Reno City Council unanimously approved the concept of the medical marijuana business Wednesday, directing city staff to come up with ordinances and zoning requirements to oversee dispensaries, grow-houses, testing labs and kitchens for edible pot products.
It marked the second major step by a local government to get the business moving in the Truckee Meadows, after the Nevada Legislature approved the formation of the various business outlets during the 2013 Legislature.
Earlier this month, Washoe County approved ordinances and zoning governing the businesses in the county's unincorporated areas.
The Sparks City Council plans to consider ordinances and zoning for grow houses and kitchens for edibles on April 28.
On Thursday, the Sparks Planning Commission plans consider zoning for the dispensaries.
The Reno council also directed the city's staff to petition Washoe County to get three more of the dispensaries to sell the medical marijuana.
Under the state law, Washoe County, including Reno and Sparks, will be allotted 10 dispensary locations.
Reno was only allotted two dispensaries inside its city limits. If the county approves the petition, Reno will have five dispensaries.
Councilwoman Hillary Schieve said Reno "should ask for as many (dispensaries) as we can."
Nevada voters amended the state constitution to allow for the use of medical marijuana in 2000. It wasn't until the 2013 Legislature that state lawmakers approved the operation of medical marijuana establishments.
Mayor Bob Cashell recused himself from the discussion or vote on medical marijuana. Cashell said he felt obligated to stay out of the fray since his granddaughter is a patient who uses medical marijuana.
A public workshop about the medical marijuana ordinances will be held after the city staff completes documents for ordinances and zoning.
No vote will be taken until the public workshop is held, although it is possible the council could vote on the same night as the workshop, said Cadence Matijevich, assistant city manager.

Yes many patients will grow their own and it will indeed affect the projected market. But there is still a market. You can grow your own food and many people do but not everyone. the market will be affected but not devastated.
