The red ''Meth'' light on the futuristic-looking, hand-held scanner blinked on at numerous spots, indicating a positive hit.
Not a good sign, since the property owner had cleaned the pantry to get rid of the meth spill in the Akron home.
So Wilkinson, owner of Safety Elements in Akron, double-checked the scanner, which can provide false positives. He conducted two separate swab tests that are 99.9 percent reliable.
Each one came up negative. No methamphetamine.

If I recall, all these "current" discoveries re: inter-relationships were posted and discussed back in late 2000 into 2002 and beyond.
I find it hard to believe that it has taken close to a decade for some shareholders to realize LOCH/CDEX is a scam from the "scientists" [cough] to the front office.
I would be interested in what shareholders were basing their investment in Loch/CDEX on. Was it email blasts or "great" news? Was it postings pro or con on a message board? Did they honestly trust whatever they were seeing and/or hearing after the LOCH experience?

(d) The department shall conduct two public workshops, one in northern California and one in southern California, for the purpose of discussing with affected stakeholders the actions needed to further implement the goals of this chapter. The department may include, as topics for discussion, possible funding sources for local governments for the purposes of implementing this chapter, whether this chapter should be revised to address the contamination of
properties by the illegal manufacturing of other controlled
substances, and the results of the Illegal Drug Lab Risk Reduction Project conducted by the California Environmental Protection Agency pursuant to its adopted environmental justice action plan.

Will you be so kind as to tell me if Texas Children's is still using the three ValiMed Medication Validation Systems the press release noted, to perform end product testing of intravenous medications in its pharmacy departments and/or validation of returned narcotics in its operating room suites and nursing units, as the press release states? If so, what is your current appraisal of the system, these 10 or so months after the hospital purchase? If not, why not?

First, let me tell you that as the Director of Pharmacy and a mother of two, I constantly act and think like a mom in my professional life, to ensure that everything we do for our patients is at the highest level of safety possible. We have significant systems in place to help us manage delivery of the right medication to the right patient at the right time. We continuously evaluate our processes, systems,and people to ensure a high-level performance and review outcomes to validate. We do perform routine testing of certain medications that we prepare. As you can imagine, in a pediatric hospital, we must prepare quite a few medications that are unavailable to us in a ready-to-administer form from the drug companies.
In answer to your specific question, the press release was approved some time ago. Between that time and recently, we performed various tests with the product and determined that it would not meet our desired needs at this time. The company had some ownership and management changes, and wasn't ready to provide us the product we had understood they would be providing. We are currently working with Valimed to identify how the product could be improved to help us enhance our current safety measures. In addition, I have been reviewing other technology improvements that could add value to the systems currently in place.
Please know that the Medical-Pharmacy-Nursing and other health professional groups of Texas Children's Hospital work in unison to ensure the best and safest pediatric care possible.

Transcontinental Exchange Inc. ("TCE") announced today that it is negotiating for marketing rights for law enforcement and security related applications of the ELF and VAMMP technologies developed by Chemical Detection Technology Inc. ("ChemTech"), a Tucson, Ariz.-based subsidiary of Loch Harris Inc. (OTCBB:LOCH), according to TCE founder and president Gerald Jones.
"ELF (Eliminate Landmines Forever), now in prototype testing phase, is a landmine and explosive detection system," said Jones, "and VAMMP (VAcuum Multi Constituent Monitor for Plasma), currently in development, is one of a family of intelligent multispectral remote sensing systems developed primarily for real-time monitoring, mapping and identification of chemical constituents in hostile environments."
"In my opinion," Jones said, "ELF is one of the most significant advances in detection systems for explosives I have seen in my entire law enforcement career."
Jones, who spent 25 years as special agent for the FBI, said he has monitored the progress of the Loch/ChemTech technologies for some time. He witnessed successful ELF tests in ChemTech's Tucson labs several weeks ago and also in recent tests in Washington, D.C.

Non-Reliance on Previously Issued Financial Statements
The Board of Directors has learned the following (some of which has been previously reported in Current Reports):
(a)
that the Central African Republic licenses sold to it in March 2006 only permitted exploration, not mining, such that Lobaye Gold SARL had no capacity to actually conduct mining operations;
(b)
that in March 2006, when Prospero Minerals purchased the assets associated with Lobaye Gold SARL, the government of the Central African Republic was about to suspend the exploration licenses due to the failure of Lobaye Gold SARL to make required payments to the government;
(c)
that the exploration licenses were, in fact, suspended in May 2006; and
(d)
that the mining licenses presented to Prospero Minerals in August 2006 were, in fact, forgeries.
At no time in 2006 did Lobaye Gold SARL have a license to carry on mining operations in the Central African Republic. To cover up its fraud, the prior management of Lobaye Gold SARL presented forged licenses to Prospero Minerals. As a result of this fraud, Messrs Llinas and Randel, the former managers of Lobaye Gold SARL, are now imprisoned in the Central African Republic, charged with criminal forgery and fraud.
The discovery that Lobaye Gold SARL not only was not engaged in the gold mining business, but could not be so engaged, has caused Prospero Minerals management to re-evaluate the March 2006 asset purchase. In that contract, Prospero Minerals purchased assets in five categories:
(a)
Three mining licenses from the Central African Republic – for exploration only, in default, about to be suspended and, therefore, worthless.
(b)
Lobaye Gold SARL – worthless without a mining license.
(c)
Debt owed by Lobaye Gold SARL – worthless since Lobaye Gold SARL lacked any means of paying the debt.
(d)
Lease for mining equipment
(e)
Mining equipment.
Based upon this analysis, on March 6, 2007 the Board of Directors determined that it is appropriate to allocate the entirety of the consideration that it gave for the assets – 80 million shares of common stock – to the only assets that had any value, namely the mining equipment. The Board of Directors has also determined that the book value of the mining assets should be written-down to their liquidation value as of March 31, 2006, due to the fact that Prospero had no means of realizing income from the asset other than liquidating it.
For the foregoing reason, the financial statements contained in the Quarterly Reports filed by Prospero Minerals for the period ended June 30, 2006 and the period ended September 30, 2006 should not be relied upon.
The Board of Directors has not discussed the matters disclosed in this filing with Prospero Minerals’ independent accountant.

Material Impairments
Since Prospero Minerals lacks the resources to take physical control of the mining equipment, the Board of Directors has determined that the book value of the equipment is completely impaired, and should be written-down to zero. The Board of Directors cannot quantify the impairment at this time, since it has no basis for determining the liquidation value of the equipment as of March 31, 2006.
