Announcing buy backs does not tie the company to buy back any share. There are also rules like a percentage permitted daily or monthly, just to prevent abuses and manipulation...

As for the dividend, if ever it gets paid, it only affect those who had settled shares on the 30th of June. The concensus is that the dividend will not get paid. Proof: Share price dropped from pennies to .008 by end of June.

Buybacks are a year-long project and even Blue Chip Companies do not often buy back as much as they could. The first answer you got is right. Why buy back now when issuing on the other hand?.
Look at recent volume. The Share price seems to be maintained between .002 and .003 thanks to all those hopefuls...

Some were really burned, here. Others, like me, were Lucky.
A few months ago (remember the over .10 and over .05?) I bought a couple of times. Further look made me sell at the first opportunity (result: very small gain on a small 'investment').
It became obvious (IMO of course,) with news like buy back and dividend so high while the shares continue to tumble, that not all was OK, here. Surely, a stock at .002 that says it will pay .011 div. in 17 days.....

Words like 'triggering' do not mean the money is in.
At any rate, the open at .0037 was a good way to incite many to buy. It's back at .0021 with nearly 10M shares traded...

BTW, Shorts screwed after two days of high volume? That's ridiculous.
Buy back? A year before it ends and meanwhile, increasing the AS to close to a billion.
Big announcements just don't stop this stock to slip lower.
