List for Homeland Security. Designation is a prerequisite for Certification.
Designations
For Designation as a Qualified Anti-Terrorism Technology (QATT), a technology must demonstrate effectiveness during operational testing or through prior use. Designation provides limited liability for third-party claims arising out of the deployment of the QATT with respect to an "Act of Terrorism." The maximum liability is determined by DHS, and the Seller is required to maintain liability insurance at that level. Other protections include immunity from punitive damages. A full Designation normally lasts for 5 years and can be renewed. Any technology deployed during its period of Designation is protected for the lifetime of its deployment.

The Department of Homeland Security, Office of SAFETY Act Implementation attempts to complete these reviews in 21 days or less. [color=red][/color]When the review is completed, you will receive a letter inviting you to take part in a teleconference with the evaluation staff to discuss the merits of your Technology for SAFETY Act protections, and to discuss what will be necessary to provide an administratively complete application.
Certifications
For Certification, a technology must have demonstrated confidence of continued effectiveness: i.e., it will perform as intended, conform to the sellerβs specifications, and is safe for use as intended. In addition to the benefits provided under Designation, Certification allows Sellers of antiterrorism technologies to assert the Government Contractor Defense that immunizes Sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification will be also placed on an Approved Products List for Homeland Security. Designation is a prerequisite for Certification.
Designations
For Designation as a Qualified Anti-Terrorism Technology (QATT), a technology must demonstrate effectiveness during operational testing or through prior use. Designation provides limited liability for third-party claims arising out of the deployment of the QATT with respect to an "Act of Terrorism." The maximum liability is determined by DHS, and the Seller is required to maintain liability insurance at that level. Other protections include immunity from punitive damages. A full Designation normally lasts for 5 years and can be renewed. Any technology deployed during its period of Designation is protected for the lifetime of its deployment.
The SAFETY Act provides two levels of liability protections for approval: Designation and Certification. By obtaining either Designation or Certification, companies obtain a level of legal protection in case their technology is ever put to use during a terrorist attack.
