Yes its true, some communities have their own special building codes, which of course you would always need to check prior to conducting any construction, whether new or remodeling. In particular the community I live in, only city treated tap water can be added to the topsoil. Yet, septic tanks that are presently in the ground, prior to the introduction of the one we are discussing discharge effluent many times higher than the EPA endorsed, IWS model. Essentially, I could water my lawn with the IWS model, but I would need to obtain a permit/overide potentially from the city due to conflicting local laws that were written prior to the introduction of the IWS model. Good thing EPA likes the IWS model, which would certainly help when obtaining the permit(s) from the local building code department.

Interesting movement today on this GGP. Today after hours, the bondholders are supposed to decide on whether they will extend the bond payments or not. If they extend the terms, then stock may go up. If the bondholders don't approve the terms, then then it may go bankrupt.

LA PAZ, March 8 (Xinhua) -- Bolivian President Evo Morales on Sunday called on a national cleaning campaign to combat the dengue epidemic that has killed 22 people and infected at least 35,000 others in the country.
The president urged for a "civic education" on cleaning, calling on his people to "fight against the garbage in houses and streets" in a bid to prevent the epidemic from spreading across the country.
"I think we must do an intense campaign of education in order to take away the garbage from the streets and houses, and that is the responsibility of the families," Morales told a press conference in Trinidad, capital of the province of Beni.
"The Bolivian families...should not wait for the militaries to come and clean their houses," Morales said.
A cleaning campaign was carried out on Sunday in Trinidad to eliminate the breeding ground for mosquito and prevent dengue transmission.
Dengue fever is a painful, debilitating disease transmitted by mosquitoes. Also known as "break-bone fever," dengue fever's symptoms include high temperatures and muscle pain.

We are in similar stocks, and by now you should know, I'm not a basher. I got stuck in this one after drinking too much Kook-Aid from Petty. There are some really big longs who are not attempting to scare others away, but rather are very irritated at Petty and crew. My opinion: Dollar for dollar, I could have purchased a bunch of stupid tax - lotto tickets and come out ahead on this one.

Let me think about what you said. For now I need to vent: (not at you)
What you’re talking about now is what to do, after identifying NSS/FTD in real time. Of course, half the battle is simply being able to identify the problem, but once identified it results in a new problem and that is what to do about it in a timely manner. Unfortunately, in my opinion the SEC has taken a rather dim view of Pink sheet companies over the last few years, and the government has done very little to protect the investor from NSS/FTDs. I wrote our US Government today about NSS/FTD and requested that it be stopped and going forward a zero tolerance for it. (Didn’t mention RPDM in particular because there has hardly been a stock that hasn’t experienced it at one time or another) In a world of electronic trading it shouldn’t happen. The government doesn’t allow counterfeiting of money, why does it allow it with securities? Its just plain wrong as it is stealing.
I’ll get off my soapbox for now because I’m getting worked up about it.

Irritating isn't it? Until one experiences it first hand its really rather hard to believe how devastating even a small spike in FTD volume can have on the pps of a stock. The upside is that it can also create a tremendous squeeze if the counterfeit shares need to be suddenly covered. If the management of the company had recognized what happened and taken immediate corrective action to force a cover, the stock may have potentially rocketed upwards. Instead, the events following the spike allowed the cover at lower prices, and the pps still hasn't recovered.
Unfortunately, investing in the US has become like gambling in a casino house with a stacked deck of cards. The best one can hope for at the present is to be able to recognize the stacked deck and force a cover to play with the house money.
That said, I still have faith in the possibilities of RPDM, the management now needs to deliver.

I've had an ongoing discussion with tothe regarding my belief that RPDM had been NSS. I specifically became interested in RPDM due the sudden pps drop, which coincided with the NSS at that time. At that moment, we didn't have access to any information which could clearly resolve our questions regarding if there was in fact NSS going on with RPDM.
Since that moment in time, we have since became aware of a "certain investor" which decided to depart and sold all shares. There was a management problem, which hopefully has been resolved. A sister company under investigation, which has since been cleared/satisfied. Oh yeah, and the PR in the fall indicating that a buyback was going to occur, and then the massive dilution. Exactly which combination of factors contributed to the sudden 1000%+ drop in price for RPDM I'm not sure, but the stock is cellar boxed. (Please bear in mind that I averaged down and am now "long" by default and I'm not bashing, just stating facts. If I believed that the stock was completely useless and without merit, I would have sold at the first price drop instead of buying more all the way down to the very ugly bottom).
But for now, back to the points you raised regarding NSS, I'm not convinced that NSS isn't still occuring, bring up http://failstodeliver.com/default2.aspx and type RCCH, which was the other stock which I brought up for discussion with tothe. Going back to when I had the discussion with tothe, 4Q wasn't available and the NSS has since continued to climb, and that is the reported numbers. To your point raised, perhaps it is less prevalent, but I still think that it is an ongoing situation, which by default has been built into the system and cannot just simply be regulated out that easily.
I think that tothe and I were also having an ongoing discussion regarding being able to detect NSS via the charts available to us without having to wait for the official FTD chart to be made public. This point, we tried to ask the chart gods for advice and while we received a very detailed description of the charts for RCCH and RPDM, I'm not certain we have been satisfied with trying to come to a conclusion. On this matter, any input is welcomed by myself as I'm sure tothe would appreciate as well.
Notwithstanding, both stocks have lengthy issues and red flags and until such time that the issues can be corrected, both will be stuck in the cellar. If/when they are corrected they should theoretically increase in value and potentially (hopefully) climb back out of the cellar. However, it certainly isn't a guarantee, and investing solely based on a NSS chart would be considerably poor investment advice. Which of course reminds me: Always conduct your own due diligence before making an investment decision and carefully consider your risk tolerance, especially with the above mentioned stocks as both should be considered very risky investments. I'm not an investment advisor nor pretend to be.

NSS creates counterfeit shares. More supply with the same demand creates a drop in price. Great for shorts, bad for longs. A/S and O/S remains the same, but the counterfeit shares are ultimately the problem as more shares are entered into the market. After the NSS is resolved, the damage is already done as pps then suffers long enough for the stock to get stuck in a new trading range. I haven't examined the MFI in conjunction with NSS as I have ChiOsc in combination with Wilders. I will give it closer examination though.
