NioCorp submitted a formal application to EXIM for a loan under EXIM’s “Make More in America” initiative on June 6, 2023. The Company was informed that its application received approval by the first of three reviews by the EXIM Transaction Review Committee on October 2, 2023. EXIM deployed additional resources to the processing of the Company’s application during the quarter ended December 31, 2023 and has retained financial and legal consultants to support EXIM’s due diligence on the Elk Creek Project. On April 15, 2024, the Company received the Preliminary Project Letter (the “PPL”) from EXIM. The PPL is a summary of EXIM’s initial due diligence findings and also includes a preliminary Indicative Term Sheet. Management is working with EXIM to continue to advance the project through the next stages of EXIM’s due diligence and loan application process. We are currently unable to estimate how long the application process may take, and there can be no assurances that we will be able to successfully negotiate a final commitment of debt financing from EXIM.

We are still very positive in the future of "our" company. Haven't posted much recently, I do not want to sound repetitious. We need a mountain of green backs to
get this project to fruition. Nothing different with this statement than some of my post from 2017-2018 time frame.
In reference to your question regarding the PP announced on Friday, just expressing my opinion: Any enterprise needs funds to continue operations. Since we are not producing /selling at this time, we need funds to continue. Since we don't have profits, we must sell a little piece of our project to obtain funds. Pretty straightforward. Fund in the company coffers is a must, therefore it makes the announcement on Friday a real positive occurrence.
In my opinion we need around 20 million USD to finalize the Feasibility Study. (ref: IHUB post 106928) When will it be released, of course I have no idea.
However, the Friday release contains some very interesting facts. Mainly the payback of those funds commences very quickly. So, from that I can only infer that something larger is in the horizon, in a relative short time.
I am mainly interested in the Stellantis participation in our project. Mainly, that Carlos Tavares is involved in the project. An automotive enthusiast at heart and the CEO of one of the largest enterprises in the world. Their main interests are the Scandium/Aluminum master alloy ingots, NdPr oxide as well as the "heavy" REE oxides Terbium and Dysprosium.
I guess, I better go back to my "hole" and stay quiet.

Wishing all a great, prosperous and healthy 2024.
Writing this white paper to express my opinions, ideas and expectations regarding our project at Elk Creek NE.
My ideas of where and when things will occur during 2024.
The annual meeting is scheduled for January 19th at 10:00 AM. A couple of days before or after the meeting we should get the article from Bill Kelly, a reporter from Nebraska Public Media.
Not expecting any announcements prior or during the meeting.
It will be interesting to read Bill's article regarding our project. He has followed Niocorp for several years.
We have three very important subjects to be addressed by the Company:
I) Feasibility Study.
II) Capital Input.
III) Obtaining a large term loan.
For this purpose, they are independent from each other. However, from my point of view, they will occur in the sequence listed above.
I) Feasibility Study:
A gigantic effort and expense to prepare it. In my estimation north of 20 million USD. During 2023 a tremendous amount of progress was made to streamline the processing of all of the Critical Minerals to be produced. Ferroniobium, Scandium (Sc), Titanium (Ti), Terbium (Tb), Dysprosium (Dy) and the combination of Neodymium / Praseodymium (NdPr). Most of the previous flow sheet has to be modified. New pricing has to be obtained, both for the building of the mine as well as the pricing of the products the Company will sell. Some of the flow sheet has been simplified, which will lower the cost to build the mine. However, other steps will have been added. As an example, the extra processing of the Scandium to produce the Aluminum / Scandium ingots, extra processing of the Titanium to elevate the quality of the end product.
Inflation has to be given consideration. It presents itself in our daily lives, it will considerably make its presence felt when arriving to the necessary CAPEX. Since I started the CAPEX subject, might as well get on with it. The last FS reported the CAPEX at 1.14 billion. My estimated CAPEX is well north of 1.4 billion. I will be shocked if the new FS arrives at a figure lower than that. So, when referring to the CAPEX, I will use 1.5 billion. Yes, we need some pretty deep pockets to participate in our venture.
Now that the extra cost to build the mine has been mentioned, the question is where are the profits to justify the extra expense. It is pure joy when I start working on this side of the equation.
Over the last couple of years, maybe longer by now, I have obsessed over the profits the REE oxides would generate. They don't come for free. They will generate 120-150 million USD extra annual EBITDA on their own.
The price for the 3 REE oxides currently in the plan, as of 1/5/2024:
Neodymium / Praseodymium oxide current price $113.00 per KG. (Largest indicated resource in the U.S).
Dysprosium Oxide current price $569.00 per KG. (2nd largest deposit in the U.S).
Terbium Oxide current price $2158.00 per KG. (Largest deposit in the U.S).
The vertical integration of the Scandium resource:
As my understanding of the project goes, we need the Scandium resource to bring a pretty good price for each KG produced. In the last technical report, the expected price for the Scandium was between $3,500.00 and $4,000.00 per KG. The company is experimenting with the production of 100KG ingots, of Aluminum-Scandium master alloy to be produced at the Elk Creek site. So where will the price of each, 2% by weight of Scandium 100KG ingot will be? Where will the 100KG ingot with a 5% Scandium Master Alloy will be?
It seems to me that the price of the Scandium will be much higher than the price indicated in the last Technical Report.
During the recent past, the company has disclosed the tremendous progress in producing a higher purity Titanium. The revenues from the Titanium would increase according to my calculations from $10 million USD annually to $90 million USD annually.
If we want more pleasant thoughts, the company has also disclosed a higher quality Niobium, from my calculations that would increase the revenues from the Niobium by 25%. It is amazing, sometimes I forget that the company is called, for a reason: Niocorp . The gigantic resource of Niobium.
Is the higher CAPEX justified? Is the expense and lapsed time invested on the new FS worth it?
Let's take a quick look. Current FS uses an average EBITDA of $403 million.
So far, we have added $150 million from the REE oxides and $80 million from the higher quality Titanium. Those two additions alone add up to $633 million EBITDA. We still have to add the 25% extra revenue from the Niobium and the extra revenue from the Aluminum / Scandium master alloy ingots. That my fellow investors should provide us with an EBITDA north of $700 million USD!
I never forget, it is only 60 acres being studied, mother nature has given Elk Creek a 5 square KM deposit.
II). Capital Input:
Of course, this is the nut that has to be cracked.
As I expressed, my opinion is that this must follow the FS.
The FS will be used to present the deep pocket investor(s) the tremendous profit potential of this mine. All of the numbers, bankers look at are very strong. (EBITDA, IRR, NPV...)
Will Stellantis step up to the plate? It would be a great fit.
My two pennies' still say someone like Antofagasta will be interested. A large mining and banking conglomerate.
III). Term Loan.
It is my opinion that once the large equity investor(s) is in place, the loan, EXIM or whoever will pony up.
It will take time. Hope to meet some of you at the "site", sometime after Labor day. The weather should be very nice in Elk Creek that time of the year.

Strategic Metals - End of Year Summary

As we reported during the year, we had unprecedented price decreases from the beginning of the year until about June/July. Yet, strategic metals have still outperformed all major stock indices and gold since 2020 (see tables at the bottom of this email).
Since August 1st, China has been restricting the export of Gallium and Germanium, and prices have steadily increased. Since November, China has been restricting the export of graphite.
The latest news is that as of 4 days ago, Friday, December 1st, China is also restricting the exports of rare earths. We had known this was coming; however, a development behind this is ominous and manifest.
For the first time, the Chinese Ministry of State Security (the CIA, Chinese Intelligence Agency) lists strategic metals as a national security priority.
The agency vows to protect supply chains against foreign meddling and protect Chinese overseas projects. This was reported in the South China Morning Post last week.
The Ministry argues that the critical minerals sphere has become a new battleground between global superpowers.
We have had the warning shots across the bow, and now China is ushering in a new era of resource nationalism.
This is likely a wink to the recent trade dispute with the United States surrounding the export ban on advanced semiconductors, which was initially met by China with export restrictions on Gallium and Germanium.
However, the inclusion of rare earths, the extension to include critical minerals projects overseas, and the Chinese intelligence agencies' vow to protect projects overseas are further evidence of China's intention to completely control the global supply chain.
As a result, we are predicting shortages of rare earths and technology metals as early as 2024. Initially, we had anticipated bottlenecks and supply disruption beginning in 2025 and peaking around 2030.
There have been occasional shortages in the past; however, the industries affected are now much more critical to all nations' economies (e.g., electric cars, technology, aerospace, and energy transition). The expected impact is correspondingly more significant.
Moreover, it's not just individual resources that could become scarce, but dozens simultaneously.
Couple this with a possible further escalation of tensions between the West and China, and we are seeing a perfect storm on the horizon earlier than anticipated.
Management consultancy firm Deloitte has warned of the coming scarcity in its annual manufacturing industry outlook published just last week:

Industry experts are predicting these further efforts to control critical minerals could give worldwide demands for diversifying supply chains a tailwind.
The prices are about as low as they are ever likely to be, and we strongly suggest that if you plan to take a position or even a second, third, or fourth position, now is the time.
On the industry side, we are happy to report that Tradium's turnover has already reached $150 million for the year. This is quite remarkable, as Tradium first passed the threshold of $100 million in turnover in 2022.
As a result, Tradium and Metlock are accelerating the construction of the second storage facility in Frankfurt.
The land has already been purchased, and the construction plans have now been accelerated. The current facility has two storage levels below ground and is nearing completion of a third level above ground.
Originally, it was a bunker in WWII. Now, we have a level above ground for storage and an atrium featuring offices and a meeting room with an adjacent kitchen so visiting clients can be hosted for lunch during or after a visit. All interior work is complete, and a new above-ground level will be launched once the exterior work is done.
The new facility will take 3 to 5 years to build and open. It is also located in Frankfurt and will also be a duty-free zone. Once it opens, it will be used primarily to store our industry clients' raw materials and our inventory. The current facility will then house all private investors' raw materials, which means we can triple our capacity for private investors.

It has been some time since we worked on those numbers. I imagine around 2 years.
In my opinion the project as it now stands, with all of the news in the last couple of years, make this project very different in its spectrum as well as the potential revenue that will be generated.
The company is now mentioning the production of REE's, in a very assertive manner.
It is experimenting with producing 100KG master aluminum alloy, with both 2% and 5% scandium content. In my opinion, that experiment will be very successful and of course, extremely profitable.
Tremendous increase in the revenue from the titanium, of course, the revenue increase from the aluminum/scandium ingots will be phenomenal.
We can't forget the increase in revenue from the niobium, that is the origin of the company's name.
I can continue on and on with all of the superlatives I could attach to all of the developments announced by the company.
We are all waiting for the new technical report. In my opinion, that is a document that will take immense amount of preparation, therefore, a great amount of time, of course a gigantic investment.
The affiliation with Stellantis will prove to be a superb one. A car enthusiast, a visionary at the head of the company, instead of someone from the finance world.
We have spent a lot of time trying to arrive at a decent way to estimate the future revenue of the company. At this point in time the numbers get so whacky, that I better not even get started.
I imagine the company may have to head south (Brazil) to obtain the Bauxite necessary to produce the aluminum needed for the ingots.
Just an expression of my opinions.

"We have 89,894,000.00. For simplicity $90 million annual revenue instead of 11 or so million as reported. A very nice 79 million extra revenue per year."
Just my calculations and understanding of what is being reported by the company.
As I have expressed in the past. My calculations are for my own use. They only represent my opinion. They would be on the conservative and realistic side of things. In my opinion astronomical valuations are of no use in this context.

Sharing this short article, I wrote for another group.
So, who is Stellantis: a multi-national manufacturing corporation formed in Year 2021. Its headquarters
are located in the Netherlands. It was formed by the merger of Fiat-Chrysler and The French PSA Group.
It is now the 4th largest auto maker in the world. (3rd largest in some measurements). Current market
cap of 57 billion U.S. Dollars.
The conglomerate brands are (alphabetically):

Fiat
Jeep
Lancia
Maserati
Opel/Vauxhall

The acquisition of Chrysler (Mopar) by Stellantis seems very interesting. For decades, Chrysler has been
“trashed around” by their own financial geniuses. So many merger/acquisitions that never really gave
the Mopar products the respect or attention their revolutionary products deserved.
It seems to me, that Stellantis will be the conglomerate that finally achieves the task of bringing the
Chrysler (Mopar) name to the attention of the investment community.
Stellantis is headed by Carlos Tavares, a Portuguese car enthusiast. Well, finally a car enthusiast to lead
an automobile manufacturer.
Stellantis is making great strides in becoming a top-tier level automobile manufacturer. Profitability
seems to be the solution to the problems of any for profit enterprise. And profit is what Carlos and his
team are achieving. Over 12 billion U.S. dollar profit for the first six months of the current fiscal year.
Stellantis may be a little behind other auto makers in producing EV’s. However, when it comes to
modernizing the structure of automobiles, why be the guinea pig. The world at this time, is still
developing the key component of EV’s - the electrical systems necessary to produce efficient and
reliable electric vehicles.
Of course, the need for long-range, easy and fast to charge batteries is the key. Besides the batteries
EV’s require electric motors. More to the point, magnets that propel the main motors.
Manufacturing of EV’s motors require rare earth metals such as: Neodymium (Nd), Praseodymium (Pr)
(light rare earths), Terbium (Tb) and Dysprosium (Dy) (heavy rare earths). At the present time, most rare
earths are supplied by China, which at best would be considered an unreliable source.
Stellantis has shown the desire to achieve top-tier status as an EV manufacture by signing agreements
with NioCorp. NioCorp is developing one of the great sources of these materials right here in the United
States. NioCorp is planning a mine in Elk Creek, Nebraska. Its ticker symbol is: NB.
NioCorp should release a feasibility study in the next few months. When their feasibility study is
released they will show EBITDA in the neighborhood of 600 million U.S. Dollars per year on a 38-year
mine life. Pretty good returns for a start-up mine. Impressible, they recently were included in the
Russell 3000 and 2000.
NioCorp is led by a group of mining professionals with gusto to bring this project to fruition.
The Stellantis relationship with NioCorp will provide them access to Niobium used to strengthen steel as
well as Scandium to strengthen aluminum. Besides the aforementioned Tb, Dy, Nd and Pr. At the
present time, Zacks.Com rates Stellantis (Ticker: STLA) a buy (Zacks rank 2) and gives them an “A” on all
of their style scores. The average target price is $22.65 U.S. Dollars.
Excellent steps for a conglomerate just started in 2021.

concentrations large enough to make it feasible or profitable to mine.

the last moment found a ride with Ford. By bringing Petty into the discussion, we are getting into a little
bit of U.S. folklore. We might as well mention Miss Mighty Mopar: Judy Lilly.

From the very beginning, probably the biggest detractors from investing in Niocorp, was the opinion that the price used by company for the Scandium trioxide produced was extremely high. With today's announcement that the production of scandium metal is possible, should put that question to rest. The company is also making it very clear that the vertical integration of the Scandium produced will actually be put in place. That should give the quoted originally quoted for the scandium as the entry level price ($3,600.00 per KG), not the unachievable price once used as the problem.
Price update for the 3 REE oxides in Niocorp plans:

The REE prices have been very dynamic in the past months.
As I have expressed in the past, at this price level the company would achieve a profit, yes, I mean profit of between 100 to 150 million USD annually.
In the latest update the company listed 397 million annually, EBITDA. If we add to that amount the increase in revenues from the announced higher purity levels for the Niobium & Titanium (estimated 125 million per annum, ref: IHUB post # 96404). Now add the profit from the 3 REE oxides.
Folks, we have well over $600 million USD (EBITDA) per year. I always want to emphasize that the current study is based on a miniscule part of the deposit, only 60 acres.
We anxiously await until the next Technical Study is released and after that I hope a great finance package.
Of course, this is our opinion (Mrs. grunt and Myself).

Just expressing my opinions as we wait for a mountain of green backs.
Some very important news have been released by Niocorp during the last few weeks. As I have expressed many times in the past, the share price will have a negative tendency until finance is obtained. We will have positive spurts, as news are released.
As far of the two of us (including Mrs. grunt) have tremendous respect for the entire 8-person team at Niocorp. To the naysayers that is your business. Nobody has provided any evidence for us to feel any different than we do.
Yes, we had had two clusterf" that have extended the time to move our project forward. By definition a clusterf* is human created therefore 100% preventable. The term was first coined by a G.I. in Vietnam in the 1960's. So relatively a new idiom. The first one, of course, was the covid-19, which I believe is the "mother" of all clusters and of course the gxii debacle.
In my opinion, the Niocorp team continues to find ways to make this project even more profitable than before the clusters occurred. Maybe an increase of 5% more Niobium extracted from the same amount of tonnage does not sound like much, however, when you think about the amount of mineral being extracted from the tiny 60-acre parcel, it quickly becomes some serious extra profits.

They have also announced the amount of Titanium will double and will increase in purity, with a net increase of 10 times the original amount of revenue.
The price of Scandium has always been a dilemma. During the last 4 or 5 annual meetings, I have asked Scott the same question: You still believe you can obtain the price for the Scandium as quoted in the FS. Every time the answer has been a resounding: "YES".
Finally, we are beginning to see quotes that are pretty good reference for our research.
The company continues to improve the quality of the Scandium. Hopefully, that will remove some of the turmoil that has surrounded its pricing.

I guess the inclusion in the Russell 3000 index at the next realignment, the 4th Friday of June is a given. In my opinion, Niocorp will also be included in the Russell 2000 index. At this time, the index includes 200 companies with a market cap under 200 million. So, we should be able to participate in the 2000 index as well. The two indices must purchase some shares, so it should create a bit of instability for a couple of days.
We will see their new look on Monday the 26th of June.
