Europe, Russia Ensnared in 'Energy Cold War,' Experts Say
Just like old times.
Europe and Russia have become locked in an “energy cold war,” experts say, walking a razor’s edge between mutual economic dependence and “mutually assured economic destruction.”
“If someone makes a wrong move on this economy or energy war game, everyone can lose,” says Paul Sullivan, a professor of economics at National Defense University and an adjunct professor at Georgetown University. “Europe depends on the Russians. The Russians depend on Europe. The question is who’s going to blink?”
The situation grew ever more precarious Thursday when Russian President Vladimir Putin threatened to completely shut down the country’s gas pipelines to Ukraine — and, by extension, parts of Western Europe — if Ukraine didn’t pay off the $2.2 billion it owes the Russian-owned gas giant Gazprom.
Yet as much as a gas freeze would cripple the Ukrainian economy and hurt Western Europe, it would also affect Russia — and the consequences for both sides, if allowed to fester, could ultimately prove disastrous.

“It could get very out of hand here,” says Charles Ebinger, senior fellow and director of the Energy Security Initiative at the Brookings Institution.
Russia supplies about 30 percent of Europe’s natural gas, courtesy of a network of pipelines that thread the continent. Russia, meanwhile, is “heavily dependent on sales of oil and gas for revenue,” former senior White House energy adviser Jason Bordoff says.
In fact, oil and gas revenues accounted for more than half of the country’s federal budget revenues in 2012 and over 70 percent of its total exports, the U.S. Energy Information Administration said, citing the consulting firm PFC Energy.
“Russia, it’s a petro-state,” Sullivan says. “They’re undiversified, and Putin knows that. He’s a smart guy —he’s a thug, but he’s smart.”
That doesn’t mean, though, that Russia wouldn’t cut off gas supplies if pressed. Already, the state-controlled company Gazprom said last week that it would nearly double the price of gas to Ukraine, and Russia entirely shut down gas exports to Ukraine in January 2006 over a pricing dispute.
“We’ve seen Russia use its monopoly position with natural gas in Europe as a weapon in the past,” Bordoff says. “It’s a credible threat.”

It's one big reason why U.S. lawmakers have themselves sought to harness oil and gas as a weapon — or at least a tool — in American foreign policy. Amid a huge domestic production boom, a growing number of congressmen have called for the U.S. to lift tight restrictions on crude oil exports, which are currently prohibited to most other countries except Canada, and to also speed up approval of liquefied natural gas (LNG) exports.
"It's important for Europe to increase its energy security, diversity of supply, competition in the market, and U.S. exports of natural gas can play an important role in achieving that," Bordoff says.
Exporting LNG, though, requires the approval and construction of expensive terminals, and the first isn't expected to come online for at least another year or two. Any agreement on expanding crude oil exports, meanwhile, isn't expected to happen until after this year's elections. And even if gas and crude oil exports are approved, they may just bypass Europe for Asia, where prices are higher.
Also complicating matters are international negotiations over Iran’s nuclear program and Syria’s civil war, both of which involve the U.S., Europe and Russia, plus the ongoing economic recession.

“Youth unemployment in Spain and Greece is around [50 to 60] percent — if gas is shut off, what are those kids going to think?” Sullivan says. “European leaders have to think about a thousand different variables before they can make any move with or against the Russians.”
What’s more, Western intelligence agencies have had trouble anticipating Putin’s next move. The wily Russian president has restricted the executive decision making process to himself and a very tight circle of close advisers, eliminating opportunities for foreigners to peek behind the curtain.
U.S. strategists, as a result, now must change their tactics in favor of a stronger response.
“I’m not talking about warfare as boxing, now, not landing punches,” said Brig. Gen. Michael S. Groen, director of intelligence for the U.S. Marine Corps. “I’m talking about warfare as judo, where it’s all about position and leveraging your opponent.”
It’s an apt analogy for Putin, himself a former KGB officer and much-publicized judo expert. Under his leadership, the Russian government has mastered the use of economic and political intimidation to achieve its goals.

Nextel Brasil has launched a customer relationship initiative in partnership with some of the most popular bars and restaurants in Sao Paulo, enabling both customers and non-customers to save money on valet parking. The Valet Free Nextel service will pay 100 percent of the cost of valet parking at eight locations in Sao Paulo. For customers of the operator, Valet Free Nextel can be used up to ten times per month. Customers just need to send an SMS to the number 27800, with the code of the restaurant, after which he/she will receive a new SMS with the code to be presented to the restaurant parking service. MEXICO CITY--Mexican President Enrique Peña Nieto submitted to Congress on Monday a telecommunications bill intended to boost competition in the quasimonopolistic markets dominated by tycoon Carlos Slim's América Móvil and broadcast company Grupo Televisa, just weeks after the country's telecom regulator imposed tough restrictions on both companies.
The proposed legislation is the final step toward overhauling rules governing the country's telecommunications and television markets, following constitutional changes passed last year in Congress.
Investors are awaiting the passage of so-called secondary laws to start taking decisions on new investments and corporate strategy, such as possible mergers and acquisitions.
Mr. Peña Nieto's proposals come at a decisive moment for Mexico's telecommunications market. In early March, the new telecom regulator declared América Móvil and Televisa dominant in their markets. As a result, the regulator ordered them to share infrastructure with competitors, banned them from obtaining exclusive rights to certain content such as sporting events, and imposed asymmetric interconnection tariffs on América Móvil.
The chances appear good for the bill to pass. The ruling Institutional Revolutionary Party, or PRI, along with two smaller allies, has almost enough votes in both houses of Congress to pass the bill, while the two main opposition parties have indicated they are willing to pass it during the current congressional period that runs through April.
Senators from the opposition, however, said that several changes to the bill will likely be made during negotiations.
The telecom bill gives unprecedented powers to the new regulator created last year--an autonomous body in charge of awarding concessions and determining dominant players.
The regulator will also function as a referee, settling disputes between incumbents and newcomers when they can't reach an agreement on rates to be paid for sharing infrastructure. It will also authorize the phone tariffs that dominant players, such as América Móvil, charge to the public.
The proposed law also raises fines for monopolistic practices. A firm could be fined as much as 4% of its previous year's revenue for trying to block the entrance of other competitors, compared with the current maximum fine of around $500,000.
Critically, the application of regulatory decisions can't be suspended while they are challenged in court. That is a huge advantage for regulators that in the past suffered endless litigation with companies that dragged measures through the courts as a way of avoiding regulation.
The changes could potentially attract new investors, including foreigners, to the mobile and TV markets, improving deficient services and lowering tariffs, many analysts say. Some say that the new rules will lead to mergers and acquisitions in the coming months that could transform the country's telecom market.
"The conditions are given to see the creation of two big players to compete face-to-face with Carlos Slim in the phone sector," said Ernesto Piedras, a telecom analyst with the consultancy firm the Competitive Intelligence Unit.
Mr. Piedras said that Spain's Telefónica can't afford to waste the opportunity to consolidate its position as the second-biggest mobile operator in Mexico, and that it will likely seek to merge with Iusacell, the third-largest mobile operator partially owned by Televisa, and other minor players such as Axtel or NII Holdings Inc. unit Nextel Mexico.
Telefónica officials have publicly left open the door to possible mergers or acquisitions in Mexico. Axtel and Nextel weren't immediately available for comment.
Some observers expressed skepticism about the bill, as it gives powers to the Interior Ministry to regulate TV advertising and content and to manage the related sanctions.
"This is a regressive step clearly intended to benefit Televisa," said Javier Corral, a senator with the conservative opposition National Action Party, or PAN. "They have taken from the telecom regulator an important tool."
America Movil's Slim controls around 80% of Mexico's fixed-line business and about 70% of mobile subscribers, while Televisa has around 70% of the TV market. Mexicans pay among the highest phone and broadband rates among member countries of the Organization for Economic Cooperation and Development.
In the television market, competition is expected to come with Mexico's first-ever tenders for two new digital broadcast networks.
A likely candidate to bid for one of the networks is Mr. Slim, who has shown great interest in the TV business in recent years and has the experience and the financial muscle to compete with Televisa. He could be allowed to bid if his companies comply with measures imposed on the phone market.
"If we get two more players [in television], we could see real competition in three or five years," said Jorge Negrete, head of consultancy Mediatelecom Policy & Law. "The new networks could be a game-changer for the advertising market, giving small and medium firms access to the advertising pie that is now monopolized by big corporations."
Although Mr. Slim's fixed-line company Telmex will be able to request authorization to offer television service, from which it is currently barred, there is no time for the company to obtain it before the network tender begins in June.
The bill proposed by Mr. Peña Nieto says the regulator will review compliance with the regulatory measures imposed on dominant companies such as Telmex in two years time, making it impossible for the company to get a single license for all telecommunications services in the short term.
If Mr. Slim decides to bid for a network concession, it is more likely he will apply through a different company in a joint venture with foreign partners, analysts and observers say.
A spokesman for Mr. Slim declined to comment on Mr. Slim's intentions to bid for a TV network until Mr. Peña Nieto's proposals are reviewed.
The telecom bill presented by Mr. Peña Nieto allows foreign investment of up to 49% in a broadcast TV station, which was previously forbidden.
NII Holdings Inc. (NIHD) was a big mover last session with shares surging over 19% on the day. The move came on solid volume too with far more shares changing hands than in a normal session. The stock picked up sharply from the near-flat trend of $0.89 to $1.17 since Feb 28.
This provider of digital wireless communications services has seen one negative estimate revision in the last 7 days. However, the Zacks Consensus Estimate has moved lower over the same period. This implies trouble down the road. So make sure to keep an eye on this stock going forward to see if Friday’s rally can last.

Massive trading suspension' highlights threat of penny stock frauds

NEW YORK — The nation's top securities regulator halted the buying and selling of 255 stocks in what the agency called a "massive trading suspension" to curtail a persistent investor fraud.
The U.S. Securities and Exchange Commission said Monday the suspensions — part of its "Operation Shell-Expel" — affects stocks of dormant companies based in 26 states and two foreign countries.
The action is part of a broader crackdown on fraud involving shares of small, or "micro-cap," companies. The SEC's worry is that the low-priced or "penny" stocks are ripe for abuse by fraudsters in so-called pump-and-dump schemes — akin to the massive fraud highlighted in Martin Scorsese's latest film "The Wolf of Wall Street."
In such scams, fraudsters artifically inflate the prices of shares of apparently inactive companies, then profit big by selling the stocks after they increase in value. The stocks in question are not traded on established exchanges but are bought and sold over the counter.
“A frequent element in pump-and-dump schemes has been the use of dormant shells,” Andrew Ceresney, the SEC's enforcement director, said in a statement. “Because these shells all too often are used by those looking to manipulate stock prices, we will continue to protect unwary investors by suspending trading in shells.”
The SEC's action highlights the continuing threat penny stock frauds pose to investors, long since the day of Jordan Belfort, whose 1990s scheme was brought to life in "The Wolf of Wall Street."

Belfort's company was called Stratton Oakmont. It was a Long Island, N.Y.-based brokerage that hyped penny stocks to unsuspecting investors largely using telephone calls.
The penny stock fraudsters of today, however, no longer need scores of brokers all in one room. They can span the globe and use the Internet to lure investors via email or post phony company financial statements online.
"The higher degree of technology has made it far easier for them to pull off these frauds," Doug Leff, assistant special agent in charge of white-collar criminal investigations at the FBI's office in New York, said in a recent interview. "It’s fair to say from the time of Belfort’s fraud that these things have evolved both in sophistication and in quantity.”
While the SEC's trading suspensions were technically temporary, the companies must meet a high bar to regain their listings. Companies must prove they are still operational, and the SEC said such resumptions in trading were "extremely rare."
Five of the companies subject to the SEC's action Monday were incorporated in California: Isonics Corp., Sunnylife Global Inc., 4-D Neuroimaging, First Mortgage Corp. and Tank Sports Inc.
“Policing this sector of the markets can be a challenge,” said Margaret Cain, a specialist in micro-cap stocks in the SEC's Office of Market Intelligence. "There is often little or no reliable information about a micro-cap issuer, and the sheer number of these companies stretches law enforcement resources thin and makes this sector particularly dangerous for investors."

Then shortly after news came out that the previous CEO and the company was dinged by the FBI and SEC in a penny stock sting. We are all still waiting for news to come out to see how this all plays out and how it relates to the present situation. For now expect nothing and trade the volume and you won't be disappointed. If there is further news that can be validated this is a real MJ play it goes ballistic, if not then just play the movement and figure it is still a scam only time will tell. Based on previous experience don't expect much until proven otherwise.

Personally I will not sell a single share until the final judgement. In the complaint filed by the SEC it clearly states that they are looking for CIVIL PENALTIES as well as other penalties. Once it is determined what they are how much and what that means for shareholders I will see where I am at with this. Until the I will not be coerced into a decision one way or the other.

What good will it do without a CEO without a real company without anything. all we would have is shares in a nonexistent company with no revenue , no management , and no potential. 50 billion , 20 Billion or 65 Million shares still worth nothing.

Since you seem to insist on specifics the ask was .0002 before the closing bell and changed back to .0001 after the closing bell at some period between then and now maybe not but could be. I believe the nature of the ask being at .0002 was all the post was relevant to and all that matters but please lets dwell on this and see just how far we can twist the post to satisfy a lust for absolute nothingness.
