it appears much is happening in Albania,
The elections have ended this week and Prime Minister Edi Rama stays the leader,

Would this have affected PSPW goals? probably would not have been good if there was another change in leadership, but who knows.

Last year Albania was granted candidate status into the EU. and they are working to clear up the corruption in the country, the EU would not consider them until they reformed there Judicial system and other areas. A very big advantage for a poorer country, theirs much reading on this topic on the internet.
