I think it's also possible that the prs were issued stealtily, so to speak, in the hope that they wouldn't attract much attention. But they had to be issued or the Canadian stocks wouldn't be allowed to resume trading.
The prs in question weren't issued by CMKX. They were issued by Canadian companies.

These are Canadian companies, and more Canadians read StockWatch.
And since this "news" was published by stockwatch.com and not the major news services, I would guess almost anyone could fax in a fake press release, and if you catch someone off guard it could get posted as legit. Most PR services cost money, and issuing PRs can cost a few thousand dollars.
CPA and KPG were halted "pending an announcement". The announcement was made, and the companies resumed trading:

The person I talked to at Consolidated Pine was "in the know" and said that they did not even have the detailed results to release yet.
But note that the PRs say that they don't have all the results yet. Is it possible that Rick Walker issued both, and that he was on the road somewhere?
And why didn't CMKX officially disclaim those PRs in an official PR of their own? I'm sure Urbie's been watching closely.
The problem with the "fake PR" theory is that if it was fake, why did Melvin acknowledge it on IBC?

He made a brief appearance last night, offering to bet that CMKX's o/s was less than 15 billion. Several people were willing to take him up on the bet, and suggested $1000 as the stake.
He disappeared immediately.

That's the other side of the coin: the pumpers have created many true believers, who won't sell no matter what. In addition, probably at least some riding "free" shares have decided to hold, at least for now.

We can assume that Urbie and his family own at least 50% of the o/s. No doubt his jv partners also own some. And we know that at least once he gave a tout sheet a billion shares for about an hour's work. Who knows how much was sold to pay the attorneys and the racing stuff?

I took your question in a general way, as being about shorting anything. What many message board participants refuse to accept is that shorting pennies--even if you CAN find a broker willing to do it, which is impossible in the States--is very risky and very very expensive.
You really haven't been following this stuff, have you?
What I find so interesting however is that the stock is down 38% since February ... the exact time that the new rules against naked shorting were passed/implemented (by the way it is my understanding that NITE was instrumental in getting a "grace period" of 30 extra days from the SEC to "ease the transition").
The new Nasdaq rule was supposed to go into effect at the end of February. It was postponed for ALL market makers until the first of April. Nothing whatsoever happened when it became effective. No wild short covering, nothing.
I'd say the jury's still out on both companies. I wouldn't take either seriously--as an "investment"--unless they go above a dollar and stay there.

Hey, I never said I was here to save anybody. We all make our own decisions, and those decisions are our responsibility.
I was once negative on QBID. I still wouldn't place any trust in Olson/Olsen. They do, however, have a Plan of sorts. And as I've said before, I think they got a tremendous lift from the recent popularity of gay lifestyle shows like Queer Eye.
Were you negative on QBID as well?
