Permits and approvals for zoning, construction, etc. take a while, we'll assume roughly one year (in an ideal situation). The physical construction phases may take several.
It's almost laughable that a market cap consisting of $27,000,000, assuming the issued and outstanding has not increased dramatically, (as I am still awaiting a response from the transfer agent) is based on pure dialogue.

ans. obvious answer is yes, although they seem to be concentrating on Ontario projects which have a different criteria for grants we will have to wait and see if the receive any US grants or funding.

It is possible that the ontario gov't may try to help finance this wind turbine facility..i do not know this for sure, i am simply suggesting it is possible.
If you carefully study the F.I.T program as well as the Green Energy Act and its role, you will find that this is not a possibility. Financing will need to come from elsewhere. All the program may guarantee Atlantic Wind & Solar, Inc. is competitive electricity rates if they meet criteria.

I believe that statement is misleading. The government's intention is to distribute long-term power purchase agreements to create interest in renewable energy projects, meaning Atlantic Wind & Solar, Inc., will have to find financing elsewhere.

If the financing originates from an I.R. firm, third party, etc. it will likely be dilutive. Maybe that is why This is not public information yet.

I agree, solar and other tehcnologies are moving quickly,
These technologies have existed for decades and will continue to quickly progress over the coming decades. The bottom line: at this point in time, solar energy is not an intelligent renewable energy solution due to it's ineffective, inefficient and currently expensive nature, when compared to other alternatives.
It all about reducing the cost of electricity, which is what this company is all about,.

As far as I understand the answer is "no" or "not applicable" for all of the above. If you are an investor in Atlantic Wind & Solar, Inc., these are the type of questions you may want to ask yourself.

Solar energy is neither the most effective nor the most efficient of the renewable energy technologies. It also happens to be expensive. Sources argue that this technology still hasn't progressed to the point where it is profitable, especially for a small company like Atlantic Wind & Solar, Inc.
In the article, it is made clear that this technology is up against more efficient, effective, and inexpensive renewable energy technologies.

Four Problems Facing Solar Power Companies.

We see at least four structural problems facing existing public solar power companies:
There is risk that some new entrant will leapfrog them by developing a better, disruptive technology.
Solar energy has to compete with the memory chip industry for its raw semiconducting materials, which, much like corn, gasoline and ethanol, breaks the link between input cost and selling price.
Competition comes not just from other producers of solar energy, but from other producers of electricity from other alternatives and conventional sources. On a LCOE basis, solar will usually lose on pure economics. Thus, demand is heavily reliant on subsidies that will inevitably be reduced or phased out.
Solar produced energy, ultimately, is highly compelling, given it is the shortest path to useable power, provided it can continue to lower costs significantly; there are plenty of other reasons to like solar which we don’t need to list as they are well known. Also, it is competitive now in some marginal situations (locations with very high insolation, very high costs of grid-based electricity, very high subsidies), but valuations suggest investors anticipate far larger markets. Something we don’t predict will be seen from the current set of public solar companies.
On point #1, we noted an article in the July 25 Economist magazine about two private Israeli companies (GreenSun Energy and 3G Solar), each with a promising-sounding technology. We won’t try to summarize them here, but the point is that this is one of many examples of pre-commercial technology that could potentially render current production methods obsolete, very quickly.
The rapid growth of many of the public solar energy companies also suggests that this is a relatively easy business to enter, another risk to the valuations of the current players. Suntech Power Holdings (STP) began operations in May 2002, went public in December 2005, and is a major player, to pick just one example.
In our view, it is far too early for the market to be declaring who the “winners” are in the race for dominant positions in solar energy, as these two companies profiled in the Economist are just examples of what are probably hundreds of companies working on solar technologies.

A wave of government bailouts around the world and a sharp deterioration in existing infrastructure could lead to as much as $35 trillion in public works spending over the next 20 years, according to a new study by CIBC World Markets.
The study, released last week, says that many of the countries that balanced their budgets over the past 10 years did so by skimping on the construction costs for new public assets and the maintenance of existing buildings and roads, CIBC reported.
"The global economy is running a major infrastructure deficit as the cost of decades of under-investment is now surfacing," said Benjamin Tal, the analyst who authored the study.
Canada, for example, has eliminated an enormous budget deficit left over from the 1980s, but built up an infrastructure deficit of $120 billion in the process.
Governments have come to realize that they are better off spending a modest amount each year on infrastructure upkeep, rather than spending substantially more in one lump sum to replace outdated projects, Tal said.
According to the CIBC forecasts:
North America will spend $180 billion on infrastructure each year.
Europe will spend $205 billion.
Asia will spend $400 billion.
And $10 billion will be invested in Africa annually.
Stimulus plans will figure heavily into the global infrastructure boom…
Asia Leans on Infrastructure
China, Japan, Malaysia, and Singapore have all unveiled stimulus packages that focus on shifting their respective economies away from dependence on foreign exports and creating jobs at home, mainly through public works projects.
In total, Asian economies have pledged more than $680 billion to economic stimulus since the onset of the financial crisis.
Singapore recently spawned $13.8 billion (S$20.5 billion) stimulus package to offset rising unemployment and prevent a political backlash against its ruling People’s Action Party government.
Singapore’s economy, like others throughout Asia, is overly reliant on exports, which have all but evaporated with the onset of the global economic crisis. Analysts estimate that the city-state’s unemployment rate – currently at a level of 2.2% — could double, or even triple, by 2010.
Approximately $13 billion (S$20 billion) of Singapore’s stimulus will go towards financing public works projects, with the remainder being used to provide tax rebates.
Malaysia, meanwhile, recently unveiled its second stimulus package in three months.
Bothered by the financial crisis, the country offered up a $1.9 billion plan in November primarily focused on public works and infrastructure.
The majority of the money was put toward:
Building of low and medium-cost houses.
Upgrading and repairing police stations and army camps.
Constructing roads, bridges, schools, and hospitals.
And rural and agricultural development.
However, at just 1% of gross domestic product (GDP), the stimulus was criticized as being too small. Now the government is reportedly taking steps to expand it.
The second stimulus package will be about $2.7 billion, according to the Malaysian National News Agency.
Of course, none of these packages hold a candle to China’s enormous $586 billion stimulus plan. If Malaysia’s first stimulus plan was an example of an insufficient, or moderate, attempt to bolster the economy, China’s is just the opposite.
At a staggering 20% of China’s gross domestic product, China’s stimulus package is the model of an aggressive and substantial stimulus package. It boasts a vast infrastructure spending program that would cover 10 areas, including the construction of new railways, as well as projects aimed at environmental protection and technological innovation.
About $54 billion (370 billion yuan), or 11%, of the $586 billion spending package has been allocated towards rural infrastructure projects to create jobs.
Plans for China’s road system alone are unprecedented with 12 major routes under construction across the country from north to south and east to west, The Wall Street Journal reported. The system will stretch 53,000 miles by 2020, topping the 47,000 miles of roadways in the United States.
In addition to all of that spending, China is already looking to expand its stimulus package to help stem the rising tide of unemployment.
China currently spends about 9% of its GDP on infrastructure, versus 5% in Europe and 2.4% in the United States. Over the next 10 years, China will spend $200 billion on infrastructure development alone, according to the CIBC.
U.S. and Europe Look to Improve Infrastructure Marks
Of course the United States and Europe will be ramping up their infrastructure spending over the next decade as well.
In 2005 America’s civil engineers gave the nation’s infrastructure a “D” grade, and they estimated that it would take $1.6 trillion over five years for proper upgrades.
It’s taken a full-blown financial crisis and 8% unemployment, but the government is finally beginning to open the spigot to infrastructure spending.
“We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together,” President Obama said in his inaugural address.
About one-third of President Barack Obama’s $825 billion stimulus package will go to infrastructure with $30 billion allocated for roads and $10 billion for mass transit and railways.
President Obama has also proposed spending $150 billion “over the next 10 years to catalyze private efforts to build a clean energy future.” The new administration also proposes to increase the amount of electricity that comes from renewable resources from 10% in 2012 to 25% by 2025, according to Wall Street 24/7.
On top of that, upgrading the nation’s aging power grid could cost in excess of $880 billion, according to a November 2008 report from the Brattle Group.
Infrastructure development won’t come cheap in Europe, either. The International Energy Agency estimates that it would cost the European Union (EU) at least $650 billion to upgrade Europe’s power grid.
And in addition to more reliable grids, the EU is seeking greater energy independence. The continent relies on Russia for a quarter of its gas supply. And as last month’s dustup with the Ukraine demonstrated Russia is a less than reliable supplier.
On Tuesday, the European Commission unveiled a $4.5 billion (€3.5 billion) plan to invest in its gas and electricity interconnections, offshore wind technology, and carbon capture and storage to enhance its energy security, PennEnergy reported.
"Energy infrastructure will play a crucial role, reducing dependence and increasing competitiveness," said the commission.
Similarly, the European Parliament has set out a blueprint for future EU energy policy that includes mandatory emergency action plans in case of gas supply shortages, more grid interconnections among EU member states, a specific roadmap for investments in nuclear energy, and new climate targets to be achieved by 2050.
Citing the recent gas supply crisis between Ukraine and Russia, the report calls on the European Commission to propose revision of a gas supply directive before the end of this year, which should include" mandatory and effective national and EU emergency action plans."
It also challenges EU policymakers to improve energy efficiency by 35% and convert 60% of the region’s total energy consumption to renewable sources.
No budget outlines were offered by the report.
The United States will spend $150 billion annually over the next 10 years and Europe will look to invest about $300 billion a year, according the CIBC report.

NEW YORK (AP) -- More reminders of a weak job market are chilling the stock market's rally.
Stocks are narrowly mixed in early trading Wednesday after a private-sector report on unemployment offered little encouragement ahead of Friday's crucial jobs data from the Labor Department. The ADP National Employment Report, a closely watched precursor to the government's report, said that employment fell by 371,000 in July -- slightly more than anticipated -- versus a revised decline of 463,000 jobs in June.
Meanwhile, an earnings report from Procter & Gamble Co. provided further evidence that Americans continue to feel the strain of a weak economy. The maker of such consumer products as Pampers diapers and Tide detergent said its fourth quarter profit fell 18 percent as consumers curbed their spending. The results narrowly beat expectations.
The financial health of Americans is crucial to lifting the economy out of recession, as consumer spending accounts for about 70 percent of all U.S. economic activity. That's why unemployment has been such a concern for the market. Higher job losses mean more consumers are left with less to spend.
The caution in the market follows muted gains on Tuesday, when investors put the brakes on a huge advance that sent stocks up 14 percent in just 16 days.
Though recent earnings and economic news has improved, investors are wary of taking the market too high too quickly and analysts have been expecting stocks to drift after such a big move.
"Clearly the trend of economic data in recent weeks is positive, but we could see a little bit of profit taking over the next few days based on the fact that it is going to take some time before the jobs market really starts to improve," said Michael Sheldon, chief market strategist at RDM Financial.
In the first half hour of trading, the Dow Jones industrial average is down 15.71, or 0.2 percent, to 9,304.48. The Standard & Poor's 500 index is down less than a point to 1,005.28, while the Nasdaq composite index is up 1.30, or 0.1 percent, to 2,012.61.

Oil prices slipped to near $71 a barrel Wednesday as mixed economic news from the U.S. stalled a weeklong rally and kept investors cautious.
By mid-afternoon in Europe, benchmark crude for September delivery was down 41 cents to $71.01 a barrel in electronic trading on the New York Mercantile Exchange. On Tuesday, the contract fell 16 cents to settle at $71.42.
Crude prices have jumped from below $63 a barrel last week on investor optimism the U.S. economy, the world's biggest oil consumer, is recovering from a severe recession.
On Tuesday, the Commerce Department said consumer spending rose 0.4 percent in June. But personal incomes dropped by 1.3 percent, the steepest slide in four years.
"Consumer spending is still in the dog house," said Jonathan Kornafel, Asia director for market maker Hudson Capital Energy in Singapore. "We're living off government stimulus, which is going to end not too long from now."
U.S. crude inventories unexpected fell last week, a sign demand could be rebounding.
Inventories dropped 1.5 million barrels last week, the American Petroleum Institute said late Tuesday. Analysts expected the API numbers to gain 1.5 million barrels, according to a survey by Platts, the energy information arm of McGraw-Hill Cos.
Gasoline supplies rose 2.1 million barrels.
Investors will be watching for inventory data from the Energy Department's Energy Information Administration on Wednesday for more signs about crude demand.
The API numbers are reported by refiners voluntarily while the EIA figures are mandatory.
Crude will likely trade between $65 a barrel and $85 the rest of the year, Kornafel said.
"I think all the optimism is somewhat misplaced," Kornafel said. "People don't understand that things can get bad and stay bad for more than two years."
U.S energy consultancy Cameron Hanover used wrestling terms to illustrate the shift in oil markets away from fundamentals and toward external factors.
"After a quarter century of holding the belts, supply and demand have been giving up their titles regularly to equities and currencies, the current tag-team champs," Cameron Hanover said.
In other Nymex trading, gasoline for August delivery fell a penny to $2.0467 a gallon and heating oil dropped 0.8 cent to $1.9094. Natural gas for August delivery slid 0.5 cent to $3.996 per 1,000 cubic feet.
In London, Brent prices fell 5 cents to $74.23 a barrel on the ICE Futures exchange.

BEHL has come under short attack this morning by VERT. The effort to drive the stock down is being spirited ahead by an ex-consultant to the company. This consultant is working with a desk trader at VERT to sabotage the share price of BEHL and create panic.
The PR @ 9:30 AM was put out to create confusion and as a signal to begin shorting the stock.
We are still long and we will be buying a bigger position at these prices.
THIS HAS CREATED OPPORTUNITY FOR ALL LONGS.
THE VALUE IN BEHL IS STILL THERE.
IF WE DOUBLE UP HERE THE SHORT WILL BREAK AND THE STOCK WILL SKYROCKET.
