High times ahead for airships

LONDON, England (CNN) -- At best you would probably associate airships with enormous floating advertisements, at worst, the Hindenburg disaster, but what might seem a form of transportation from another era is currently undergoing a re-launch. From high-altitude surveillance to a hybrid luxury cruise liner, our skies may soon be home to the next generation of multi-purpose airship.
Traditional helium blimps or airships seem slow and bumbling in comparison to modern jets and seem to have little place in our world when time is of the essence. But one independent company does not see them that way.
Worldwide Aeros Corp. are developing a new vehicle. Called the Aeroscraft it is unlike anything else in the sky, with a rigid structure and aerodynamic designs that could provide luxury passenger travel and super-sized cargo freighters of the future.
"We're developing the Aeroscraft as a commercial vehicle, one that can carry commercial cargo with point-to-point delivery," Edward Pevzner, business development manager for Aeros Aeronautical Systems, told CNN.
As a concept, airships seem perfect for the task of solving some heavy problems such as carrying cargo to remote areas with little or no infrastructure.
They have short take off and landing capabilities and so do not require a runway and have the capacity to carry large amounts of equipments. This is thanks to their design, which means bigger is better.
If an airship's length is doubled, the surface area, and therefore the weight goes up by four times, while its lifting capacity (volume) rises by eight. While the theory is good in practice, there are problems with traditional helium filled airships lifting heavy weights.
Unless there is a form of ballast, an airship, traditionally lighter than air because of the helium, is just going to be pulled down if it attempts to haul goods up into its payload.
"There have been plenty of models to deal with this problem, but nearly all are completely unworkable. Ideas of using water, either jettisoning some or taking more onboard, are really unworkable -- what if you're in a land-locked country? Using ballast to manage an airship just gives you more headaches than anything else," said Pevzner.
The solution: the Aeroscraft, a heavier-than-air vehicle, unlike traditional airships, with a revolutionary way to manage helium. The gas makes up only 70 percent of vehicle, and as well as providing the means to load and unload heavy equipment it can be managed to react to outside conditions, payload weight or even passenger movement inside.
Enormous rear-mounted propellers provide the rest of the lift, maneuverability and Pevzner estimates the top speed of these future monsters of the sky to be around 140 mph.
It's a far sight from the blimps floating over sporting events at a sedate 20 mph, and so different in its design that the U.S. Federal Aviation Authority has classified it as a new type of airborne vehicle.
As a concept super cruise liner, it would be able to hover over landmarks and cities, offering incredible views. It would be a huge sight in the sky as well -- Aeroscraft's biggest designs measure almost 200 meters in length and could carry 500-ton payloads.
This is the top scale size of the Aeroscraft and one that prompted the Defense Advanced Research Projects Agency's interest with their "Walrus" program. Their wish was for a 500-ton super-freighter that could deploy military equipment and supplies to remote regions without the need for infrastructure such as roads or airports. Their interest may have waned for now, but the smaller model currently being developed is proving that the concepts really work.
Spy in the sky
While the Aeroscraft could change transportation and travel, elsewhere airships are being developed to create a very watchful eye in the sky.
Ron Browning, head of business development of surveillance at Lockheed Martin has been overseeing the High Altitude Airship (HAA) project contracted to them by the U.S. Missile Defense Agency.
"It's a very science-intense project, which most people don't realize it's not just a case of scaling up what you already have," he told CNN.
The problems that have to be overcome are the environmental conditions: the low air density at an altitude of 65,000 to 70,000 feet, plus the impact the sun's rays has on a helium filled airship at such a height.
Browning and his team have developed a flexible composite envelop that is able to retains it's shape from take off to its position 12 miles up -- the first of its kind.
Powered by solar panels feeding batteries, and later fuel cells once the technology is perfected, it is designed to hover in one position for as long as is necessary. Spying and communications are its primary functions, but there could be others.
"It's designed to always be there and always be on, whatever the mission. There isn't a single configuration for it; it could be homeland security such as watching country boarders or military needs. It can also have sensors mounted on the envelop," said Browning.
Meaning that it could look up and out as well as down, keeping an eye out for any incoming ballistic missiles or satellite-busting weapons, as well as watching what is going on below.
From 12 miles above the Earth's surface there is a horizon diameter of around 750 miles. Twelve HAAs, equipped with high-definition cameras, could keep watch on the whole of the U.S., 24-hours a day, adding another strata to our surveillance society.
If development continues, an ever-watchful eye in the sky and a super-cruise liner or freighter could become reality rather than just a lot of hot air.

Berger said the $30,000, 8-pound aircraft -- which he likens to a model plane and would use to aid police on the ground -- does not fall under FAA regulations. And he said he is prepared to seek assistance from Brevard County's congressional representatives, if necessary.
Berger said he has talked to the FAA but received no clear answer as to whether the agency could regulate the Cyberbug's flights. FAA officials differ with Berger's position, but so far the chief says nothing has turned up in writing despite a request for the agency to formally say whether the unmanned plane can fly.
"I've asked (the FAA) for a cease and desist letter and they haven't sent one. This plane is not for patrol. We're using it on a case-by-case basis, and it will be mostly used in the rural area and won't be operating near an airport," Berger said.
The chief's plan to use the kite-winged, radio-controlled plane has drawn protests from the Aircraft Owners and Pilots Association, a Maryland-based group representing 410,000 pilots and aviation enthusiasts. The group contacted the FAA and believes the Cyberbug represents a potential hazard to small airplanes and low-flying helicopters in the skies above Palm Bay.
"We are asking the FAA to provide regulatory standards for these unmanned aerial vehicles. Our concern is that there could be a collision," said Kathleen Vasconcelo, a spokeswoman for the Aircraft Owners and Pilots Association.
Vasconcelo said Palm Bay police should also be required to seek a certificate of authorization for flight and equip the plane with a sensor to help it avoid other aircraft. Obtaining that certificate -- which is no guarantee of approval -- is a process that takes several months.
Palm Bay City Manager Lee Feldman backed Berger's assertion the low-altitude plane can safely fly over the city's 100-square-mile jurisdiction.
"If we felt it was a hazard to navigation, we would be the first not to fly it," Feldman said.
Berger also said the pilots association could have other motives.
"They certainly have a vested interest, and I believe it's about protecting their jobs," Berger said of AOPA's protest, adding that the group may be more motivated by fears of more pilotless aircraft hitting the airways than mid-air collisions.
The aircraft, under construction and packed with onboard cameras, will be delivered to the department next month.
FAA officials were steadfast in saying Palm Bay's unmanned vehicle should be grounded until further notice from the federal agency.
"We control the airspace, and we control who can fly what, where," said Les Dorr, a spokesman for the federal agency. "Our primary concern is the safety of the airways. If (the police department) starts using the unmanned vehicle then they run the risk of being told 'no, they can't do it.' "
The Los Angeles Sheriff's Department also ran afoul of FAA rules after attempting to put its own unmanned vehicle into service last year. Their unmanned vehicle remains grounded.
But CyberDefense Systems, a St. Petersburg-based company that markets the Cyberbug said the aircraft -- like a model plane -- flies below 400 feet and would not interfere with flight patterns.
Model planes -- like those used by hobbyists -- have flight and range restrictions that typically don't interfere with air traffic, company and FAA officials said.
Bill Edelstein, a licensed helicopter pilot and Melbourne Beach resident, said he was concerned about the low-flying aircraft's interaction with helicopters.

Student accused in stock scheme
The SEC says the man, 21, hijacked online accounts to drive up stock prices, then sold.

Federal authorities are hunting for a 21-year-old Tampa student who allegedly cleared more than $80,000 last summer by hacking into online trading accounts and using the stolen funds to conduct a pump-and-dump scheme.
In a lawsuit filed Thursday, securities regulators accused Aleksey Kamardin of buying over-the-counter stocks via his own eTrade account and then quickly reselling them after unnamed partners pumped up the prices using victims' hijacked accounts. Seventeen penny stocks were targeted.
Kamardin needed just three hours on Aug. 18 to double his investment in one stock: St. Petersburg aircraft developer Cyber Defense Systems Inc.
"It's a total surprise," Cyber Defense CEO Billy Robinson said Thursday. "We never heard anything until now."
Little is known about Kamardin, a U.S. citizen who narrowly escaped an FBI raid at his friend's Clipper Cove Apartments home several months ago and is believed to have fled to Russia. Kamardin's name was not listed in student databases at the University of South Florida or University of Tampa. Attempts to reach FBI and Securities and Exchange Commission officials Thursday were unsuccessful.
But Kamardin's alleged scheme bore a strong resemblance to one the SEC disclosed in December. Both cases involved at least some Russian nationals - Thursday's suit says that an unnamed, Russian-born roommate of Kamardin's was a participant - and in both cases, illegal proceeds were wired to an account in the Baltics. Kamardin's former Tampa roommate could not be reached.
A review of Kamardin's alleged Cyber Defense trades demonstrates the efficiency of his method.
In the typical pump-and-dump scheme, a conspirator buys shares of a target company's stock, distributes falsely positive information about the company via spam and other media i.e. Microsoft Corp. to buy XYZ Inc. for $10-billion, waits for the share price to skyrocket, and then sells his stake. Under Kamardin's alleged scam, however, the "pumping" is achieved by illegally accessing strangers' online trading accounts and using the funds within them to buy the target stock.
The Cyber Defense case shows Kamardin allegedly bought 39,000 shares of Cyber stock one morning for prices ranging from 36 cents to 40 cents per share, used stolen accounts to push the price as high as 85 cents, and then sold all 39,000 shares at 73 cents apiece.
The three-hour profit: nearly $13,500.
"That's a good price," CEO Robinson said jokingly. "I wish it had stayed there."
Though fewer than 90,000 shares of Cyber Defense stock trade per day on average, nearly 1-million traded on Aug. 18. Despite the intraday highs, the stock price had fallen back to 32 cents per share by day's end.

10:04 a.m. to 10:41 a.m.: Kamardin purchases 39,000 shares of CYDF at prices ranging from 36 cents to 40 cents per share.
12:23 p.m. to 1:20 p.m.: A total of 67,406 shares of CYDF are purchased in a hijacked eTrade account.
12:28 p.m. to 1:31 p.m.: A total of 75,000 shares of CYDF are purchased in two hijacked TD Ameritrade accounts.
12:39 p.m. to 1:11 p.m.: A total of 44,900 CYDF shares are purchased in a hijacked Schwab account.
1:12 p.m.: Kamardin sells all 39,000 of his CYDF shares for 73 cents per share, realizing a $13,499.19 profit.

PALM BAY - It is used to hunt the enemy above the urban battlefields of Iraq, but soon a version of the unmanned aircraft -- minus the military weaponry -- will cast an unblinking eye on criminals and even local traffic.
The high-tech, lightweight aircraft could arrive next month at the Palm Bay Police Department, making the department the first municipal law enforcement agency in Florida to use a drone, according to the makers of the plane and Palm Bay police.
"This is the future," said Palm Bay Police Chief William Berger after recently watching a demonstration of the craft near City Hall.
Instead of relying solely on the Brevard County Sheriff's Office helicopter, Berger envisions this 21st-century technology being used to find fleeing suspects or to search for missing people in the sprawling, 100-square-mile city.
The onboard cameras also will give Palm Bay Fire-Rescue a bird's-eye view of a spreading brush fire or help officers sort out major traffic congestion, he said.
"We can get this small model plane up in the air and be able to see what's happening, whether we're looking for a missing child or doing surveillance on a drug house," Berger said.
Palm Bay police are using $30,000 in forfeiture money -- funds generated from the seized assets of drug dealers -- to purchase the Cyberbug from CyberDefense Systems, a St. Petersburg-based company.
The company began marketing the remote-controlled mini-aircraft to military and law enforcement agencies in 2004.
It flies below 400 feet, a cap set by the Federal Aviation Administration to keep model planes out of air traffic, said James Alman, CyberDefense's vice-president of engineering. The police department would still need to get final FAA approval to fly the plane, according to agency spokeswoman Alison Duquette.
So far, a police department in North Carolina is the only other law enforcement agency using a Cyberbug model, although the craft has been sold to the U.S. Forestry Service. The Los Angeles County Sheriff's Department is experimenting with SkySeer, a different brand of unmanned aircraft, and is awaiting FAA clearance to fly in one of the nation's densest air spaces.
"It doesn't just replace a helicopter, but you can fly it at low altitude without any ambient noise," said Cmdr. Sid Heal, who oversees the technology exploration project at the L.A. department. "With a helicopter you have fuel, maintenance, pilots . . . this, you can pull out of the trunk."
Auto pilot
Unmanned drones -- which can go up to 20,000 feet -- have been used by the U.S. military and other nations like Israel for years.
In battlefronts, the military rapidly deploy the camera-mounted aircraft to track enemy positions or for other intelligence-gathering missions to aid ground troops.
The gray-toned civilian Cyberbug, which weighs 8 pounds and is fitted with kite-like wings, comes only with color and night-vision cameras that can spin 360 degrees. The planes are also equipped with GPS, making it possible to "tag" an area once a missing child or lost Alzheimer's patient is found.
The plane fits into a backpack and can be airborne within minutes, CyberDefense officials said. It can stay aloft for about an hour, cruising at 25 mph and traveling a distance of about 6.2 miles, according to the company.
"We wanted to develop a low-cost, very dependable unmanned aerial vehicle to give the military and law enforcement an additional tool to better protect themselves and the public," said Billy Robinson, the CEO of CyberDefense. "This was something that was once science fiction but it's now real life."
From a ground control station -- usually a specialized laptop -- the aircraft can be guided with a preprogrammed flight pattern.
