ABERDEEN, Md. (WJZ)—Soon, Maryland will be the home to a couple of new landmarks. Actually, sky-marks.
As Mike Schuh reports, two large blimps will soon rise over Harford County and stay put.
Radar blimps like these have been used on the battlefield to track the enemy, and in the Caribbean to intercept drug runners.
Testing in Utah is complete. Now they’re being packed up and sent to Maryland.
“There is some equipment already on grounds, yes,” said Kelly Luster, a spokesman for Aberdeen Proving Ground.
What will they be looking for? Anti-ship cruise missiles, unmanned aircraft and swarming boats.
These blimps are a lot like a toy balloon. They are unmanned and are held in place by a very long tether.
Hovering over Aberdeen, some days you’ll be able to see them from Baltimore.
“On a clear day, you can see them for up to 50 miles,” Luster said.
With a range from Richmond to Staten Island, privacy experts have concerns.
“That kind of tracking technology raises privacy concerns, and if the military wants to test hardware they should not be testing out on the American public,” said David Rocah, ACLU staff attorney.
Aberdeen’s spokesman says that’s not happening.
“There are no cameras aboard the payloads of either of these aerostats. We are not going to be hovering around our neighbors around Aberdeen Proving Grounds, seeing what they are doing in their backyards; no cameras, no spying,” Luster said.
The long cables tying the blimps to the ground shouldn’t be a concern to private and commercial airplanes, as all of the airspace above Aberdeen is restricted, so special permission is needed to enter.
More than 140 people are moving to Maryland to operate the blimps. The first flight is this fall. They will be aloft for three years.

I agree. But we don't know. Seems to me, the company needs to provide transparency. We cannot assume everyone involved are people of integrity. One of the functions of the CEO and officers of a company is to provide shareholders information in a timely manner. Many people here were expecting a contract based on previous communications by management.

Elbit Systems wins homeland security contract

(Reuters) - Israeli defense electronics company Elbit Systems said the U.S. Department of Homeland Security Customs and Border Protection (CBP) awarded its subsidiary a contract to deploy border surveillance technology in southern Arizona.
Known as the Integrated Fixed Tower contract, it includes a base period quantity and options that CBP may exercise over several years. Currently, CBP awarded the base period quantity for a portion of the $145 million total contract amount, to be implemented over one year, Elbit said on Sunday.
"Arizonans have been waiting more than a decade for the Department of Homeland Security to place the needed technology along our border to support the Border Patrol and fully secure our southern border," U.S. Senator John McCain of Arizona said in a separate statement.
"If this technology is developed, integrated and fielded correctly, these Integrated Fixed Towers in southern Arizona, coupled with the tremendous work of the Border Patrol, will give our agents the ability to detect, evaluate, and respond to all illegal entries crossing our border."

Surveillance blimps have been used for decades. The latest addition to the surveillance balloon family, however, has a twist. A firm specializing in UAVs has released a Blimp in a Box: a self-contained blimp-shaped balloon mounted to the rear of a flatbed truck which can be deployed in 30 minutes. While tethered aerostats are commonplace, especially for crowd control situations, the Blimp in a Box makes them incredibly mobile.
Dan Erdberg of World Surveillance Group, which produces the Blimp in a Box, told Fast Company that the product is intended for military and law enforcement use. At a recent Defense Department demonstration, the aerostat system was used to hunt for hidden IEDs, along with standard intelligence and reconnaissance duties. Once in the air, the system has a day/night electro-optical infrared camera; an automated launch and recovery system then launches the Blimp and folds it back into storage up to 48 hours later. Data is sent back to the ground either by tether or through a wireless system. Once in the air, the ground vehicle can drive to different locations with the aerostat staying above at altitude.
Once inflated and in the air, the Blimp in a Box measures between 20 and 30 feet long and is set to fly at an altitude of 700 feet. Aerostats--tethered balloons which resemble blimps--are frequently used by the Coast Guard and along international borders. For military and law enforcement, the big appeal behind aerostats is easy long-term usage and cost effectiveness. The logistics of keeping an aerostat in the air for 48 hours are far easier than those of keeping a conventional aircraft or drone up in the air. Additionally, the cost savings benefit cash-strapped agencies.
World Surveillance Group isn't the only one producing these types of hybrid systems, either. Outside of the United States, aerostats are frequently used in the Afghanistan conflict. However, most Afghan aerostats operated by the United States or Canada are tethered to dedicated towers and are not mobile. Other firms also produce military- and law enforcement-centered vehicles of their own; the U.S. military uses Lockheed Martin aerostats to monitor drug traffickers along the U.S.-Mexican border in Arizona, New Mexico, and Texas.

With the push of a button, the system is activated, the prepackaged envelope, which carries a day/night electro-optical/infrared camera, automatically inflates to the applicable pressure for the mission and is secured to the vehicle by a data capable tether. The BiB system is released from the vehicle by an automated launch and recovery system to an operational altitude appropriate for the application. Once deployed to the operational altitude, the BiB system can provide critical detection capabilities for several miles and the vehicle can proceed on its mission through any terrain with the BiB system fully functional. Following completion of a mission, the BiB system is designed to quickly and automatically be retrieved and can either be mounted inflated allowing the vehicle to move on to its next destination where the BiB system can be re-deployed, or the BiB system can be deflated and re-packed into the self contained crate.
