Dear C,
Thankyou for your email regarding the EMH Programme.
I am the Project Commercial Director and managed the tender.
We invited 18 vendors to tender, this list was selected from the top 10
venders in terms of market share and individual manufacturers that the
participating Operators requested to be included. Hop On did not meet
either of these criteria.
If I understand correctly Hop On is actually a TCL product? TCL was
invited to tender FYI

Handset Maker Hop-on.com Aims For 2% Global Mkt Share
By Stefan Simons
CANNES, France (Dow Jones)--Hop-on.com Inc., a small U.S.-based handset
manufacturer that recently launched an ultra-low-cost mobile phone,
Thursday said it is aiming for a 2% global market share in terms of volume
in three years' time.
Irvine, Ca.-based Hop-on.com said at the 3GSM industry conference this
week the dual-band phone will be priced at $36 for orders of at least
10,000. In the future, the company plans to release phones priced at
$30, Chief Executive Dan Gannon said in an interview with Dow Jones
Newswires.
Hop-on.com issued a statement about the HOP1803 model after mobile
phone giant Motorola Inc. (MOT) said it had been selected by the GSM
Association, an industry body, to supply $40 handsets aimed at emerging
markets.
"That gave us great exposure and a lot of mobile operators stopped at
our booth to check out if this was for real," Gannon said. Some of the
operators took a HOP1803 model phone for testing, he said, but declined
to name the operators.
Gannon said he expects to ship 5 million handsets in 2005.
Nokia Corp. (NOK), the world's largest handset manufacturer, estimates
a total of 643 million units was sold worldwide in 2004. It expects the
market to grow about 10% in 2005.
According to GSMA estimates, around 80% of the world's population has
wireless coverage, but only 25% uses mobile services. The association
estimates that the ultra low-cost market segment has the potential to add
more than 100 million new connections per year.
Hop-on.com said it will probably take part in any future tenders the
GSMA launches.
Hop-on will offer a third-generation handset in two months' time,
Gannon said.
The handset manufacturer focusses on low-cost handsets built in China
and Taiwan, which have been shipped to operators in countries that
include Belize, Pakistan and Egypt. Latin America and the Caribbean are also
targeted areas.
Because of research and development expenses, Hop-on.com is still
unprofitable, Gannon said. However, he expects the company to make a net
profit in 2005, on estimated sales of between $150 million and $200
million.
Gannon declined to give details of the margins his company is making on
the low-cost phones, but said they are low.

Minn. Governor Seeks Candy Cigarette Ban
By BRIAN BAKST, Associated Press Writer
ST. PAUL - Cigarettes infused with lime, vanilla, berry and other candy flavors would be pulled off Minnesota store shelves under a proposed ban by Gov. Tim Pawlenty, who accused the tobacco industry Thursday of marketing the specialty products to teens.
"They are clearly undertaking a marketing campaign to promote and market sweetened and candy-flavored cigarettes as a way to attract new smokers and expand market share among youth in Minnesota," Pawlenty, a Republican, said. "This is a terrible practice by these tobacco companies and it needs to be stopped."
Public health officials in two other states — Massachusetts and Michigan — have sent letters to cigarette makers asking them to halt sales of the flavored cigarettes. The officials questioned whether such sales violate a 1998 agreement by the tobacco industry not to target their products to young people.
Pawlenty appears to be the first governor to promote an outright ban. The products carry names like "Kuaui Kolada," "Twista Lime" and "Winter Warm Toffee."
"The premise that we market to youth, there's no truth to that," said Fred McConnell, a spokesman for R.J. Reynolds Tobacco, which makes the flavored Camel brand cigarettes singled out by Pawlenty. "We market to adult smokers only."
Although it is illegal to sell cigarettes to minors, Pawlenty said the flavored cigarettes are drawing in teen smokers anyway. Advertisements in Rolling Stone, Cosmopolitan and Glamour magazines have raised the products' profile among young people, he said.
McConnell said R.J. Reynolds only buys ads in magazines with a predominantly adult readership.
Pawlenty cited preliminary data from national youth smoking survey last year as evidence the flavored cigarettes were growing in popularity among teens. The survey of 1,600 smokers between ages 16 and 25 found that 16- and 17-year-olds were two to three times more likely to try the flavored cigarettes than those 20 and older.
A 2004 Minnesota survey found that nearly 27 percent of high school seniors admitted to smoking at least once in a month, as did about 15 percent of freshmen.
Rep. Tim Wilkin, R-Eagan, said the governor's proposal probably goes further than he's willing to. "Personally, I'm not big on banning things. There's an element of freedom involved," Wilkin said.
Wilkin stressed that he hadn't reviewed Pawlenty's plan, but his view is important because the bill would be heard in the House Commerce and Financial Institutions Committee that he leads.
Pawlenty said he would consider similar limitations on the sale of candy-flavored liquor if he was convinced the sweetened drinks are aimed at youth.
In a related development, Republican Rep. Ray Cox of Northfield introduced a bill Thursday to impose a new fee on cigarettes at the wholesale level. The fee would be based on the number of cigarettes distributors sell in Minnesota.
Pawlenty said he is open to the concept, but he withheld his endorsement. He's also taking a wait-and-see approach on bills to raise the cigarette tax by as much as $1-a-pack. Pawlenty, who has pledged not to raise taxes, said he would want another tax reduced in exchange.

Court Sides With Tobacco in Fraud Case
Feb 4, 2:36 PM (ET)
By HILARY ROXE
WASHINGTON (AP) - A federal appeals court ruled Friday that the Justice Department cannot seek $280 billion it alleges the tobacco industry earned through fraud.
The tobacco industry had urged a federal appeals court late last year to throw out a lower court decision allowing the Justice Department to seek $280 billion from cigarette-makers for allegedly misleading the public about the dangers of smoking.
The federal government brought the lawsuit, now being heard in U.S. District Court, under a civil racketeering statute originally designed to prosecute mobsters.
The U.S. Court of Appeals for the District of Columbia Circuit ruled that the civil RICO statute doesn't allow the government to recover money in the ongoing lower court case because RICO statutes required "forward-looking remedies," while seeking the money was "a remedy aimed at past violations."
The industry had argued that the government should have filed its case under criminal RICO laws, which require a higher burden of proof and would have allowed the government to go after money in the case.
But the government argued that judges do have the power to impose monetary remedies in civil RICO cases and that the government therefore has the right to go after earnings the companies made through fraud.
U.S. District Judge Gladys Kessler previously agreed with the government but said the industry could appeal her ruling even as the case proceeds in lower court. That trial has been under way since September and is expected to last several more months.
The government has described the $280 billion as an estimate of money the companies earned illegally through fraudulent activities such as marketing to children and denying doing so.

Hop-on to Introduce the Lowest Cost Camera Phones in the Market at Major European GSM Trade Show
Monday January 24, 9:01 pm ET
IRVINE, Calif., Jan. 24 /PRNewswire-FirstCall/ -- Hop-on.com, Inc. (OTC: HPON - News) today announced that it will introduce its GSM Models 1845 and 1846 as the lowest cost camera phones in the market at the 3GSM World Congress trade show, which will run February 14 to 17, 2005 in Cannes, France.
(Photo: http://www.newscom.com/cgi-bin/prnh/20050124/NYM265 )
The 3GSM World Congress is the market leader in providing an audience of GSM decision-makers from across the globe. The GSM Association represents over 600 GSM operators globally and unites the industry in pursuing the expansion and development of GSM technology (http://www.gsmworld.com).
Dan Gannon, Chief Executive Officer of Hop-on, commented, "These phones are comparable to any camera phone on the market today, with the exception of price, where our phones typically cost approximately 50% less. We have received very positive feedback from the market on the exceptional value proposition our phones offer customers, in addition to the high quality and feature set, and the fact that our phones come in all languages in the European community. With GSM being the dominant technology in Europe, we are aggressively going after this market for carrier business and unlocked GSM phone opportunities. As an example of the size of this market, approximately 87% of the population in the UK, representing nearly 52 million people, are currently cell phone users. With the preponderance of prepaid phone users in Europe, where the phones are not typically subsidized, our handsets offer these customers a compelling alternative when replacing their handsets."
Lowest cost camera phones being introduced at 3GSM World Congress are the following:
