I disagree. It's a risk for Howland for sure. The risk may have been overstated but Howland brought the Army to the dance, not Kim. (I suspect)

Howland knows MS and I expect it was as Kim said it was. So Howland called his DOD buddies and talked them into testing the unseen/untested fabric.

Probably not a major financial risk for Howland, but his reputation will take a hit if this is a flop.
