All-Seeing Eye: Google working with Pentagon on using AI for drone improvement
Ubiquitous IT giant Google has silently inked a partnership with the Department of Defense to militarize artificial intelligence and machine learning technologies, reinvigorating fears of a Terminator-style apocalyptic scenario.
Google has been secretly working with the Pentagon in order to help its 1,100-strong fleet of drones to detect images, faces, and behavioral patterns, and plans to scour through massive amounts of video footage in order to improve bombing accuracy for autonomous drones. The endgame is to improve combat performance by automating the decision-making process in locating and targeting combatants, The Intercept reported on Tuesday.
Project Maven was launched in April 2017 to establish an “Algorithmic Warfare Cross-Functional Team,” which advocates using sophisticated algorithm-based technologies to combat rising “competitors and adversaries”.

According to a Pentagon memo, dated April 26, 2017, its objective is to accelerate the process of using big data and machine learning together during combat situations and speed up the process of analyzing collected data. Former Secretary of Defense Robert Work signed off on the initiative.
Project Maven also aims to “augment or automate Processing, Exploitation and Dissemination (PED) for unmanned aerial vehicles (UAVs)” in order to “reduce the human factors burden of [full motion video] analysis, increase actionable intelligence, and enhance military decision-making,” he wrote.
The Pentagon has become increasingly worried that it will become displaced as the world’s top AI developer. At a February 13 hearing, Senators Jack Reed (D-Rhode Island), Mark Warner (D-Virginia) and others lamented Chinese efforts to develop artificial intelligence (AI) and quantum computing, leaving the US behind.
Another DOD report, “Unmanned Systems Integrated Roadmap”, notes that there are three primary impetuses driving the push towards AI, which are “department budgetary challenges, evolving security requirements, and a changing military environment.” The report reflects another US Government Accountability Office (GAO) report which addressed problems with human-piloted drones, including fatigue, human error, and demoralization.

“People and computers will work symbiotically to increase the ability of weapon systems to detect objects,” Marine Corps Colonel Drew Cukor said during a 2017 Defense One Tech summit. “Eventually we hope that one analyst will be able to do twice as much work, potentially three times as much, as they're doing now. That's our goal.”
Cukor also mentioned the program would help to identify 38 classes of objects essential to detect in warfare, especially when “fighting” Islamic State militants. He also addressed plans to carry out Project Maven by the end of last year.
“We are in an AI arms race […] It's happening in industry [and] the big five Internet companies are pursuing this heavily. Many of you will have noted that Eric Schmidt [...] is calling Google an AI company now, not a data company,” he said.
Google is no stranger to the Department of Defense. Eric Schmidt, former CEO of its parent company Alphabet, chaired the DOD Defense Innovation Board under the Obama administration.
Some Google employees were outraged that the company would share its technology with the military, according to Gizmodo, while others said the project raised ethical questions about machine learning.
A company spokeswoman told Bloomberg that Google was sharing TensorFlow API with the military for “non-offensive uses only.”
“Military use of machine learning naturally raises valid concerns. We’re actively discussing this important topic internally and with others,” the unnamed spokeswoman said.

Mysterious enriched uranium particle detected in skies over Alaska

Scientists have found a “highly unusual” particle enriched with uranium in the skies over Alaska’s Aleutian Islands. The source of the substance, which is typically used in nuclear fuel and bombs, is still unclear.
The mysterious substance “containing a very small amount of enriched uranium” was found at an altitude of 7km (4.3 miles) above Alaska's Aleutian Islands, according to a report issued by the Journal of Environmental Radioactivity.
It is the first time the group of US scientists has detected enriched uranium-235 in their 20-year study. They were making no special attempt to sample radioactive material, when they came across it during a routine flight to check atmospheric conditions in August 2016.

“During 20 years of aircraft sampling of millions of particles in the global atmosphere, we have rarely encountered a particle with a similarly high content of 238U [uranium-238] and never a particle with enriched 235U [uranium-235],” an abstract from the article says, with the full study to be published in April.
However, the radioactive element is not believed to have any significant impact on the atmosphere, especially given that it was alone and has a tiny size - 580 nanometers (around half the size of a red blood cell), according to Live Science, citing the article.
The scientists are now struggling to find the prime source of the unusual finding and how it got there. The study only vaguely suggests that “the particle could have originated from a variety of areas across Asia” without elaborating. However, it is clear that the particle is "definitely not from a natural source," according to one of the authors, Dan Murphy, cited by Gizmondo.
The researchers hope that the paper will facilitate their work as their colleagues might provide them with help on understanding where the bizarre particle came from.
“We’re hoping that someone in a field that’s not intimately associated with atmospheric chemistry can say ‘a-ha!’ and give us a call,” Thomas Ryerson, one of the researchers from the National Oceanic and Atmospheric Administration (NOAA), told Gizmodo.

A teacher at an Upper Manhattan high school and his twin brother have been arrested on suspicion of running a bomb factory in their Bronx apartment. Police recovered some 30 pounds of precursors and a bomb-making manual.
Christian Toro, a teacher at a charter school in Manhattan, allegedly enlisted his students’ help to manufacture explosives. Christian, along with his twin brother Tyler Toro, also devised a way to get rid of the incriminating evidence, the former’s confiscated diary indicates.

At a press conference on Thursday, NYPD Commissioner James O’Neill revealed that the arrests were a result of a two-month long investigation into a bomb scare at the school on December 4. Police initially traced the threat to a 15-year-old student, who was then arrested. At that point, neither of the Toro brothers were implicated in the investigation. It was only when Christian abruptly resigned on January, 10, that he got on the law enforcement's radar. A school laptop his brother returned two days later became the key to uncovering a larger plot involving both twins. A technical staffer accidentally discovered what appeared to be a bomb-making manual on the laptop and alerted the police.
“Staff of the school was crucial. Good people step forward with information crucial for law enforcement,” John Miller, Deputy Commissioner of Intelligence and Counter-terrorism of the NYPD told a briefing.
At this point, the FBI and NYPD Joint Terrorism Task Force joined the investigation, which led to the FBI questioning Christain about the bomb-making materials and eventually seeking a warrant to search the brothers’ Bronx apartment. Christian denied that he plotted to manufacture any explosive devices, insisting that he had not downloaded the manual and only briefly looked at it for the purpose of research. However, at least two students at the school told the agents they were paid $50 to harvest explosive black powder from fireworks and put it into separate containers for unclear purposes, O’Neil said.

After the FBI descended on the flat, they recovered a huge supply of materials that could be used to make explosives, including about 30 pounds of chemical precursors or bomb-making ingredients, as well as a bag with metal spheres, according to the police complaint.
The agents also discovered a diary that apparently belongs to Tyler, in which he documented the pair’s preparations for an attack, mentioning “operation Flash,” which was supposedly aimed at disposing of the physical evidence.
“If you’re registered as a sex offender, things will be difficult. But I am here 100% living, buying weapons. Whatever we need,” one of the bizarre records reads, apparently referring to rape charges of a minor that were brought against Christian when he was arrested on January, 31.
O’Neil also quoted a line from the backpack index recovered during the search that read “under the full moon the small ones will know terror,” adding that, at this stage of the investigation, the law enforcement didn't know "the full breadth of what these materials mean.”
Christian was also charged with unlawful manufacture of a destructive device and distribution of explosives to a minor. It is unclear if the 15-year-old suspect in a bomb scare case is the same person he provided the bomb to. Tyler was also charged with one count of manufacturing an explosive device. Police said that neither of the twins were known to the authorities before the investigation, and neither had a criminal record.
Both are now in custody and have pleaded not guilty to all the charges. Tyler is being held without bail, while a bail hearing for Christian is scheduled for February, 21. A first court hearing has been set for March, 19.

It’s second nature for most drivers, but for the people of Oregon the prospect of lifting the handle, taking off the fuel cap and pumping their own gas is a hugely distressing thought.
A law introduced on New Year’s Day which allows residents of the Beaver State to pump their own gas has been met with panic and outrage among Oregonians. Up until now, the state was just one of two in the US that forbade them to do so.

Scooped-up electronic communications between pimps and tech-sector employees at reputable Seattle-based companies such as Microsoft and Amazon is another hit for the tech industry, already reeling from sexism charges.
A cache of tech-sector emails sent to brothels and pimps, obtained by Newsweek via a public records request to the King County Prosecutor’s Office, reveal that “67 emails were sent from Microsoft employee email accounts, 63 from Amazon accounts and dozens more from companies like Boeing, T-Mobile, Oracle and local Seattle tech firms.”
Authorities have been collecting email messages from sex-traffickers’ computers over the last few years. In 2015, a sting operation against prostitution rings ensnared high-level Amazon and Microsoft directors.

Seattle’s booming tech industry is seen as a natural setting for a symbiotic relationship with prostitution. Tech employees regularly toil long hours, and may be enticed by the ads for sex services that are widely displayed in this city of over 700,000 in the state of Washington.
Newsweek reported these dens of prostitution advertise their proximity to Microsoft headquarters on the backpage.com site: “New Open Mind Asian Hot Sweet Pretty Face Nice Body Top Service (Bellevue-Redmond near Microsoft).” Or, “Certifiably Sexy Student Nuru Massage 69 Tongue Bath (Bellevue-Redmond Microsoft Access).”
And the services do not come cheap – some of the men spent $30,000 to $50,000 a year, according to authorities.
The tech sector is a “culture that has readily embraced trafficking,” Alex Trouteaud, director of Policy and Research at Demand Abolition, an anti-trafficking watchdog, told the magazine.
Amazon provided Newsweek a statement by email, which read in part: “Amazon’s Owner’s Manual clearly states that, ‘It is against Amazon’s policy for any employee or Contingent Worker to engage in any sex buying activities of any kind in Amazon’s workplace or in any work-related setting outside of the workplace, such as during business trips, business meetings or business-related social events…’”
Microsoft officials responded by saying: “Microsoft has a long history of cooperating with law enforcement and other agencies on combating sex trafficking and related topics, and we have employees who volunteer their time and money specifically to combat this issue as well. The personal conduct of a tiny fraction of our 125,000 employees does not in any way represent our culture. No organization is immune to the unfortunate situation when employees act unethically or illegally…”
This is not the first time Seattle has witnessed efforts to crackdown on the trafficking of young women, many of whom are coerced to work the sex trade under threat to themselves and loved ones. In May, six people in Seattle were placed under arrest and search warrants were delivered at more than 30 locations as part of another investigation into an organized crime ring involved with prostitution.
