Today on the dutch business channel RTL-Z I heared the competition does just the same, this is going on for a while. The promissing part is the attitude of the EPA has changed.
I realize that Hydrophi is right now focussed on small truck and bus fleets but what a potential!
Mr. Slotkin here is your chance:
Volkswagen is strugling to meet the EPA standards, truck builder Mercedez is owned by Volkswagen. The diesel technology is suffering the same problems in Europe, Hydro Plant could be the solution!
http://www3.epa.gov/otaq/climate/regs-light-duty.htm
"Volkswagen admitted it sold 2009-2015 diesel Volkswagen and Audi cars with software that turns on full pollution controls only when the car is undergoing official emissions testing, the EPA said, calling the algorithm a “defeat device.” During normal driving, the cars pollute 10 times to 40 times the legal limits, the agency estimated."
http://www.bloomberg.com/news/articles/2015-09-19/vw-clean-diesel-scheme-exposed-as-u-s-weighs-criminal-charges
"The potential financial liability is unclear. The EPA could fine the company $37,500 per violation, said Cynthia Giles, the agency’s assistant administrator for enforcement. With 482,000 autos part of the case, the total could be more than $18 billion."
Refurbishing could be a cheaper alternative.
What's the point of doing this?

In order to obtain OTC QB requirements of .01+ pps or more must than be a hell of a P/O.
Yet in the mean while Hydrophi publishes:
"Historical Press Releases
This website contains historical and archived press releases for HydroPhi Technologies Group, Inc. (“HydroPhi”). Gifs me a feeling there is absolutely no P/O and the colored text with lawyers included gives me the strong feeling that they are only covering themselves.

"i just dont think the SEC gives a rip about the wold west of trading"
That's simply not true, the SEC has halted serveral MJ OTC tickers for instance PHOT.
The question is why should the SEC halt HPTG isn't there hard proof required for mall practice? Certain rules that the SEC must adhere to?
Nice up tick of the WTI 10% gain.
You might be right about that.
How are the stocks in Warschau doing these days?
Especially during the summer months most big company decisions are made when half of the employees are on holiday and the company runs on economy mode. Especially when all the individual busdrivers of Rutas Unidas own their buses. The perfect moment for a rally, right?
I have no doubt that these MM's are nasty manipulators and don't trust this Slotkin character either. First an initial purchase order in a PR and nothing in the 10-K hmmmm.
dragonfly doji looking good!
There will be only those two things that will draw the attention to HPTG products:
1) Crude oil prices
2) Strict regulations for green house emissions
I like to share the co-relationship with the relative strength of the US dollar vs WTI crude oil price.
At the start of the financial crisis 2008/07/12 1 euro = 1.6 us dollar and WTI = $ 140 barrel 2008/07/01
http://www.xe.com/currencycharts/?from=EUR&to=USD&view=10Y
http://www.investing.com/commodities/crude-oil-streaming-chart
When the US dollar goes up the WTI goes down and the other way round:
http://www.macrotrends.net/1334/dollar-gold-and-oil-historical-chart
A number of commodity related countries have in the last 3 months devaluated their currencies: Russian Ruble, South African Rand, Canadian Dollar, Australian Dollar. (Compared to the euro because 19 different countries with different economies have constantly compromise with each other and theirfore not compete with single countries with a single currency).
Also when you look at the last 6 months euro vs US dollar we see a sideways pattern the most of the world leading stockmarkets follow a sideways pattern too.
At 2015/08/05 the central bank of China start to devaluate the Yuan on behalf of the Chinese government because the stockmarkets need to be stimulated for the sake of export stimulation. (In the mean while years in a row lots of fysical gold has been bought to support the Yuan).
Russia and China allways back each other up at the UN meetings. Attemps are made by them to influence the value of the US dollar (they bought lots of US bonds). The United States expressed strong criticism to the Russians after the raid in eastern Ukraine. The Russians threatened to devalue the US dollar.
Conclusion 1: there is a currency war going on -> this has a negative impact on a hard commodity as oil -> this has a negative influence on the stock markets -> lots of retail investors will lose money so this also has a negative influence on consumer behaviour (see for instance China).
End conclusion the oil price can remain low for a long time since there are only losers during a currency war and nobody knows the outcome. Bad news for HPTG! Unless the environmental regulations will kick in.
All day in the red and at the end in the green, nice paint job for tomorrow. Every time the same play!
Love to be proven wrong though, but I don't think so.

8-K – Current report
"which limit may be increased to 9.99% at the election of the Investor but no greater than 9.99%."
I'm not sure if this is the answer you're looking for. Didn't check whether 31 Group has more notes outstanding.
For the new notes yes how ever I'm not sure if the same conditions apply to the old ones. You have to read a particular note in order to know.
Extra support for the oil price: "Tuesday the Russian ruble dropped to its lowest level in six months. The central bank suggests it would stop its support with monetary easing if the oil price is around $ 40 per barrel."
http://www.telegraaf.nl/dft/nieuws_dft/24388132/__Russische_roebel_keldert_op_dalende_olie__.html
Statement of intentions of the company:
In 2014, the company had large settlement costs the large negative interest expense in 2015 is a result thereof the company had to strongly reduce the fixed costs including the sales costs. No business can survive by just reducing fixed costs back, but this is a necessary and logical operating liner as revenues remain behind.
The licensees are realizing the final P/O, the sales organization of Hydrophi closing licensing deals. The royalties of this are increased. (greenmachine2 post # 5924)
The oil price unfortunately is at a record low since 2009 however, there are some bright spots:
1) The Chinese Government wants to stimulate Chinese exports on which the central bank has devalued the Yuan. This provides an incentive for the Chinese business and so for the oil demand.
2) The trade embargo with Iran has been lifted and partly caused an oversupply of oil. Even Saudi Arabia is drilling currently no new oil wells because the benefits at this time outweigh the costs. It is subject to a lot of oil pumped out of the ground. The same is true for the US. on the long run this causes higher oil prices.
3) In the 70's an oil boycott was introduced by OPEC countries. In response, the US had done something similar this trade barriers seem to be more flexible. Better geological distribution between supply and demand causes higher oil prices.(greenmachine2 post # 5909)
4) Also the obsolete nuclear power plants in Japan (59 plants) and Germany (22 plants) delivers an increased demand on fossil fuels while only stricter environmental regulations will be implemented.
Year over year, HydroPhi Technologies Group, Inc. has been able to grow revenues from $142.1K USD to $278.0K USD. Most impressively, the company has been able to reduce the percentage of sales devoted to selling, general and administrative costs from 3,947.54% to 633.53%. This was a driver that led to an improvement in the bottom line from a loss of $14.5M USD to a smaller loss of $2.7M USD.

10-Q Deferred revenues $623,167 what could this be?
Seems like upward oilprice potential which is good news for HPTG.
(Better matching of supply and demand).
July 20, 2015: "Saudi Oil Minister Ali Al Naimi said in December the world may not see $100 crude again, while the International Energy Agency has described the markets as “massively oversupplied.”
Such views fail to take into account the impact of $50 oil on output outside North America as producers reduce spending, according to Ross."
"Supplies from most nations outside the Organization of Petroleum Exporting Countries will contract next year for the first time since 2008. While output in North America will increase, production from Australia, the North Sea, Colombia and Argentina will decline, according to PIRA."

August 14,2015: "U.S. approves oil exports to Mexico"
"The move to allow trading with Mexico marked a significant shift and an additional sign that the Obama administration may be open to loosening the export ban."

Above e-addresses used repeatedly:
1) Months ago asked for the website of Rutas Unidas, no response.
2) Beginning this week in connection with verification asked for pictures of the company building of Hydrophi, no response. You would still expect the company to take pride in its business premises. Also with Google maps http://hydrophi.com/contact/on 3404 Oakcliff Road looked and found nothing.
3) Mid this week asked when the Q2 results are published, no response.
A lot of investors have similar experiences with the company, but if, however, you will be asked for investment money web links will be provided with in abundance.
Two days ago I visited a science museum the workings of a PAM filter was explained this turns out to be low tech.
The question I ask myself for quite some time: the company is either sincere or is it scam. If it's the latter then every share price is too high. If it is the first to arrive and a substantial order is there than the company is a bargain.
I can't help get the feeling that the MM's drive down the stockprice week after week. The stockprice has no bottom, it's depressing!
"As previously announced, Rutas will receive a $4,500 USD eco subsidy per unit towards the purchase of HydroPlant units."
http://hydrophi.com/2015/01/22/hydrophi-announces-1-million-initial-purchase-order-energia-vehicular-limpia-s-de-c-v-client-rutas-unidas-install-hydroplantr-units-transit-buses-mexico-city/
Subsidy comes from the government right? This subsidy is a result of smog problems in Mexicocity.
I'm aware of the Ihub regulations an try to avoid party politics at anytime.
Thanks a lot Months ago I tried to find an answer by Rutas Unidas but failed to find the site.
Good news the customer is satisfied with the HydroPlant they want to expand. "the political difficulties of the federal district in the matter" Is the amount of subsidy the deal breaker? I also would have liked an answer about how the customer experienced the units.
Couldn't this have anything to do with a press release at the beginning of this year by Astoria? Something with bringing HTE to the polish stock exchange and getting out of it. Have to go to work now.

Opportunities for green generators and for Hydro Plant IMO.
last 10-K: (dbbogey87 post#3710)
press release related: (greenmachine2 post#3711)
Read the 2 posts and you get the feel of 2 different companies.
Note the PR mentions an initial P/O.
My broker Binck (the Netherlands) gives this company the maximum risk number of 1000. Which comes down to bankruptcy level.
The company booked a revenue in 2014 which was lower then the annual salary of the CEO alone. No self respecting banker in the right mind would borrow money to this state of companies.
So I guess in penny land dilution is an other day at the office. It also means IMO when you don't have a healthy amount of free cash on the side line but deep in the dept by CN holders that they own the company and you are no longer in control of the steering wheel if they decide so IMO.
If the wooden puppet wants to transform into a real boy a decent P/O is required before the end of this year.
"There was a post by a member who who stated that they talked to either Slotkin or another director that this move was designed to protect against a take over of the company when the as/os/ and float was much lower.. "
I read that too but reading the last 10-K was a lot about convertible notes.
Roger Slotkin: "We have never been properly funded- ( at ANY time since I have been here )" (dingdongrb post#3769)
Anyway an anti take over for current company value of $496K is not very credible IMO.
