The only reason I could respond with at this time is.
That when the transfer of the Shala Sh.p.k from Interenergo to Falak creating the new Shala Energy PLC and 3Power Energy PLC groups this has not been recorded with the Albanian government as of yet possibly.

Additional Hydro Projects
Some of this you may know already, I found the Last 2 projects that were added, to the original 126.7Mwt projects by translating the spreadsheet of all Albanian Hydro projects for the area.
I have provided links to look at the area, By using google you can find locations of all the hydro Sites in red.

Albania relies almost entirely on hydropower generation to meet its rising electricity demand (comprising 98 percent of total energy production). The main priority of the Albanian government is for the country to become self-sufficient and be able to fulfill all of its energy needs. Eventually, the mid-term goal is to turn Albania into an important player in the regional energy market by exporting excess capacities.
During 2009, the Government granted 56 concession contracts for the construction and operation of small hydroelectric power plants (HPPs) to local and foreign investors. Such concession contracts relate to the Devolli and Shala rivers. The year 2010 was quite successful with respect to the level of private investments for the construction of new power sources: five HPPs were brought online under concession agreements with an installed capacity of 15 MW. Also due to favorable weather conditions caused by abundant rainfall, the production of energy reached a level of 7 .74 TWH. In 2011 the weather conditions were characterized by a substantial drop in the level of rainfall, leading to energy production at a level of 4.14 TWH, representing an annual decrease by almost 50 percent.
In these conditions, the government of Albania considers the integration of the energetic system of Albania, almost entirely HPP based and that of Kosovo, a coal power plant based, as two complementary systems. Moreover, the importance of the energetic system unification in both countries further increases with the construction of the interconnection line of 400 KV between Albania and Kosovo. During 2011, six more HPPs with a total installed capacity of 17 .25 MW were put under operation, bringing the total number of HPPs administered and operated by private and concessionary companies (26 companies in 2011) to 58. However, energy produced by the state HPPs comprises the major part of production while private HPPs represent only 2 percent of total energy production in 2011. Currently, the Government is preparing the privatization of five other HPPs, namely Ulez, Shkopet, Tirane-Lanabregasi, Bistrica 1 and Bistrica 2. Unexploited opportunities for hydropower production in the basin area of the Osumi River as well as in the Vjosa and Drin rivers remain viable.
These areas are intended to be awarded to investors through concession contracts. For 2012, the Albanian government will continue to prioritize an increase of the efficiency in the utilization of the country’s energy resources and the use of energy resources with minimal impact on the environment by promoting the use of renewable energy sources (small HPPs, wind, solar and biomass energy). Several fiscal incentives are designed to encourage new means of power generation. Companies investing in the construction of energy plants using renewable sources (such as water, wind, etc.) are entitled to an exemption from customs duties on the import of machinery and equipment needed for the construction of such plants. For investors in non- renewable sources, this exemption applies if the plant has an installed power capacity of more than 5 MW.

Albanian Power Corporation (KESH), state-owned power utility, will clear its debts to private hydropower plants within the first half of this year, according to the Ministry of Energy and Industry (MEI), Albanian Telegraphic Agency reported. The remaining total arrears of less than ALL 2 billion (EUR 14.2 million) will be settled by the corporation’s finance sector without seeking bank loans or financing from the state budget, according to the report on Albreporter.info portal.
Increased liquidity and energy sector reforms will address the financial woes of the country’s energy sector, while the power utility is settling the electricity bills within contractual deadlines with the private hydro plants. In 2014, the accumulated debt to privately-owned power utilities totalled over ALL 6.5 billion and the last month’s payments enabled repayment of arrears accumulated until September of 2014.
According to Energy Minister Damian Gjiknuri, the energy system reform is entering a new intensive stage after the adoption of the new law on the energy sector, with increased liquidity and reforms creating more opportunities to address the sector’s financial problems.

Ten years ago, Albania together with other countries of the WBs, in a strategic prospect to an integration in the EU have signed a treaty which created the Energy Community.
By 1st Jan 2015 the countries commitments have entered in the prevision of the Third Energy Package Area. On 1 January 2015, Albania also formally took over the Energy Community one year rotating presidency.
Then today Albania is one of the leading countries in energy reforms in the Western Balkans. The country has made significant progress in initiating true market reforms. During this year, Albania would see a number of laws adopted, including that on sectors of the Res, the EE and the Sustainable Developments.

It takes some reading, and for those that have followed this stock for sometime it's more easily understood.
We have traveled from the failed sea-wind merger to the interaction of Falak for financing purposes and it does look to be full steam ahead now on there terms.

They finally took control of the original 2012 agreement that was never officially executed until last year.
I think some people got upset when they found out PSPW holds 4% Falak 71% Interenergo 25% of the Shala project.
Looking back at the website press releases, I determined that the original deal was just a frame agreement for PSPW to hold 75% and Interenergo 25% but that never executed because of financing.(I even thought they held 75%)
As time progressed When reading on PSPW they made several mentions that they would rely on there OpEC financing Falak Holdings
Now that documentation has surfaced supporting this, there are many things starting to align.
Shala Energy PLC is 51% owned by PSPW with 15 companies dividing shares. This will be interesting to see this play out.

Albanian new projects of economic cooperation with the UAE Published on: 14 April 2015
Prime Minister Edi Rama and wife Linda Rama paid an official visit to United Arab Emirates, where they were welcomed by some of the senior personalities in the country. The Prime Minister was accompanied on this visit by ministers Bushati, Ahmetaj and Tahiri, and some parliamentary members of the group of friendship between the two countries.
Prime Minister Rama had his first meeting with His Excellency Mohammed Al Murr, Chairman of the Emirates’ Federal National Council (Parliament). Prime Minister Rama praised the regional role of the United Arab Emirates and the diversified development model set by them.
On his part, the Chairman of the Council praised the latest developments in Albania, especially the regional developments, and Albania's role in regional initiatives.
Al Murr praised also cooperation between the two countries, and highlighted the necessity to enhance trade exchanges and cooperation in the future. On his part, Prime Minister Rama noted that Albania is open to investments from the UAE, not just as a potential for economic development, but also as an opportunity for the two countries to develop further the cooperation in the fields of interest such as tourism, agro-industry, processing or industrial areas.
Prime Minister Rama and his delegation were received by the Crown Prince of the United Arab Emirates, His Highness Mohammed bin Zayed Al Nahyan. The Crown Prince expressed his country's interest to explore further opportunities for cooperation with Albania, with particular focus on developing infrastructure, and investments in areas such as tourism and agribusiness.
On his part, Prime Minister Rama expressed the commitment of the government to assist investors from the UAE, and his belief that these investments will not only help the Albanian economy but they will also enhance the performance of sectors affected by them.
Two agreements on visa facilitation and in the environment field were signed in a special ceremony at the end of the meeting. The agreements were signed by the Ministers of Foreign Affairs, Abdullah bin Zayed bin Sultan Al Nahyan and Ditmir Bushati. The parties noted that these agreements will open a new stage of cooperation between the two countries. In addition, preparations for signing new agreements and for organizing a state visit by senior officials of the Emirates to Albania, followed by a visit of interested investors to invest in Albania, were discussed.
During the visit, Prime Minister Rama was received in a separate meeting by Mansour bin Zayed Al from Nahyan, Deputy Prime Minister of the United Arab Emirates and President of the Emirates Investment Fund.
During their stay in the UAE, the Albanian delegation led by Prime Minister Edi Rama was invited to attend the Investment Forum organized by the Chamber of Commerce of Abu Dhabi, in collaboration with the Ministries of Economy and Energy of the Emirates. The forum was also attended by investors in various fields such as trade, tourism, transportation, manufacturing, agriculture, construction and financial services.
In his speech, Prime Minister Rama talked about Albania, the land of opportunities for foreign investors. According to the Prime Minister, while Albania is on the road to the European Union, the government is focused on the establishment of a new economic model based on the revival of strategic sectors and on a total openness to foreign investments.
“We are very interested to develop further relations in several areas starting with energy and water. For us it’s very interesting also to explore the possibilities of cooperation in terms of processing drinkable water, of which Albania is very rich and of a very, very good quality. Secondly, we are very interested to have Foreign Direct Investments in tourism. In the coming weeks the Parliament will pass a new legislation for Foreign Direct investments and tourism, which will ease a lot the introduction of Foreign Investments in the Albanian market. Agriculture is also is a very good area for exploration and where the country has a lot of potentials, and where we would like very much to see potential investors.”
The Prime Minister invited entrepreneurs present at the event to organize a visit to Albania in order to see closely the latest developments, as well as to consider the possibilities offered by the country.
