A new bipartisan bill will give states more power when it comes to deciding on their own marijuana laws, Senator Elizabeth Warren (D-Mass.) announced Monday.
"I'm working with a bipartisan group to try to roll back the changes that the attorney general has made so that the states can make their own determination about their marijuana laws and how they want to enforce them," Warren said at a press conference in Cambridge, Massachusetts, according to MassLive.com.

Senate Majority Leader Mitch McConnell
(R-Ky.) announced a new bill on Monday that would legalize hemp as an agricultural product.
The Hemp Farming Act of 2018 would legalize hemp, removing it from the federal list of controlled substances and allowing it to be sold as an agricultural commodity, according to WKYT.
"Hemp has played a foundational role in Kentucky's agriculture heritage, and I believe that it can be an important part of our future," McConnell said in a statement.
If approved, the act would allow states to control their own hemp regulations by removing federal restrictions. WKYT also reported it would give hemp researchers the ability to apply for grants through the Department of Agriculture.
McConnell announced the bill with Republican Kentucky Agriculture Commissioner Ryan Quarles. The bill is being co-sponsored by Sens. Ron Wyden
Kentucky is currently conducting a pilot program through the Department of Agriculture to grow hemp, WDRB reported Monday.
A team at the University of Louisville began harvesting the crop on campus in 2016 to study its use as a biofuel and energy source.

Sen. Mitch McConnell Pushes Bill To Legalize Hemp
The head of the U.S. Senate announced on Monday that he will soon be filing a bill to legalize industrial hemp and allocate federal money for cultivation of the crop.
"We all are so optimistic that industrial hemp can become sometime in the future what tobacco was in Kentucky's past," U.S. Senate Majority Leader Mitch McConnell (R-KY) said at a press conference alongside the state's agriculture commissioner.
"I will be introducing when I go back to senate a week from today," he said, legislation to "finally legalize hemp as an agricultural commodity and remove it from the list of controlled substances."
McConnell has already successfully attached language to broader legislation, such as the 2014 Farm Bill and annual spending packages, that shields state industrial hemp research programs from federal interference.
But confusion over what counts as research as well as issues related to the interstate transportation of hemp seeds has caused confusion as the Drug Enforcement Administration has in some cases sought to enforce federal laws that do not distinguish between hemp and marijuana.

A press release from McConnell's office said the new bill will not only reclassify hemp under federal law, but "will also give hemp researchers the chance to apply for competitive federal grants from the U.S. Department of Agriculture – allowing them to continue their impressive work with the support of federal research dollars."
At the event, McConnell said that "some challenges remain today between the federal government and farmers and producers in Kentucky," arguing that his new bipartisan legislation would "remove the roadblocks altogether" by "recognizing in federal statute the difference between hemp and its illicit cousin."
He added that he would soon be discussing the issue with U.S. Attorney General Jeff Sessions, an longtime vocal opponent of cannabis law reform who this year rescinded Obama-era guidance that has generally allowed state to implement their own marijuana legalization laws without federal interference. Regardless of the growing acceptance toward marijuana, state governments hold a firm stance on the subject of advertising the drug. Governments feel that they have done enough in allowing the legalization but also promoting it to people felt a bit too far. It seems as opinions have shifted, and some states are taking a step back from these restrictions to allow marijuana to boom within the economy.
Colorado, known for its optimistic laws with marijuana, has decided to loosen the restrictions placed on marijuana business marketing. It’s no surprise Colorado is stepping out and being one of the first to do this because they are one of the states responsible for the marijuana movement across America. Boulder, Colorado, is noticing several changes made to its marijuana regulations. The state previously decided to put restrictions on the marketing of marijuana to try and keep it out of the eyes and hands of kids, but this is starting to change. The changes in the regulations would allow marijuana businesses to give away promotional items, and this was something completely banned up until this point. There was 19 rule changes made and they are to be reviewed by the City Council soon. The city staff made a statement to the council saying, “For businesses, marketing and branding are recognized ways to increase revenue. For those concerned about the effect of marijuana on youth, there is a desire not to repeat the mistakes related to tobacco smoking.” It seems as though one of the biggest challenges the state is facing is the ability to balance the interest’s of everyone.
Many states have joined Colorado in making marijuana a more accessible item to the public. In New Mexico, the government deiced to simplify the medical marijuana patient application.
