Theft of government laptop in Doral puts 133,000 Florida residents at risk
Federal agent's computer held data on licensed pilots and drivers.

A laptop computer used by the Department of Transportation to combat fraud was stolen in Doral last month, putting the sensitive personal information of almost 133,000 Florida residents at risk of the criminal activity the agency was trying to guard against.
Social Security numbers, birth dates and addresses were on the laptop assigned to a special agent in the Miami office when it was stolen from a government-owned vehicle on July 27, acting Inspector General Todd Zinser wrote Gov. Bush in a letter on Wednesday.

At risk are about 43,000 Florida residents who hold pilot's licenses; about 81,000 people in the Miami-Dade County area with commercial driver's licenses; and about 9,000 people in the Tampa area.
The missing laptop, which by late Wednesday had not been recovered, is the latest in a string of government agency laptops stolen in recent months, including incidents at the Department of Veterans Affairs, the Internal Revenue Service and the Federal Trade Commission.
The incident is being reported, as required, to the Department of Homeland Security.
"There is probably a Department of Homeland Security implication, but not a direct or evident connection at this point," Zinser said in a conference call with reporters.
The personal information of licensed pilots and commercial drivers was being used by the Miami DOT office as part of multi-agency task forces focused on the use of fraudulent information to obtain such licenses, according to the letter.
"Past reviews have identified people ineligible to hold these certificates and licenses due to disqualifying criminal histories or the use of fraudulent Social Security numbers," Zinser wrote.
The theft was not reported to Zinser for four days, on July 31, and he didn't know there were databases on the laptop until Aug. 5. The databases were not lists of individuals under investigation, but general lists of license and pilot certificate holders, the DOT said.
The DOT is offering a reward of $10,000 for information leading to the recovery of the laptop, possibly stolen from the agent's SUV parked at a Doral restaurant while the agent ate lunch. The car's passenger-side lock was tampered with, Zinser said.
Miami-Dade police are investigating, and the FBI is "in contact" with the DOT and Inspector General's Office about the theft. The FBI would not investigate unless there were evidence of fraudulent or criminal use of the information, spokeswoman Judy Orihuela said.
"At this point, it doesn't look like it has been compromised," she said.
The laptop was protected by a password, though it was not encrypted because the DOT was completing a computer upgrade, Zinser said.
Some experts say a password is not enough.
"They [laptops] should be encrypted," said Sherwin Siy, staff counsel at the Washington-based Electronic Privacy Information Center. People handling sensitive information "should ask themselves whether they need to store the information on a laptop to begin with and whether the laptop needs to leave the office."
Siy's rule of thumb: "If you can't protect it, don't collect it."
Other security specialists question why critical information was on a laptop in the field.
"What would cause people to allow these huge databases to be carried around by subcontractors and by employees?" said Thomas Cash, executive managing director of the Miami-based Latin American & Caribbean division of Kroll, a risk-consulting firm. "Has anybody heard of Homeland Security?"
Chris Dancy, spokesman for the Aircraft Owners and Pilots Association, the biggest trade organization representing general aviation, said the group already is receiving concerned calls from its members, which includes 31,000 pilots in Florida.
One of the biggest problems, he said, is that many pilot's licenses were either issued under a pilot's Social Security number, or includes the number as part of the FAA's personal information.
"This obviously raises concerns about the potential for identify theft for literally tens of thousands of our members in Florida," he said "We've begun receiving calls already, asking specifically what information was on that computer. We don't have answers yet."
Dancy said the association had sent e-mails to Florida pilots, recommending they put fraud alerts on their credit reports.
Gary Hellman, of Davie, a former Air Force pilot who flew fighter jets in Vietnam and now flies a single-engine Mooney out of North Perry Airport in Pembroke Pines, said he is worried because this isn't the first time a government laptop containing sensitive information has been stolen.
"What concerns me more than anything is the apparent lack of security with this sensitive data," he said. "It seems to be happening more often, so who knows how much exposure we get that we don't know about."

VA contractor computer with personal data stolen

If you visited a Veterans Administration medical center in Philadelphia or Pittsburgh, Pa., anytime within the last four years, a VA contractor has just lost your personal information. Again.
The VA announced Monday that its contractor, Unisys, suffered a theft of a desktop computer from one of its offices which is believed to contain the names, addresses, Social Security numbers, insurance information and other medical data for as many as 38,000 people.
VA said Monday that it believes the records involved are limited to people who received treatment at those two Pennsylvania medical centers during the past four years. It is believed the desktop computer may have contained patients’ names, addresses, Social Security Numbers, dates of birth, insurance carriers and billing information, dates of military service, and claims data that may include some medical information.
Unisys notified VA Aug. 3 that the computer was missing from its Reston, Va., offices. VA immediately dispatched a team to Unisys to assist in the search for the missing computer and to help determine the precise nature of the information it may have contained.
Unisys had observed security controls, but there was not a requirement to encrypt the data, said Unisys spokeswoman Lisa Meyer.
“The building and floor where the computer was located require security protocols for physical access. Log-in and password protocols also were required to access the data, which were stored in a database on the computer,” she said.
“Unisys takes very seriously its responsibility to safeguard individuals’ personal information and shares the concerns this incident will cause,” the company said. It will also work with VA regarding the notification of potentially affected veterans and the offer of credit monitoring. — Government Computer News
Initial estimates released by the VA indicate the computer contained information on approximately 5,000 patients treated at Philadelphia, approximately 11,000 patients treated at Pittsburgh, and approximately 2,000 deceased patients. VA said it is also investigating the possibility that the computer may have contained information on approximately 20,000 other people who received care through the Pittsburgh medical center.
Unlike last time, when a VA employee’s laptop was stolen from his home and officials weren’t notified for three weeks of the largest data breach in government history, this time the VA actually notified all the top brass, including the Secretary and Deputy Secretary, various congressional offices and committees, VA’s Office of the Inspector General and other law enforcement authorities, including the Federal Bureau of Investigation and the Department of Homeland Security’s Computer Emergency Response Team.
“VA’s Inspector General, the FBI and local law enforcement are conducting a thorough investigation of this matter,” said Secretary of Veterans Affairs James R. Nicholson.
That laptop was recovered in June, and two men were arrested last weekend for the burglary. Officials believe none of the data had been accessed.

IDS was aware that the current market price of the stock does not reflect the overall value of the deal or the value of the remaining 995ad.com shares to be issued. Therefore, the company saw no reason to not agree to HLS request to reduce their total acquisition costs by allowing HLS to obtain shares thru open market buying at prices substantially lower than the final $2.35 cash offer. The conclusion of this cash offer to shareholders will enable the companies to final the necessary paperwork to convert the previously paid dividend from its restricted status to free trading shares.

I know he said he donated a block to charity and retired more last time we met. Finally, as somebody posted earlier the company insiders that owned the shell kept their insider stock. As that aged it came of restriction at various times depending on the insider over the last 60-90 (I am not sure of exact timing) but I know all was no longer restricted by 6/20. These shares automatically become part of the float. That is why float increased and O/S did not. Don't listen to Mountain BS call TA and ask him if Downs or any insider has had their restricted legend removed or even asked....Don at Integrity will give you same answer he gave me and two others...Downs or nobody at the company has even asked him about it....ALL INSIDER STOCK STILL HAS RESTRICTED LEGEND PERIOD!!! I just spoke with CEO Pat Downs about the increased float. For the last time, the shell IDS reversed merged with, keep their shares. A total of around 6 million shares. IDS paid zero dollars for the shell. The officers of the shell company keep all their shares as payment. The restriction was lifted on June 20th 2006. As soon as the restricition is lifted those shares immediately become part of the float. Which would explain the increase in the float. The officers don't have to sell to increase the float Also for the bashers that don't ever believe anything. Find out the name of the company, I think Syntech and research the number of shares. It's documented around 6 million shares. Say what you want certain bashers but show me proof otherwise.

Called Carla at Integrity today. She was very helpful. Apparently they will be the TA for HLS. She said are you wondering about your dividend shares. I asked are they still with the DTC. She wasn't sure of the exact location right now, but asked me to call on Friday and she would have more details. The good news is she said, on July 3rd HLS would be given a cusip number. Soon after that the certificates would be mailed to your broker. Full service or discount. You guys are welcome to call, I only ask you be polite. She mentioned people were extrememly rude when inquiring about the dividend.
