The language tells me that a technology transfer exists for two companies who need each other's IP to create something successful. Whereas a licensing agreement would be allowing another company to use your successful creation for their benefit.

Hundreds of thousands of gallons of water carrying radioactive waste from rare earth element mining spilled into and around Ivanpah Dry Lake.[2]
In the 1980s, the Mountain Pass rare earth mine began piping wastewater as far as 14 miles to evaporation ponds on or near Ivanpah Dry Lake, east of Interstate 15 near Nevada. This pipeline repeatedly ruptured during cleaning operations to remove mineral deposits called scale. The scale is radioactive because of the presence of thorium and radium, which occur naturally in the rare earth ore. A federal investigation later found that some 60 spills—some unreported—occurred between 1984 and 1998, when the pipeline was shut down. In all, about 600,000 US gallons (2,300,000 l; 500,000 imp gal) of radiological and other hazardous waste flowed onto the desert floor, according to federal authorities. By the end of the 1990s, Unocal had been hit with a cleanup order and a San Bernardino County district attorney's lawsuit. The company paid more than $1.4 million in fines and settlements. After preparing a cleanup plan and completing an extensive environmental study, Unocal in 2004 won approval of a county permit that allowed the mine to operate for another 30 years. In 2008, Unocal/Chevron sold the mine to privately held Molycorp Minerals LLC, a company formed to revive the Mountain Pass Mine.

So either we are a multibillion dollar takeover or we dwindle down to nothing over time. That has been LWLGs strategy all along. Market cap $46 million. It's time for a re-evaluation. If they get to the point of making a deal, other companies will absolutely use the weak share price as leverage and MGMT will look like total Imbiciles if they appear to believe share price is irrelevant to their valuation.
Even if a deal was coming tomorrow the wording in the 10k would be the same. It's copy-pasted and the date changed from 2019 to 2020.
Lightwave, unfortunately, doesn't have visibility with sophisticated investors who would understand the patents. Main Street investors don't really understand the patents, with a few exceptions. That makes it's difficult for patents to help the share price. So where are we? Lebby is focused on the Lab. Jim protective of LPC. Who is going to reach investors able to appreciate the IP? To date, more work has been done by other shareholders than the company itself and Jim continues to think that LPC is great while guys like Walter, PG, KCCO, X (insert 50 other names) find new and communicate with existing investors which helps offset the impact LPC has on our stock.
I'm not sure why MZ Group was hired, their people do not seem to have the depth of knowledge to satisfy any investor.

The company won't give much color now because they need a solid update for the SHM. Considering how spending increased in the past year + the decrease in share price, I don't mind Lightwave saving the cost of a full dog and pony show at the Hilton or wherever.
Though all the side conversations during the SHM are very helpful for investor confidence and with Investor Relations lagging, as always, they will be missed.

Anyone who bought in the .50's-.60's has been given solid opportunities to sell at 60-100% gains. Not X's problem to tell people when to sell too. X, like most larger shareholders, doesn't want management to turn down a handshake from him at the SHM because of what he posts. But this year they can't shake anyone's hand so, just like everything else with LWLG;

Walter, myself and others would have not learned about Quantum/NioCorp if someone didn't mention (Pander) it on another board. Walter has brought far more people into this stock than have ever left to buy any other investment he mentioned.
If other investors like x y z stocks that is great, we're all here to make money (well, most of us).
