In the older days of the internet we all Purchased or were supplied with Anti-Vise Programs by our ISP's and this took care of our Internet Protection Automaticly, for the most part. Some Worms and other malicious Malware finally began to Crop up that got by the Anti-Virus Software.
TODAY Malware is rampant with around 100's of thousands being uploaded every day and we are ripe for Zero-day attacks.
Many of us have Home Burgler Alarms to Protect our Homes, Families and Valueables. With only you and you family knowing the Password/Pin to deactivate it. ( It should also use have Biometrics too guard against prying eyes as you Deactivate it. But that discussion is for another time and Board where appropriate. )
Hardly would we have a Party or get together in our Homes and answer and open the door with a blindfold on inviting people in.
Most people are good and honest, but it only takes one to scope out your home and steal your possessions or Come Back at another time and break in, once they discovered your Homes Vulnerabilities or saw your Home alarm Pin Code as you used it, or found it written down near by.
OOB Multifactor Authentication makes great enroads in making your PC and Mobile devices Safe and makes Cyber Security almost Automatic once again.

I remember as a teenager, having a party at my home while my parents were out, when I just Returned home from USAF Tech School prior to heading to Taiwan on my Port Call date, and having a Going Away party.
Two black Teens saw all the cars out front and decided they wanted to come in, I answered the door along with others anxious to see who else was showing up. No offence to anyone Race, as we had a few Black Friends also attending who were very cool people man..
We stated to the two guys that it was a private going away party, trying to be nice. There they were saying It's Cool Man, it's Cool, as they tried to push their way into my home.
I told a friend to keep them from entering, as I ran back and got a German SS Officers P38 Loaded, my Father brought had back from Germany from WW II.
They were still at the door trying to join the party when I returned. I held the Gun Up, pointing the Gun at the Ceiling causally saying this is a Private Party.. as they backed off saying it's Cool Man, It's Cool, as they headed back to their Car.

If there is no requirement to use MFA by the FFEIC you can't call it a Standard or Manadtory Guidance from the FFIEC.
There are many forms of Authentication, the Guidance just recommends more than 1 Form of Authentication be used in 2006 ( See 1st Screenshot )
But Today 2017 the PCI, NIST Standards Bodies are Mandating the use of OOBA.

2017 started out as a weak year, I'll tell you, the 1St quarter, was just a typicial quarter nothing special, the 2nd quarter may be just a little better, but it's really going to be the 2nd half of this year where we expect some tremendous very very sizable revenues we are starting to CLOSE some deals we see as the key deals we talked about
Most of last year and of course we don't have a say when Companies want to do these deals, Now they are doing them and we will see the revenues hitting our books probably by the 2nd half of this year, it takes about 3 months for them to come to us, we are getting them done through the channel Partners their closing some major deals were involved in some big players that I can't mention of course, we'll probably get to put out some kind of PR related to that deal once it gets done and we see the money.
But until the second half we won't see anything major most likely, we might see it start coming sooner than that but we're not sure, by the second half will be seeing some sizable numbers that I think will be quite remarkable, we'll definitely beat last year's, my prediction is at least.
We actually do in-house sales but a very small amount of it, because we put in so much energy in supporting the channel partners. HACKED - America's 200 million registered voters was exposed, including names, dates of birth, home addresses, phone numbers, and voter registration details, as well as data described as 'modeled' voter ethnicities and religions," UpGuard said.
A data-analytics firm hired by the Republican National Committee last year to gather political information about US voters accidentally leaked the sensitive personal details of roughly 198 million citizens earlier this month. And it's now facing its first class-action lawsuit.
Deep Root Analytics, a data firm contracted by the RNC, stored details of about 61% of the US population on an Amazon cloud server without password protection for roughly two weeks before it was discovered by security researcher Chris Vickery on June 12.
The class-action lawsuit, filed by James and Linda McAleer of Florida and all others similarly situated, alleges Deep Root failed to "secure and safeguard the public's personally identifiable information such as names, addresses, email addresses, telephone numbers, dates of birth, reddit.com browsing history, and voter ID number, which Deep Root collected from many sources, including the Republican National Committee."
The data exposed by Deep Root included 1.1 terabytes "of entirely unsecured personal information" compiled by Deep Root and at least two other Republican contractors, TargetPoint Consulting, Inc., and Data Trust, according to an analysis from the cybersecurity firm UpGuard.
"In total, the personal information of potentially near all of America's 200 million registered voters was exposed, including names, dates of birth, home addresses, phone numbers, and voter registration details, as well as data described as 'modeled' voter ethnicities and religions," UpGuard said.
The lawsuit says that President Donald Trump "is on record denouncing these sorts of breaches as 'gross negligence.'"
It says that "as a direct and proximite cause of Deep Root's conduct," those exposed in the data breach may be vulnerable to identity theft and "a loss of privacy," and argue that the "actual damages" exceed $5 million.
The exposed information did not include highly sensitive information like Social Security numbers, and much of it was publicly available voter-registration data provided by state government officials, a company spokesman told Business Insider on Tuesday.
"Since this event has come to our attention, we have updated the access settings and put protocols in place to prevent further access," Deep Root said in a statement. "We take full responsibility for this situation."
Deep Root didn't immediately respond to a request for comment Wednesday.
But the exposed database combined people's personal information and political inclinations — including proprietary information gathered via predictive modeling tools — to create a detailed profile of nearly 200 million Americans that would be a "gold mine" for anyone looking to target and manipulate voters, said Archie Agarwal, the founder of the cybersecurity firm ThreatModeler.
"This is the mother lode of all leaks," Agarwal said Monday. "Governments are made or broken on this. I don't even have the words to describe it."
Joe Loomis, the founder and chief technology officer at the cybersecurity firm CyberSponse, predicted that a series of lawsuits against Deep Root over the accidental leak would prove damaging.
"Even if it was human error and not intentional, one IT person is probably going to put this company out of business," he said.

The Pentagon is moving forward with plans to replace the CAC card as a means for IT authentication.

The Defense Department plans to test a new approach to providing personnel with access to IT systems shortly after the Christmas holiday, as the Pentagon moves forward with DOD CIO Terry Halvorsen’s proposal to replace the Common Access Card within the next two years.
The CAC card is a “smart” card about the size of a credit card, and is the standard identification issued to active duty uniformed service personnel, Selected Reserve, DOD civilian employees and eligible contractors, the DOD notes. It is also the principal card used to grant physical access to buildings and controlled spaces, and it gives users access to DOD computer networks and systems.
The DOD has used CAC cards as an enterprisewide identity management tool since 2001, serving as a trailblazer for other agencies. So, as FCW notes, it was something of a shock when Halvorsen said in June that the DOD would start on a two-year plan to remove CAC cards from its information systems. At the time, he said CAC cards were “not agile enough to do what we want,” according to FCW, and that they had too much overhead in terms of cost, time and location, observing wryly that military personnel under fire should not have to fumble for their CAC card to access IT systems.
A NEW KIND OF AUTHENTICATION SYSTEM
In November, Halvorsen said he had asked the IT industry to submit proposals for advanced ID management technologies that deliver “10-factor” security without the use of smart cards or any other new hardware, and that he had already received four proposals that he will review, according to Federal News Radio.
“And I wouldn’t be seeing the proposals if the groups looking at this weren’t already pretty close to being able to deliver,” he said at AFCEA’s TechNet Asia–Pacific conference in Honolulu in November. “It’s absolutely doable today, with today’s technology.”
It’s unclear which technologies the Pentagon will use to replace CAC cards, but in June Halvorsen speculated that the eventual solution might involve a combination of biometric authentication, behavioral pattern recognition and a cross-reference to users’ personal information.
DOD needs to evolve its authentication solutions, Halvorsen said, in part because CAC cards are expensive and difficult to issue and in part because identity management technology has advanced significantly since 2001.
“The whole CAC infrastructure limits what we can do to get information to people, and frankly it makes me have to adapt security measures that sometimes aren’t all that secure,” he said, according to Federal News Radio. “So [a replacement] is one of the things I’ve asked for for Christmas.”
ENHANCED CYBERSECURITY PROTECTIONS
The new system could also make it possible for the Pentagon to achieve another security goal: putting different levels of cybersecurity protection on data depending on how sensitive it is. With multiple factors of authentication, more sensitive data could require different combinations of authentication methods to access it, such as a retinal scan on a computer terminal, Federal News Radio noted.
“There are some secrets that are more secret than others,” Halvorsen said. “Security has to be around the mission, and not everything has to be at the same level. I don’t know why we have trouble getting our heads around this, but we do. One of the ideas that many of our international partners use, and I like, is they have completely unclassified networks and also restricted unclassified networks. We need to be thinking about that.”
Indeed, at a Nov. 1 event hosted by FCW’s sister publication Defense Systems, Halvorsen said that there is a group of nations — including Australia, Canada, New Zealand, the United Kingdom and several other NATO partners — that have agreed to move toward a single identity standard.
“And we’ve got to have a multifactor, agreed-upon security measure to ensure that identity,” he said.
