When officials at the company that owns Kenner’s Treasure Chest casino took to the podium at the Chateau Country Club earlier this month to detail, for the first time, plans for a new casino on the grounds to replace their old riverboat, city officials were excited.
“It’s exciting for Keener City,” Keener Mayor Ben Zan said.
Treasure Chest, which opened in 1994 on a pier beside Lake Pontchartrain launching a boat at the north end of Williams Boulevard, has long been one of Kenner’s main sources of income. The announcement of the casino’s move to land and expansion came months after plans were revealed for another ambitious entertainment center in Lake Town, with restaurants, apartments and possibly a sportsbook.
If all plans come to fruition, city officials hope to turn what is now a quiet lakeside park next to a 27-year-old river casino into an entertainment destination rather than a place people pass through on their way to the airport.
“It’s an attraction that won’t just be for Keener, but for people outside of Keener,” Zahn said this week.

Laketown has long been a sparkler in the eyes of city leaders, who hoped to turn the city’s public Lake Pontchartrain frontage into something that would attract visitors and generate money for the sales-tax-reliant suburb. The first big move occurred when Treasure Chest opened, amid sometimes fierce resistance from the community, as one of the metro area’s first casinos. When it opened, it joined the nearby Pontchartrain Centre, built just a few years earlier, as a new kind of attraction in Kenner. But further development proved elusive.
But in 2018, the state passed a law giving river casino operators a path to relocate to the land, paving the way for the treasure chest move. Last year, the Keener City Council approved a new lease agreement that allowed the casino to move from its current location to the now casino parking lot.
Officials with Boyd Gaming, the company that owns the casino, said the new $95 million casino will be bigger and more attractive. There are plans for a steakhouse, sports bar, sportsbook plus double the gambling space. Officials expect the new casino to open in late 2023.
However, for the first time, Treasure Chest may not be alone in trying to lure gamblers, diners and more to the end of Williams Street.
Atlantis Gaming, also based in Las Vegas, announced plans during a celebrity-studded press conference last June to create an “all-inclusive destination resort” in Lake Town. Atlantis CEO Donald Bailey said this week that the project, billed as a $450 million development, on 40 acres, could be open to some of his trust by the time the dice start flying in the new treasure chest.

The Atlantis project includes shops, condominiums, dining options, and possibly gambling. Bailey said the company plans to apply for sports and daily fantasy licenses from the state.
Atlantis said much of its development will be on massive barges anchored in the waters of Lake Town. In order to obtain permission to place the barges there, the company must first negotiate a long-term lease with the state. Those negotiations have been slowed by the pandemic, but Bailey said a decision appears imminent.
“I think next month for sure,” he said.

Bailey said the company did some engineering and survey work on the site. Utility work could begin later this year.
Atlantis officials have met their Boyd counterparts, and the two companies hope to complement each other.
“We are committed to the Keener community and support any effort that brings new investment and visits to the region,” Boyd spokesman David Straw said in a statement. “We believe the Lake Town area has a bright future as a tourist destination, and we look forward to seeing others join us in making this vision a reality.”
City officials certainly think they can work together. And if the companies’ plans come to fruition, it would mark Laketown’s biggest transformation since the opening of Treasure Chest.
“They’re like the perfect neighbours,” said Candice Watkins, director of economic development for the city of Keener. With Treasure Chest completely rebuilt and a gleaming new Atlantis Center, Laketown could attract people from all over the area, but also those who might just stop in Kenner on the way to Louis Armstrong International Airport.
“I think it will develop some new markets,” she said. “This is exciting stuff.”
Keener City Council member Kristi McKinney said the new developments could “create a sense of place” for the Lake Town area.
“It would be something that would be a landmark project that would change the trajectory of Keener as a suburban community,” she said.

This is what I was getting at in my last post.
We know to what "hurdles" have been cleared on the way to the "ground breaking"
"The idea is to develop a total destination resort," Atlantis Gaming CEO Donald Bailey said that day. "I am amazed that the site has not been developed before."
But the journey from vision to reality will likely be a rigorous one. Similar ideas have been floated in the past, only to flounder.
Not only is the project estimated to cost nearly half a billion dollars, but experts say recreation developments require extensive research on the market and target consumers before the first shovel of dirt moves. On top of that, a raft of regulatory and permitting hurdles must be cleared.
I want this to happen as much as everyone else, but, there are a number of significant hurdles which must be jumped before any groundbreaking.
If progress is actually being made, DB needs to make us aware..

CANTON, Ohio - The Pro Football Hall of Fame is branching into fantasy football with a game that promises advice from a Gold Jacket - a living Hall of Famer.
Hours before the Atlanta Falcons and Denver Broncos were scheduled to meet in the annual Hall of Fame Game in Canton, it was announced that the hall is teaming with the gaming software company BetConstruct and Atlantis Gaming Corp. on the venture.
A rep for the hall described the relationship as BetConstruct handling the game's infrastructure while Atlantis will navigate government and gaming channels. In turn, the companies receive the brand backing of the Hall.
"We consider it to be the ultimate in fantasy football," said Atlantis President and CEO Donald Bailey. "Who would have better advice for individuals who are going to bet on a daily fantasy-sports program besides a Hall of Famer?"
Therein lies what could separate the Hall of Fame Daily Fantasy game from others, but remains an undecided component: A Gold Jacket - the name given to those enshrined in the hall - will be available to advise fantasy players. What form that comes in - which ones and availability, for instance - is to be determined, as is the platform. It could be a live chat, possibly.
"We still have to work out the logistics of that," BetConstruct's Jonathan Aiwazian said.
Current NFL players are not allowed to offer such advice, but former players are not beholden to the same restrictions.
The game is scheduled to start this fall, though it might not be ready for the start of the NFL season, a rep for the hall said. Green Bay plays at Chicago to open the NFL season on Thursday, Sept. 5.
Here's how the fantasy game will work: Players draft a team composed of a defensive special team, which earns points for blocked kicks, interceptions and points allowed. Offensively, participants will draft a tight end, three wide receivers, two running backs, a quarterback and a "flex" player who can be a tight end, wide receiver or running back.
The game utilizes an interactive data base that aims to keep participants updated with necessary variables, stats and player comparisons.
Fees can be free, $1 or $10, but they can rise based on demand, according to Atlantis and the hall, Aiwazian said. Prize-pool money will be based on entry fees and demand, and a leaderboard will show which participants are in the money.
Fantasy football, of course, has been a strong fabric of the professional sports landscape, and has evolved as football has changed.
"It was a long time ago when I was a player, and fantasy football was something you didn't really talk about … because it was kind of outlawed by the National Football League during the time," former quarterback Warren Moon said. He and fellow Hall of Famer James Lofton attended Thursday's news conference to announce the game.
"But once they grasped what fantasy football could do for growing the game it became a very, very popular game for everyone," he said. "It brought in casual fans, it brought in a lot more women fans to the game, and because of fantasy football the game has continued to grow and become the most popular sport in this country.
"The quarterback position was a lot more important back then when I played than it is right now because of the passing game. All the quarterbacks today pretty much throw for the same amount of yards so there's not a big discrepancy in points there. Back when I played because there wasn't as much passing. If you had a quarterback who threw for that many more yards than the other quarterback, you're a little bit more valuable so it just shows how the game has changed as far as a way the positions are drafted."
Gaming and sports betting also have changed, said Moon, who once hosted a fantasy football show. He noted that years ago fantasy football often amounted to tossing a few bucks in a pot to compete with your buddies.
Now, with sites like DraftKings, FanDuel and this venture, fantasy football allows for more engaged participants with real-time responses.
Moon emphasized the Gold Jacket involvement for participants in the game "where you can make a lot of money betting on your team."
Aiwazian, though, made clear the distinction between gambling and fantasy.
"Daily fantasy is not considered gambling, in the eyes of the government," Aiwazian said. "Typically we don’t use the word 'bet' or 'gambling' with fantasy sports. It's actually considered a skill game."
BetConstruct is headquartered in Armenia with 16 offices worldwide, Aiwazian said. It operates in 50 countries, but this venture is BetConstruct's first in the United States.
David Baker, CEO and president of the Pro Football Hall of Fame, and Bailey both emphasized that the help for players from Gold Jackets would make the game special.
“Who else could you ask for better advice on statistics of a player than a Hall of Fame legend?” Bailey said. “We’re proud to be part of this … All you have to do is ask a pro, ask a Gold Jacket, and they’ll definitely give you the skinny on who’s going to be the best players in football this year.”

Kenner Mayor Zahn reports on annual “State of the City”
Kenner Mayor Ben Zahn spoke to the Kenner
Business Association on November 16, 2021, at the
group’s annual “State of the City” luncheon.
During a year that included another surge
in COVID-19 and the strongest hurricane ever to
hit Kenner and southeastern Louisiana, the mayor
emphasized major economic development achievements for the city. Following are highlights from
the mayor’s speech.
More than 2,200 businesses renewed occupational licenses and 149 new businesses chose Kenner during the past year.
Atlantis Gaming Corporation unveiled a $450
million development proposal on the lakefront that
could be a game-changer for tourism and economic
development in Kenner and throughout the region.
The Treasure Chest will soon be announcing plans
to enlarge their footprint and become a land-based
casino, which will provide a huge boost for the Kenner Police Department as well as City Council districts, capital projects and debt reduction.
Also, during the year, a nationally renowned
consultant from Atlanta conducted detailed demographic studies and research into both Rivertown
and The Esplanade mall and proposed redevelopment and revitalization for those very important
areas of the city.
Additional significant achievements during
the first few months of the year included the overwhelming approval of three essential millages for
fire, garbage and sewer service. The “State of the
City” address also focused on the important contributions of Ochsner Medical Center-Kenner, the largest employer in the city and the Kenner Fire
and Police departments, as well as updates on
important projects such as the Duncan Canal construction, dredging of the Williams Boulevard Boat
Launch and the innovative services offered by the
city’s Recreation Department.
The second half of the “State of the City” address included a powerful video that highlighted
the destructive force of Category 4 Hurricane Ida,
which downed trees and power lines, ripped off
roofs and blew away fences. The three buildings
at the City Hall complex were destroyed and the
storm’s fury heavily damaged virtually all gyms in
the city. Power was out throughout Kenner, water
service was cut off due to trees that damaged water lines and Internet and cell phone service was
either out or unreliable.
Despite a nearly knockout blow from Ida, the
video showed how essential services were never
interrupted. Mayor Zahn reported that he, his administration and the entire Kenner team overcame
a litany of challenges to clear roads after the storm
and provide residents with emergency supplies
and essential services so vital in the aftermath of
a disaster.
In closing, the mayor pointed out that none of
the achievements of the past year would have been
possible without the teamwork between the City
Administration, City Council, Fire Department, Police Department and partners in the parish and the
state Legislature. And the mayor reserved special
praise for the perseverance and hard work of Kenner residents and the business community, who
focused on recovery as soon as the winds from Ida
had subsided.
After the highlights, Mayor Zahn concluded
with “That is why we are ‘Kenner Proud.’”

It's gonna take more......
Seems to me that if Amelco and Atlantis Gaming still had a deal in respect to the Indian Casinos, any PR about an Indian Casino dealing with Amelco would at least mention Atlantis Gaming, and possibly the Tribal Gaming Network but, nothing like that to date.
I'll place my bets on Laketown, after Atlantis gets the appropriate gaming licenses, partners are in place and they break ground. I hope by that time AGC is fully compliant and is ready to uplist.
We'll see......
