I can't see why they would want to license CDEX to test solids and create a competitor. Not that there would be competition since RxSpec tests nondestructively whilst (TM- DDMan) Valimed tests destructively.
Nope. CDEX is in their little niche market of high-risk, compounded IV medications and that's where they're going to stay as long as ASD allows it IMO.

Compare Valimed with other COTS fluorimeters. They have spectral fingerprint ID software (qualitative analysis) and they have the capability to measure concentration (quantatative analysis), some are extremely sensitive and can detect sub-trace. Valimed is a bulk detector.

So? They made the cuvettes smaller. Remember NanoDrop? It detects and identifies cellular (complex) molecules in a micro-liter drop of liquid.

All the research that Loch/CDEX needed in order to advertise their ELF development was to perform an on-line search at such government sites as Sandia, DARPA and the Army CRREL.
That is where one finds all the research information about land mines, vapor diffusion rates in various soils, snow and ice, ...etc.

So don't even think that the spirit of that article in any way whatsoever justifies CDEX burning through 25 million dollars to produce Valimed, a COTS fluorimeter in a pretty blue box. Baxa states that the technology is NOT new, it's been around for over thirty years. No basic research there.
Even the spectral fingerprint identification software can be commercially purchased. No basic research there. And the user interface is standard EE stuff, no basic research there either.

Any competent engineer could have worked with an existing manufacturer of fluorimetrs and put together a private-labeled, OEM packaged instrument for a fraction of that cost (they may have even done that!)

VAMMP is another good example at how one uses existing information from bona fide research to produce a "concept product" to sell shares.
VAMMP was advertised heavily by Loch/CDEX and hyped by the on-line stock promoters and PP brokers. Loch/CDEX never conducted basic research to my knowledge nor ever built one. They abandoned the concept when the fruits of Sandia's labor resulted in a patent a commercial licensing of the VAMMP technology.

Did you ever have a look at or hear about the CDEX prospectus which was given to potential PP investors back in the early days of CDEX when it was still a private concern?
I believe that the revenue forecast in the prospectus was a significant factor in enticing investors to buy- that and the capability statements about the "revolutionary" technology which, IMO, we have yet to see.

I don't think it would seep thru Paige, but there are other areas of the house which never get painted which could be used for the test. Vents.
Starch is used as an indicator in idometric titrations. The Iodide [I3(-)] forms a complex with starch which has an intense purple-blue color.
Instead of a potato, take a spray bottle filled with a solution of corn starch and spray it on the surface being tested. A purple color is a positive test for the presents of the iodide ion. Ironing starch will work fine.
Warning: Difficult to use if the house is painted purple.
