LGORF was supposed to pay off its remaining debt in the first quarter. Will there be a dividend as well? (Not certain when their 1stQ ends?) That would also something that could be used.

I think you are correct; shareholders--well, we-- are looking at future value and not bolting at the first sign of a problem. We will see what MS has to say next week and how that affects SP.
Note the news over the weekend that Boeing has 15 Billion in orders for their airplanes. (current customer?)
Analogue: M.S. has taken LARGO and managed to pay off 36M in debt and reduced the lenders ownership to 42% (ARC.) He expects to pay off the remaining debt in 1stQ 2019. (not certain when that runs!) That benefits the remaining shareholders and probably leaves Mark with more say in their future.
NIOBF is still pending financing. I cant help but wonder whether it includes IAALF as something other than an end use of Scandium.
(As you are all aware the issue of funding has turned NIOBF board into total snake pit! (That or the neverending winter!) I understand given how long some have been waiting!)

The Limited partnership that loaned money to Largo Had 4 Board members based on > 50% Share ownership. Its down to 42% so they only are entitled to 3 directors. I do not know how many are on the board, but I would take it to mean that ARC does not have exclusive control of Largo Board actions. LARGO paid $36M against debt in 1st quarter and expects to pay off debt in the next. Then there is the Shelf prospectus.... More control for MS?

Easy to read M.S. comments regarding Vertical integration and NIOBF into this. I think this is probably a discussion of the status of current capital improvement projects or management restructuring at IBC. (I would not mind being surprised.)

My reference was a personal experience from a winter concrete pour in my youth. It was 10 degrees with a lot of wind. (Picnic weather if in Thunder Bay!) No, C.C. in excess lowers concrete strength.

City gears up for summer construction season
The City’s Transportation department announced summer construction season is upon us and this year it includes close to 30 major infrastructure projects and more than 40 road repaving jobs.
Mayor Naheed Nenshi said a total investment of $441 million dollars ($408M: 29 major transportation construction projects and additional infrastructure work, $33M: 40+ pavement rehabilitation projects) is going into Calgary’s infrastructure network this year alone. etc.
P.M. You can throw some calcium cloride in the concrete and pour in 10 degree weather but it its not optimal! (Frm my long ago life!)
Financing followed by Spring, followed by site prep!

If the Defense contractors really wanted to secure CONUS Sources
of Strategic REES or other materials I suppose they could look at cooperative investment consortiums. (Assumes these materials are or will not be generally available on the open market at some time!)
Not saying its happening or will happen. Would probably come with a lot of strings attached. (The Governmental monopoly that is China is running around the Globe doing precisely that on behalf of its industries and Armed Forces.)

A low price is a good price when accumulating, but if nobody wants to sell and you already hold that may not be bad either! (Where is investor #One 4 $500 when you need them!) Everyone is waiting!
IF the Designation of a Strategic Resource requires U.S.corporate Ownership/prescence for a merger or acquisition, then any merger or acquisition would be structured as merger that results in the US (Centenial Co?) (I do not know the law on this, I do not know if they are going to do this.)

Again I do not know if being a company registered in Canada is disqualifying for U.S. designation of strategic minerals reserves.
Note that Molycorp was purchased by the Chinese during the last administration. I am not aware of any move to require them to divest themselves of the mine. (That would be Good in my view!)
If Niocorp does not receive financing, or reasonable financing before Largo retires its debt in the 1st quarter 2019 Largo and Niocorp would appear to be a potential mutual fit for a merger. Vanadium is a good low coststeel alloy, niobium a better steel alloy, Scandium is a High cost aluminum alloy. Just speculation on my part. Anticipating possibility of Niocorp Financing ? and site prep in ?May?

Regarding vertical integration; the question might be whether the current Niocorp financing search is directed solely at Elk Creek mine development or whether the search might include line of credit for the possible purchase of IBC? (which would require a vote by both shareholders.) I would think that the question of current financing should involve only the mine development at this time. (I am only answering my own Hypothetical question here. I assume the team's focus is on mine development only.)
There is the wider question of Largo Resources.
There was also some speculation on earlier posts concerning LargoResources (M.S. being the CEO), the repayment of $36 million in debt, the expected repayment of remaining debt in the 1st Qtr 2019 and their new Shelf prospectus. The question would be whether there would be some attempt at Merger or a loan to Nicocorp by Largo.
I hope that at this time they would focus on debt repayment.
I don't know what I hope after that point other than a dividend if the have a profit and higher share price. A merger? who knows.
Boilermaker. The company website has a video on the Elk Falls Project there is a clip of how the mine will be excavated...I do not recall if it was there before the update. (or if it has changed.) Could it include some updated Nordmine info?
Lets hope the intended banking audience responds as well as the commited shareholders on this board!

The changes to the Website indicate that MS is 1) providing a visual argument for financing including expected break even point and future revenues as well as a visual representation of the mine under the Elk Creek Virtual Tour for any potential financiers/banks. It may also be that They are waiting for the bankers to complete due diligence and this allowed him time to update the site.

Its Monday, its a sloppy bad weather day in the Upper Midwest, Its the beginning of the U.S> Tax Season and there is another potential Government Shut down. While there are more people than Midwesterners and Canadians interested in this stock, perhaps people are focused on Paying taxes or dealing with the weather. The U.S. market is also down, and there may be trade problems with China, a customer for Rare earths. Just a thought.

Looks like he still needs to be approved by the Board of Ex. Directors. If confirmed he would probably be one of the few people in that position with direct training in sciences. He also attended one of the few Universities in the U.S. that has a degree in Mining Science. That said, I am not certain how much effect the World Bank would have on a mining project in North America. I believe most of their development loans are issued directly to the countries involved.
I looked at the new website today. The financial information is more promenant. It was re-designed to emphasize the investment quality of the enterprise, the company, and the stock. Nice!
