Net-enabled command program moving ahead

SALT LAKE CITY—The Defense Information Systems Agency is moving forward on a program to implement Net-enabled command capabilities (NECC), with a request for information due for release shortly.
The objective of NECC is to provide a comprehensive suite of information services that will enable warfighters to make better, faster and more coordinated decisions on the battlefield, said Maj. Susan Grosenheider, test and evaluation branch chief for the NECC Joint Program Management Office. Grosenheider spoke yesterday at the annual Joint Services Software and Systems Technology Conference. The program, formerly called the Joint Command and Control program, has been renamed.
“The goal is not to be net-centric; it is to impact the battle space,” Grosenheider said.
During technology development, DISA will be assessing the technologies that should be included in a full system. Once this phase is completed, in 18 to 24 months, the next milestone will be the systems design and development phase, she said.
There is a draft provisional technology transition architecture document available online,at the Defense online portal, which provides a definition of the NECC component layers and interfaces, and offers design guidance to prospective vendors.
DISA is working with all the military services to leverage existing technologies, Grosenheider said. Each service will be called upon to set up a joint program executive office to work with DISA and coordinate NECC services.
As technologies are evaluated for inclusion in NECC, one of the biggest challenges will be maintaining interoperability. Testing and evaluation increase in complexity for a system of systems, she said, and the next level—establishing interoperability with international partners—is even more complex.
“A dedicated, permanent, persistent test environment is there. We will not build a new [facility], but use” laboratories and bases already in place, Grosenheider added.
Once established, the federated development and certification environment (FDCE) will include three steps for companies to demonstrate the operational usefulness of their solutions.
“The entrance criteria [for the initial stage] are set as low as possible to encourage participation,” Grosenheider said. DISA will use automated testing to determine which technologies meet basic requirements and should move to the next level.
In developmental piloting, products will undergo network operations validation, including security and management, and a first-cut assessment of military usefulness. The final stage, operational piloting, will address scalability, among other factors, and beta sites will have the opportunity to put the technologies to real-world use.
The RFI, to be published in the Commerce Business Daily in the next few weeks, will announce the opening of the FDCE for companies to submit their products, she said.

Sarraf Gentile LLP hires a bouncer:
Today I visited Sarraf Gentile twice. The first time was about 11:45am. Their door was locked (they occupy 2-3 back offices of the larger law firm Shalov Stone & Bonner), and no one answered when I knocked on their door (they have no bell), so I left.
Later on in the afternoon I went back, and this time their door was open, so I went in, and in the same office I was in yesterday, was the same guy at his desk, and another younger guy sitting on another desk. I asked "Is Joseph Gentile here?", upon which the younger guy hopped off his desk and walked toward me, saying "Come here". So I followed him out of the room into the hallway and out the exit, thinking he was leading me to Joseph Gentile in another office across the hall at Shalov Stone & Bonner.
He proceeded to go back in, locking the door behind him, rudely saying "Make an appointment, like a normal person!", and walked out of sight, leaving me by the elevators.
At the bottom of the lawsuit press release it reads (my bold):

I then proceeded to call Joseph Gentile on my cell phone, and with no answer, left this message:

My name is xxx xxxxx, and I'm a GTE shareholder looking for additional information about the lawsuit, and I was just rudely escorted out of your offices and told to make an appointment like a normal person. From your press release, it doesn't state that an appointment is necessary, and as I was in the neighborhood, I thought I'd drop by
to get the information I seek...and speaking of seeking information, you might try calling David Leinwand at Cleary Gottlieb to verify the existance of InterNafta. He is the one who is delivering the default notice to InterNafta, and if they don't exist, as you allege, who will he deliver the notice to, a ghost? I think you can take his word for it on their existance. Oh, and by the way, not GlobeTel, but a group of GlobeTel shareholders/investors will be filing a lawsuit against your firm, and considering how I was rudely treated today by personnel at your offices, I'm all for it. I visited the offices of Sarraf Gentile a little after 6pm today. The place was kind of quiet then, hardly anyone there, and I walked in and found a guy in his office, and asked him if Joseph Gentile was there.
He said "No, he's not here, but I can sign for whatever you're delivering, and..." (I was in my bike messenger garb)
I interrupted him and said I was not there to deliver, and was a shareholder of GTE, and I wanted more information on the lawsuit.
He said "What do you want to know?"
I said "Well, what have you got that hasn't been published? What are you basing your evidence on?"
He said "Well, have you seen the news this morning?"
I said "Yeah, so what? What does that have to do with your case?"
He said "Well, research was done that revealed that Internafta doesn't exist."
I said "Who did this research, and by what means did they discover this"
He said "The research was done by journalists (plural) who came to that conclusion after searching for companies that do business in Russia"
I said "Are you talking about Seth Jayson?"
He said "Yes"
I laughed, and said "Who are the other journalists involved? You do realize that a good deal of what Seth Jayson writes is conjecture, speculation, and assumption, and I would hope that you would have more solid evidence than that to go on"
He said "No other journalists are involved, just Seth"
I said "But you said journalists, plural?"
He said "My mistake, it's just Seth Jayson's research that we're going on. If GlobeTel can prove that Internafta exists, we'll drop the case"
I said "But GlobeTel is the defendant, and it's you that has to do the proving, and in the January 6th 8K, it clearly shows that GlobeTel was requested by InterNafta to keep their contact info confidential (I showed him the copy of the 8K). Would you have GlobeTel betray that confidence in order to prove to you their existence? Wouldn't that be unethical?"
At this point the guy looked real uncomfortable, and said "Is there anything else I can help you with?"
I said "Yes, you're claiming that the April 11th Seth Jayson article states that Seth came to the conclusion that InterNafta doesn't exist, but I don't see that anywhere in that April 11th article? (I showed him a copy of the article).
He said nervously "It may have been in one of his earlier articles. Is there anything else I can help you with?"
I said "Do you have any evidence to back you up that isn't speculation, conjecture, assumption, or another mistake?"
He said "That's all I can tell you"
I said, as I was leaving "Then you'd better drop the case, unless you like to lose...Seth Jayson, LOL!"
And thus concluded my visit to Sarraf Gentile...I'll be back when Gentile is there!

Lockheed Martin Corp., Littleton, Colo., is being awarded a $8,796,220 cost plus fixed fee contract. This contract is associated with the integrated sensor IS structure critical technology development program. The purpose of this effort is to perform preliminary design/analysis, development and validation testing of a novel power system for a stratospheric airship. Prototype testing will occur during the course of this effort and monthly status and final technical reports will be delivered. The contractor performing this effort will cooperate with other contractor’s in this program in order to share information and improve the overall output of the program. At this time, $3,300,000 has been obligated. This work will be complete by April 2008. Air Force Research Laboratory, Rome, N.Y., is the contracting activity (FA8750-06-C-0046).

SBINet to spawn $2 billion opportunity

The Homeland Security Department’s Secure Border Initiative should generate more than $2 billion in IT spending, according to a report released by the market research firm Input Inc.
DHS’ recent request for proposals for SBINet calls for a comprehensive effort to take control of the nearly 6,000 miles of the United States’ international land border.
The RFP focuses on defining the country’s border problems and requirements the government has set for any proposed solutions, but the document does not specify any solutions. Rather, it is structured as a performance-based initiative where the contractor would propose the means by which to achieve program goals, according to the Reston, Va. research firm’s report.
“The specifics of SBINet are intentionally vague, allowing wide latitude for vendors that can help DHS develop effective solutions,” said John Slye, a senior analyst covering federal opportunities for Input.
However, as part of the RFP, DHS did ask vendors to include labor rate information as part of their bids. That request makes it unclear how DHS will apply the performance based standards to various proposals, Slye said.
Key products and services sought through SBINet include program and knowledge management services, systems engineering and integration services as well as geospatial and surveillance technologies. The proposal also asks for IT and communication hardware, architecture, engineering and construction services, communications services and software applications.
“SBINet represents a potential bonanza,” Slye said.
There is a role for tens, if not hundreds of companies in the program, Input said. As there are at least 20 defined product and service delivery areas, it is likely that much of that work will be subcontracted.
Large integrators, such as Boeing Co., Ericsson Inc., Lockheed Martin Corp., Northrop Grumman Corp. and Raytheon Co. have been mentioned as possible prime contractors, though teaming arrangements are real possibilities, Input said.

MUMBAI: If it is right for pizzas, apparel brands, and computer training institutes, why not for the banks too?
Taking the franchisee model to the next level, state-owned Punjab National Bank has unveiled a scheme whereby it would be possible for an individual to set up and operate an automated teller machine (ATM) - even at his own premises — on a revenue share basis.
Till now, banks would own and operate the ATMS themselves.
Like a typical franchisee model, the scheme would run on a revenue share model sans loyalty fees, since there is no sale of product or service.
"Our ATMs are doing great business across the country. So there’s good benefit to be had for investors," said a PNB official in Delhi.
Such a deployment brings down the cost of an ATM.
According to bankers, cost of setting up an ATM (minus the real estate cost) ranges from Rs 10 - 15 lakh, which includes cost of the machine, connectivity, air conditioner, interiors etc. The running cost for an ATM (minus the lease rentals) ranges from Rs 65-70,000 per month. Lease rentals could range from Rs 10,000 to several lakhs a month depending upon the location and kiosk size.
Hence if the responsibility of setting up of an ATM is passed to an individual, then the bank can save the deployment cost upfront.
The bank saves the capital and the individual now has a new revenue source. And they happily lived ever after?
Not quite. There are several naysayers who point out that with companies like Euronet, FSS, and Efunds setting and taking maintenance responsibilities of a bank’s entire ATM network, such a model might end up increasing the number of interfaces for the bank.
"Can an individual meet the minimum SLA (service level agreement) requirement? Or would the entrepreneur would in turn need to tie up with an ATM service provider," asked a bank official.
Loney Anthony, managing director, Euronet Services India, said they are working on a concept of white branded ATMs, wherein the ATMs would not be branded by a bank and would honour customers of multiple banks.
This would free the user of searching for an ATM of his network. The company hopes to deploy such a network in about a years time, by when the regulatory approvals is expected to arrive.

Army buys $12M in blimps for Iraq (my bold)
WASHINGTON, July 5 (UPI) -- The U.S. Army is buying 16 tactical blimps for use in Iraq from a Columbia, Md., company, TCOM, L.P. announced Tuesday.
The deal is worth $12 million, and the unmanned, tethered blimps will be built in Elizabeth City, N.C.
The Tactical Aerostat System operates at about 1,000 feet, providing surveillance and a communications relay system aloft for up to a week at a time.
The contract award is part of the Rapid Aerostat Initial Development system contract the Army has with Raytheon.
The airship's use was demonstrated last fall over Washington, when an A-170 manned blimp hovered over the city for 24 hours. The helium-based blimp can fly for hours even if pierced by small arms fire, according to the Army.
TCOM blimps are also being used by the Marine Airborne Re-Transmission System, a program developed by the Defense Advanced Research Projects Agency to extend Marine radio communication beyond line-of-sight in Iraq.
The blimp provides an airborne relay for UHF, VHF, SINCGARS and EPLPRS radios, in addition to standard analog radios. The actual relays are contained in a ground system. If the aerostat were shot down, the radios would not be compromised.

Meanwhile, the army announced this week it is buying 16 tactical blimps to use in Iraq. The cost of the unmanned, tethered blimps is estimated at $12 million. The blimps are part of a contract the Army has with Raytheon Corporation. The airship's use was demonstrated last fall over Washington, when an A-170 manned blimp hovered over the city for 24 hours. Blimps have also recently been used to monitor protests such as the demonstrations against the Republican National Convention in New York last year."

One of today's military contract awards (my bold):
Northrop Grumman Corp., Electronic Sensors and System Section, Linthicum Heights, Md., is being awarded an $8,667,389 cost plus fixed fee contract to develop a lightweight, low-power density Active Electronically Scanned Array (AESA) technology for the DARPA Integrated Sensor Structure program. The AESA to be developed is dual band (UHF and X-Band) and bonded to the flexible hull material of the airship. The final deliverable is to Feasibility of Flexible Scanned Array. At this time, $2,800,000 has been obligated. Solicitations began in March 2006 and negotiations were complete in April 2006. This work will be complete by April 2008. The Air Force Research Laboratory, Rome, N.Y., is the contracting activity. (FA8750-06-C-0049)

Three federal contractors — Ericsson Inc., Lockheed Martin Corp. and Raytheon Co. — have confirmed that DHS has qualified them to bid on the SBI-Net contract. Industry sources said Northrop Grumman Corp. and Boeing Co. also have been judged as qualified.
The SBI-Net surveillance technology is expected to cost about $2 billion overall.

I think you're missing the point of the idea. If anything should be initially broadcast via the strat, it should be something getting worldwide attention, and what could possibly be better than the World Cup Games at that particular time as a showpiece for the shareholder meeting (regardless of how many people might be watching it via our tech in Mexico)?...would you prefer a soap opera, or The Simpsons, lol!
Rob Bleckman didn't think it was a bad idea, and it's also what he didn't say that's important. He didn't say it would be impossible because the strat would not be ready for it in time...what's that tell you?
It would also be a plus for us, IMHO, to hook up with Avaya, and to make them aware of our capabilities...maybe even partner with them. Avaya is a very pioneering company, just like us, and I think they'd be glad to have a hand in being associated with our paradigm shift technology.
