Sessions orders Justice Department to review all police reform agreements

Attorney General Jeff Sessions ordered Justice Department officials to review reform agreements with troubled police forces nationwide, saying it was necessary to ensure that these pacts do not work against the Trump administration’s goals of promoting officer safety and morale while fighting violent crime.
In a two-page memo [ https://www.documentcloud.org/documents/3535148-Consentdecreebaltimore.html ] released Monday, Sessions said agreements reached previously between the department’s civil rights division and local police departments — a key legacy of the Obama administration — will be subject to review by his two top deputies, throwing into question whether all of the agreements will stay in place.
The memo was released not long before the department’s civil rights lawyers asked a federal judge to postpone until at least the end of June a hearing on a sweeping police reform agreement, known as a consent decree, with the Baltimore Police Department that was announced just days before President Trump took office.

Sweeping Federal Review Could Affect Consent Decrees Nationwide

WASHINGTON — Attorney General Jeff Sessions has ordered a sweeping review of federal agreements with dozens of law enforcement agencies, an examination that reflects President Trump’s emphasis on law and order and could lead to a retreat on consent decrees with troubled police departments nationwide.
In a memorandum dated March 31 and made public Monday, the attorney general directed his staff to look at whether law enforcement programs adhere to principles of the Trump administration, including one declaring that “the individual misdeeds of bad actors should not impugn” the work police officers perform “in keeping American communities safe.”
As part of its shift in emphasis, the Justice Department went to court on Monday to seek a 90-day delay in a consent decree to overhaul Baltimore’s embattled Police Department. That request came just days before a hearing, scheduled for Thursday in United States District Court in Baltimore, to solicit public comment on the agreement, which was reached in principle by the city and the Justice Department in the waning days of the Obama administration.
Mayor Catherine E. Pugh said late Monday that the city would “strongly oppose any delay in moving forward.” Supporters of police reform called on Judge James K. Bredar, who is overseeing the negotiations between Baltimore and the Justice Department, to deny the request, arguing that Mr. Sessions was interfering with the will of the city.
“This has all been negotiated by the affected parties,” said Ray Kelly, president of the No Boundaries Coalition, a citizen advocacy group. Referring to Mr. Sessions, he said, “Now we have an outside entity telling us what’s best for our citizens and our community when he has no experience, no knowledge.”
Baltimore is one of nearly two dozen cities — including Ferguson, Mo., Cleveland and Seattle — that were the subject of aggressive efforts by the Obama administration to improve relations between the police and the communities they serve. BEIRUT, Lebanon — A toxic gas attack killed dozens of people in northern Syria on Tuesday morning, including women and children, and sickened scores more, according to medics, rescuers and witnesses in the rebel-held province of Idlib, who said the gas had been delivered by a government airstrike.
A few hours later, according to several witnesses, another airstrike hit one of the clinics treating victims, who had been farmed out to smaller hospitals and maternity wards because the area’s largest hospital had been severely damaged by an airstrike two days earlier.
The European Union and President Recep Tayyip Erdogan of Turkey condemned the attack and blamed the Syrian government. France called for an emergency meeting of the United Nations Security Council.
Numerous photographs and videos posted online by activists and residents showed children and older adults gasping and struggling to breathe, or lying motionless in the mud as rescue workers ripped off victims’ clothes and hosed them down. The bodies of least 10 children lay lined up on the ground or under a quilt.
While chlorine attacks have become almost routine in northern Syria, this one was different, medical workers and witnesses said. Chlorine attacks usually kill just a few people, often those trapped in an enclosed space, and the gas dissipates quickly.
This time, people collapsed outdoors, in much larger numbers. The symptoms were also different: They included the pinpoint pupils of victims that characterize nerve agents and other banned toxins. One doctor posted a video of a patient’s eye, showing the pupil reduced to a dot. Several people were sickened simply by coming into contact with the victims.
The attack appeared to be the largest and most toxic chemical attack in Syria since August 2013, when more than 1,000 people were killed in the Damascus suburbs by the banned toxin sarin. Under threat of United States retaliation, the Syrian president, Bashar al-Assad [ http://topics.nytimes.com/top/reference/timestopics/people/a/bashar_al_assad/index.html ], agreed to a Russian-American deal to eliminate his country’s chemical weapons program, which until that time it had denied having, and to join an international treaty banning chemical weapons.
But the international monitoring body, the Organization for the Prohibition of Chemical Weapons, has found that the Syrian government used chlorine gas as a weapon in 2014 and 2015, violating the treaty. Rebel fighters, doctors and antigovernment activists say there have been numerous other chlorine attacks, including at least two in the past week, in one case killing a doctor as he worked.
The government denies that it has used chemical weapons, arguing that insurgents and Islamic State fighters use toxins to frame the government or that the attacks are staged.
A pro-government journalist, Hussein Mortada, posted on his Facebook account that, according to a military source, the Syrian Army had bombed a Qaeda facility containing chemical weapons, causing the deaths. He mocked the victims and suggested that opposition groups had poisoned their own children, saying that the images of rows of youngsters being laid out in shrouds were coming to resemble “a Turkish soap opera.”
A chemical weapons attack, if carried out by the government, would be a brazen statement of impunity, coming during a major international meeting in Brussels that is debating whether the European Union and others will contribute billions of dollars for reconstructing Syria if it is presided over by a government run by Mr. Assad.
Fadi Halisso, a Syrian former priest who runs Basmeh and Zeitooneh, a humanitarian organization that aids Syrian and Palestinian [ http://topics.nytimes.com/top/reference/timestopics/subjects/p/palestinians/index.html ] refugees said the attack was a direct insult to the European Union. “Assad is telling them you will pay and I will continue killing,” he added from Brussels, where he was attending the meeting. “You can do nothing.”
There had already been debate about whether Europe and the West would be willing or able to insist on a significant political transition, or at least power sharing, as a condition for supplying reconstruction funds.
Last Friday, Trump administration officials made official the direction that American policy has been tilting since President Barack Obama’s later years in office: Ousting Assad is no longer a priority, and Washington’s main goal is to fight the Islamic State.

Chechen Authorities Arresting and Killing Gay Men, Russian Paper Says

MOSCOW — First, two television reporters vanished. Then a waiter went missing. Over the past week, men ranging in age from 16 to 50 have disappeared from the streets of Chechnya [ http://topics.nytimes.com/top/news/international/countriesandterritories/russiaandtheformersovietunion/chechnya/index.html ].
On Saturday, a leading Russian opposition newspaper confirmed a story already circulating among human rights activists: The Chechen authorities were arresting and killing gay men.
While abuses by security services in the region, where Russia [ http://topics.nytimes.com/top/news/international/countriesandterritories/russiaandtheformersovietunion/index.html ] fought a two-decade war against Islamic insurgents, have long been a stain on President Vladimir V. Putin [ http://topics.nytimes.com/top/reference/timestopics/people/p/vladimir_v_putin/index.html ]’s human rights record, gay people had not previously been targeted on a wide scale.
The men were detained “in connection with their nontraditional sexual orientation, or suspicion of such,” the newspaper, Novaya Gazeta [ https://www.novayagazeta.ru/articles/2017/04/01/71983-ubiystvo-chesti ], reported, citing Russian federal law enforcement officials, who blamed the local authorities.
By Saturday, the paper reported, and an analyst of the region with her own sources confirmed, that more than 100 gay men had been detained. The newspaper had the names of three murder victims, and suspected many others had died in extrajudicial killings.
A spokesman for Chechnya’s leader, Ramzan Kadyrov [ http://topics.nytimes.com/top/reference/timestopics/people/k/ramzan_a_kadyrov/index.html ], denied the report in a statement to Interfax on Saturday, calling the article “absolute lies and disinformation.”
“You cannot arrest or repress people who just don’t exist in the republic,” the spokesman, Alvi Karimov, told the news agency.
“If such people existed in Chechnya, law enforcement would not have to worry about them, as their own relatives would have sent them to where they could never return,” Mr. Karimov said.
The sweep, like so much else in Russian politics today, was entangled in the country’s troubled politics of street activism.
It began, Novaya Gazeta reported, after a Moscow-based gay rights group, GayRussia.ru [ http://gayrussia.ru/ ] , applied for permits to stage gay pride parades in four cities in Russia’s predominantly Muslim North Caucasus region, of which Chechnya is a part.
The group had not focused on the Muslim areas. It had been applying for permits for gay parades in provincial cities around Russia, and collecting the inevitable denials, in order to build a case about gay rights and freedom of assembly with the European Court of Human Rights, in Strasbourg, France. It had applied to more than 90 municipal governments. Nikolai Alekseev, a gay rights activist coordinating this effort, told Novaya Gazeta he had chosen this tactic rather than staging risky, unsanctioned gay parades.
The group had not applied for a permit in Chechnya, but in another Muslim region in southern Russia, Kabardino-Balkaria. The mere application there — denied, as usual — had prompted an anti-gay counterdemonstration.
In the restive Muslim regions, Mr. Putin has empowered local leaders to press agendas of traditional Muslim values, to co-opt an Islamist underground. The gay pride parade applications became a galvanizing issue.
“In Chechnya, the command was given for a ‘prophylactic sweep’ and it went as far as real murders,” Novaya Gazeta reported.
According to the report, the authorities set to finding and arresting closeted gay men, partly by posing as men looking for dates on social networking sites.
“Of course, none of these people in any way demonstrated their sexual orientation publicly — in the Caucasus, this is equal to a death sentence,” the newspaper wrote of those detained in the sweep.
“I got numerous, numerous signals,” about the sweep of gay men, said Ekaterina L. Sokiryanskaya,, Russia project coordinator for the International Crisis Group, and an authority on the North Caucasus. “It came from too many sources not to be true.”
Gay men have begun deleting online accounts, or fleeing the region. One user of Vkontakte, a Russian social networking site, wrote that a 16-year-old boy had been detained in a village in Chechnya. He returned days later, according to the post, “all beaten, just a sack with bones.”
The newspaper published contact information to aid men wanting to leave Chechnya for relatively more tolerant parts of Russia. But reaching communities of closeted gay men in the remote mountain region poses challenges.
“Even delivering the information is very difficult,” Ms. Sokiryanskaya, who is familiar with the aid effort, said. “They are just small islands, isolated.”

Gabbard’s controversial visit with Assad has gained renewed attention after the Lebanese newspaper Al-Akhbar [ http://www.al-akhbar.com/node/275193 ], which is considered close to the Syrian leader, ran a story allegedly featuring details of the meeting.
The report quoted Gabbard as telling Assad, “This is a question to you coming from President Trump which he asked me to convey to you. So let me repeat the question: If President Trump contacted you, would you answer the call?” according to a translation [
] by Brown University professor Elias Muhanna.
Asked by HuffPost if the Al-Akhbar report was accurate, Gabbard emailed, “No.”
Emily Latimer, a spokeswoman for Gabbard, elaborated later in an email.
“The exchange described in this story never happened,” Latimer wrote. “There was no message or question from Trump because as the congresswoman has previously stated, the Trump Administration was not aware or involved in her trip in any way, and she did not relay any communications from the Trump administration. The claims in this article suggesting otherwise are false.”
Gabbard met with Trump soon after his election, becoming the first congressional Democrat to do so. Like Trump, she has rejected intervention abroad, advocated slowing down [ http://hawaiitribune-herald.com/news/local-news/gabbard-supports-gop-bill-syrian-refugees ] the process of accepting refugees and accepted the term “Islamic extremism.”
Some in Trump’s movement, like White House Chief Strategist Steve Bannon [ http://thehill.com/homenews/administration/307106-bannon-set-up-trump-gabbard-meeting ], believe that successfully courting Gabbard is a way to unite their faction of the Republican Party with more left-wing Democrats. Gabbard was a loud supporter of Sen. Bernie Sanders (I-Vt.) during the race for the Democratic presidential nomination, and she is among a group of frustrated Democrats who believe the party establishment is wrong on trade, foreign affairs and other issues.
In Gabbard’s view, the conflict in Syria and the rise of groups like the self-described Islamic State are products of U.S. regime change efforts rather than organic resistance to Assad’s repressive rule and Assad’s own policies [ http://www.huffingtonpost.com/entry/bashar-assad-paris-attacks_us_56474d97e4b0603773493ee4 ]. After news of her trip to Syria broke, Gabbard faced heavy criticism [ https://www.facebook.com/RepKinzinger/videos/vb.187811174579106/1618908081469401 ] and questions about who funded her visit. The Atlantic revealed [ https://www.theatlantic.com/news/archive/2017/01/the-organization-that-sent-tulsi-gabbard-to-syria/514763/ ] that two Ohio businessmen allegedly close to Assad and a pro-Assad, anti-Semitic party in Syria funded the trip. But President Trump [ https://www.nytimes.com/topic/person/donald-trump ] made clear on Monday that the period of ostracism was over as he hosted Mr. Sisi and pledged unstinting support for the autocratic ruler.
“We agree on so many things,” Mr. Trump said as he sat beside Mr. Sisi in the Oval Office. “I just want to let everybody know in case there was any doubt that we are very much behind President el-Sisi. He’s done a fantastic job in a very difficult situation. We are very much behind Egypt [ http://topics.nytimes.com/top/news/international/countriesandterritories/egypt/index.html ] and the people of Egypt. The United States has, believe me, backing, and we have strong backing.”
In that one moment, Mr. Trump underscored a fundamental shift in American foreign policy since he took office. While his predecessors considered authoritarians like Mr. Sisi to be distasteful and at times shied away from them, Mr. Trump signaled that he sees international relations through a transactional lens. If Egypt can be a partner in the battle against international terrorism, then in Mr. Trump’s calculation, that is more important to the United States than concerns over its brutal suppression of domestic dissent.
Nothing could have made Mr. Sisi happier. He arrived from Cairo with a list of financial, security and political requests, but effectively he got what he really wanted in the six minutes that news media photographers were permitted in the Oval Office to record the visit that President Barack Obama [ https://www.nytimes.com/topic/person/barack-obama ] had denied him. The picture of the general-turned-president in the White House, hosted by an American leader lavishing praise on him, was the seal of approval he had long craved, the validation of a strongman on the world’s most prominent stage.
That big hug was just what Mr. Sisi’s government sought, said Eric Trager, a scholar on Egypt at the Washington Institute for Near East Policy. “It wants to see the White House legitimate it, and set it on a new course.”
The scene provided a powerful counterpoint to Mr. Sisi’s many critics, in Egypt and abroad, for whom he is known as the leader of the military takeover that removed an elected president, oversaw a vicious security operation in which hundreds of protesters were gunned down in the streets of Cairo and has cemented his authority by filling prisons with his opponents while strangling the free press.

Latina Herring, 35, and her 8-year-old son were shot and killed on Monday, March 27 in Sanford, Florida. Her boyfriend is facing first-degree murder charges in both of their deaths.

SANFORD, Fl. – Less than four hours before a Florida woman and her son were murdered, police told her to “stop calling 911” and accused her of “making false allegations,” according to newly released body camera footage.
Allen Cashe,31, is accused of going on a shooting rampage, killing his girlfriend Latina Herring and her 8-year-old son Branden Christian. According to a police report, he also attempted to kill her 7-year-old son, her father and two bystanders.
It all started on March 27 around 3:20 a.m. when police were called to a store parking lot, where Herring and Cashe were arguing over a set of keys.
“Man, you got my keys,” Herring is heard yelling in the video.
“I’m not trying to play games,” said Cashe. “You have an attitude coming home from the club drunk.”
Twenty minutes later police were called again, to Herring’s home. Officers on scene dismissed Herring’s concerns and told her to “stop calling 911,” according to video released by the Sanford Police Department.
“She’s making false accusations,” an officer said. “It’s the second time she’s done it.”
An officer then tells Herring, “We’re going to handle it. Just stop calling 911 and making accusations that you don’t know about.”
Police, in the video, said the couple was just arguing and it was not physical. They called it a “civil matter.”

About three hours later at 6:30 a.m., Cashe is accused of taking his AK-47, forcing his way back into her home and firing shots.
The four shooting survivors remain in the hospital.
Cashe is charged with two counts of first-degree murder. He is being held at the Seminole County Jail without bond.

WASHINGTON — Increasingly, when it comes to foreign trade, the Trump administration is talking loudly and brandishing a small stick.
The widening gap between President Trump’s bellicose talk and the modest actions of his administration [ https://www.nytimes.com/2017/02/24/business/economy/trump-trade-policy.html ] was again on display Friday afternoon as he presided at the ceremonial signing of two executive orders [ https://www.whitehouse.gov/briefing-room/presidential-actions/executive-orders ]. They would, he said, “set the stage for a great revival of American manufacturing.”
“Under my administration, the theft of American prosperity will end,” he said.
But the new orders, authorizing a large research study and strengthened enforcement of an existing law, are unlikely to effect a major change in the nation’s fortunes. Instead, the ceremony highlighted an emerging pattern on trade.
Mr. Trump blasted the Trans-Pacific Partnership as a “potential disaster” and made a great show of removing the United States from the ratification process. On Friday, one of Mr. Trump’s top advisers on trade said the Trump administration planned to use the scorned agreement as a “starting point” for its own deals.
Mr. Trump described the North American Free Trade Agreement with Mexico and Canada as history’s worst trade deal, and vowed to overhaul or replace it. The White House is now planning to seek relatively modest changes in the agreement, according to a draft document provided to key members of Congress [ https://www.nytimes.com/2017/03/30/business/nafta-trade-deal-trump.html ].
Mr. Trump also chided China on Twitter ahead of President Xi Jinping’s visit to his Mar-a-Lago estate in Florida next week, declaring that the United States “can no longer have massive trade deficits.” But the Trump administration has not articulated specific plans to shrink that deficit; the Treasury Department has not moved to keep Mr. Trump’s promise of declaring China a currency manipulator.
The gap reflects the difficulty of keeping some of Mr. Trump’s specific promises. There is, for example, no evidence that China is manipulating its currency. The Trump administration also is under considerable pressure from congressional Republicans and industry groups to avoid costly economic disruptions.

One group, largely campaign veterans like the economist Peter Navarro, still favors the kind of dramatic measures Mr. Trump promised on the campaign trail. This view resonates deeply with the president, who noted on Friday that tough talk about trade is “probably one of the main reasons I’m here.”
Another group, which includes many of the economic advisers Mr. Trump has added since the election, like Gary D. Cohn, the director of the National Economic Council, are convinced that measured actions on trade will produce better results.
And so far, that second group appears to be winning most of the internal skirmishes.
