The desire for Kim to be more forthcoming with information has been expressed (I believe) by every single regular poster. Both Kim's biggest fans AND biggest critics have expressed a desire for better communication.

I disagree. It's a risk for Howland for sure. The risk may have been overstated but Howland brought the Army to the dance, not Kim. (I suspect)

Hearing the news that Vietnam is suddenly on board and apparently has a fire under their rears to get a move on it makes me wonder...
I suspect that VN has been jerking Kim around since way back when he met with the DPM.
At the time, VN was still dealing with GM crops and I suspect that Monsanto had to pay the right people and jump through the right hoops.
So here comes Kim- no money. VN jerks him around and around with bs in the hopes he will give away the store to peddle his silk.
Suddenly the U.S. Army might be a customer. NOW Kim has leverage. "You want in on this? Here's what has to happen..."
Now all of a sudden, other provinces want Kim and his worms. AND there's a new president coming who promises to increase the defense budget. Quang Nam comes along and outbids Bao Loc for the deal.
Kim mentioned plans to go to another country as well. so maybe Saigon woke up and wants it fast tracked and is willing to call off MONRE and MARD.

Personally, I'm not counting on anything out of Vietnam in 2017. Or 2018 even. I think we'd better hope orders can be filled from a different country.
The framework is in place for crops. It's extensive. The USDA GAIN is a 15-16 page report covering crops and what one must do to get to grow them.
The silkworm falls under the animal category according to MARD. And according to the GAIN report, VN lacks the framework.
My assumption has been that the process for animals will be similar-With the need for biosafety certificate plus trials and a host of other things. The problem has been that there's no process at all. Which, hopefully, Kim is dealing with. (Or managed to sidestep)
Maybe Kim is the test pilot for the animal framework and it will materialize as VN prepares for the hybrid silk program.
Either way, I expect mass production will happen elsewhere before it happens in VN.
I was surprised by the news today because I thought VN was a bust. I guess it was a bust only as far as the Lam Dong province was concerned.
I thought about a loophole about "improving production" prior to posting the link to the USDA report. I scanned the Vietnamese link that Kim posted this morning. I was looking for anything different that may explain how this time is different than last time. I noticed the word "spider" isn't there. Also, it was a surprise to us a year or so ago when Kim started using the word "hybrid", rather than transgenic...I remember that being debated on the board for more than a day.
Although, it still says the word "transgenic" in it. THAT word seemed to be what MARD had the problem with.
Who knows. There's obviously something different happening this time around. So it's either that we are closer to a legal framework being established, or the language of what Kim is trying to do has changed to where it was able to slide by.
I don't think the argument that "the government can do as they like as long as there are no laws governing them" has any weight. That's exactly the reason it was halted in the first place.

According to the USDA annual report on Vietnam’s Agricultural Biotechnology dated 12/19/16, there is still no legal framework in place for animal biotechnology. If you read chapter 1 regarding plant biotechnology, it doesn’t look like we will see GM Silk coming out of VN any time soon.
Since Kim has already been stung because of the lack of "legal framework", I can only assume that he has adjusted his fire. Hopefully, the person who submitted this USDA report last month was just ignorant of the great strides Vietnam has made in setting up the legal framework. Hope so. We shall see.

Here's another reason why I think VN production is years away- According to VN law, if a biotechnology was developed in a country other than VN, it isn't even eligible to be registered for use in VN unless another country has recognized it is as "effective".
Now, if it's developed IN VN, we've got a shot. This may also explain the language Kim used when talking about hybrids etc. He might not be able to do ANYTHING at all there unless it's "invented" in VN. Which I assume means that he's getting around it by creating a new strain there.
My source on this is the 2015 U.S. Dept. of Agriculture GAIN report on Biotechnology in Vietnam. I've posted links to it before when explaining why I think we are years away but it never sparked much discussion.
Read that report on what it takes for biotech in VN and you won't think VN production is around the corner.

Agriculture and Rural Development. On April 7, 2010 MARD issued Circular 23/2010/TTBNNTPN
regarding the Recognition of biotechnological advances of agriculture and rural development
sector. The Circular regulates the order, procedures on registration, and the recognition of
biotechnological advances in the field of agriculture, forestry, and fishery that are under MARD’s
management.
Article 4 of the Circular regulates the criteria required for a biotechnological advance eligible for the
registration. Accordingly, biotechnological advances that are developed in Vietnam or overseas can be
registered for recognition. The biotechnological advances developed in foreign countries shall be only
eligible for registration if it was already recognized as effective for use in foreign countries and is on the
list of high technology and products of high technology encouraged for investment and use in Vietnam.
Article 5 of the Circular regulates the order and procedure on registration for the recognition of a
biotechnological advance developed in Vietnam or a foreign country.
The dossier registering for the recognition of a biotechnological advance developed in a foreign country,
includes: 1) Application for recognition of a biotechnological advance developed in a foreign country
(Appendix 1); 2) Report on research results and production trials of the registering organization
(Appendix 2); 3) Document on the recognition or similar document issued by the original country; and
4) Results of field trials, crop variety testing, animal species, pesticides, fertilizer, soil enhancing

product, animal feed, veterinary product, vaccine, products used in preservation, processing of agroforestry,
fishery products, and environment treatment of registering organization. For registration to
recognize GM plants, GM animals, and GM micro-organisms, in addition to the above mentioned
documents, the registering dossier must include a copy of the biosafety certificate issued by a relevant
Vietnamese agency."
To our knowledge, we still don't have this biosafety certificate. Unless I missed that part.

Yes. You'd think it would go faster for a non consumable. Yet if you factor in the deep pockets of Monsanto, you could make a case that a small company like KBLB may take longer. No way to know
Also, I've no evidence that the improvement of infrastructure was even KBLB related. I believe the VN announcement of investing in infrastructure in Bao Loc was made before Kim's meeting with the DPM was leaked. Can't remember. Doesn't matter anyway. We still wouldn't know anything with certainty regarding any infrastructure improvements being related to gm silkworms.
I'm still bullish on KBLB. I'm just not expecting anything soon out of VN. In fact, if production were booming somewhere else, I'd applaud if Kim told Ho Chi Minh where they can shove their red tape. (Pun intended)
