The world is at a crucial turning point in the fight against climate change, where every decision and contribution count toward achieving the ambitious and necessary goal of climate neutrality by 2050 and limiting the rise in global temperatures to 1.5C. In light of this well-established fact, hydropower appears to be an indispensable and forward-looking solution with development potential to shape Europe’s clean-energy future.
According to a recent study by the International Energy Agency (IEA), more efforts are needed, on a global scale, to recognize hydropower plants as a reliable backbone of clean energy systems and support them accordingly.
In the European Union, hydropower accounts for 32 percent of the renewable electricity generation and supplies 12 percent of the EU’s total electricity[ii] — a significant but still underexploited source in view not only of the challenges posed by climate change, but also regarding energy security and the increasing need for system flexibility.

The ever-increasing share of solar and wind power means that it becomes more challenging for our electricity grid to deliver constant power, especially when intermittent renewable energies are experiencing periods of low production.

In this quest, hydropower holds the answer by offering the much-needed flexibility and grid stabilization for the rollout of wind and solar.

Given its characteristics, hydropower can help to meet the demand for flexibility in two ways. First, by generating electricity in a dispatchable way to cover demand during peak hours when other renewable energies are not available. Second, by providing electricity storage thanks to pumped storage power stations.

The presence of dams and reservoirs on a river makes it possible to manage the flow of water and thus reduce flood levels, as well as mitigating the impact of shortages or droughts.

Conversely, in times of drought, hydropower can both protect ecosystems and provide water for agriculture, industry and communities.

Decision-makers need to create an appropriate, reliable and sustainable economic, political and legal framework that values the assets and benefits of hydropower and encourages further investments.
How about improving the European framework for hydropower?
Still, a long-term political commitment is crucial to encourage the refurbishment, repowering and construction of new hydropower plants that will be needed for the future power system and the energy transition.
Decision-makers need to create an appropriate, reliable and sustainable economic, political and legal framework that values the assets and benefits of hydropower and encourages further investments, as being done for other renewable energy resources.
On this background, the EU Hydropower Alliance was launched on May 4 2023. Bringing together Europe’s largest hydropower owners and operators, with a total capacity of 111,534MW, the alliance’s mission is to promote the role of sustainable hydropower in a clean-energy future.
The EU Hydropower Alliance, with the support of the European Commission, is organizing its first high-level conference, scheduled for October 24. The event will be an excellent opportunity for stakeholders at European level to discuss further how to unlock the potential of hydropower, and its role in meeting environmental and social challenges.

The European Commission, at the high-level meeting of the Berlin Process tomorrow in Tirana, will announce a large investment package from the European Union budget. The package is expected to be presented in detail by the President of the European Commission, Ursula von der Leyen, at the beginning of November, when the annual enlargement program will be published with progress reports for countries that have opened negotiations for membership, such as Serbia, Mali and Zi, Albania and North Macedonia, as well as the candidate countries for membership, such as Kosovo and Bosnia-Herzegovina.
Kosovo is already under the intervention measures of the EU, which include the non-examination of some projects that are financed by the European Union. It is hoped that in Tirana the tones will be lowered for Kosovo and the projects will be re-introduced for review, especially after the terrorist attack in Banjska on September 24, 2023. Serbia is under the orbit of imposing EU sanctions, depending on the results of the investigation into the terrorist attack.
Berlin Process Connectivity Agenda
The Berlin Process is an initiative by former Chancellor Angela Merkel of Germany in 2014 to help the economic development of the six Western Balkan countries and their alignment with the European corridors of interconnection, following the uncertainty created by the annexation of Crimea by Russia in the same year.
The Berlin process has as its main plan the plan called the Connectivity Agenda. This agenda aims to prepare and finance a number of projects of strategic importance between the countries of the Western Balkans, which aim to connect the countries of the Western Balkans more strongly with each other and with the European Union. The focus is mainly on transport projects, but also energy interconnection. A special emphasis has been given to digital interconnection and the digital market.
By September 2023, in total value, Albania represented about 13% of the Agenda projects (from 7% at the end of 2019 and 11 percent at the end of 2020), improving its position, due to the approval of two projects new at the Sofia summit, for the rehabilitation of the HPP in Fierza and the By-Pass of Tirana. Albania also has the widest distribution of investments by sector, including transport, energy and the digital sector.
Investment Instrument for the Western Balkans
The Berlin process offers the countries of the Western Balkans a financing instrument, which is the Western Balkan Investment Instrument. The instrument ensures the support of six Western Balkan countries from the European Union Commission, with grants and co-financing from other financial institutions, such as development banks (European Bank for Reconstruction and Development EBRD, German KfW Bank, World Bank, etc. ), through soft loans.
Together with beneficiaries in the Western Balkans, the Western Balkans Investment Facility is part of a unique partnership that sets priorities and assistance packages for strategic investment and institutional reform in the region. The instrument contributes to the European perspective of the Western Balkans by supporting investments that improve competitiveness and economic growth.
Since 2010, the instrument has provided 1.3 billion euros in grants for over 230 projects and 20.8 billion euros in investments in transport, energy and digital networks, in renewable and efficient energy, in water supply and wastewater management systems, in flood protection, in education, scientific and cultural research centers, in health and judicial institutions, which are essential for sustainable development in the region.
In this process, Albania has so far been one of the most active countries. Albania has moved from fourth place, in 2014, to second place in 2016-2017 and in 2021-2022, regarding the application and absorption of funds offered by the Western Balkans Investment Instrument.
Albania is in second place, after Serbia, with 36 percent of absorbed funds. In several calls for project proposals of the Western Balkans Instrument, which supports the preparation with technical assistance of several important projects of the six beneficiary countries, Albania was ranked first for the years 2021-2022.

The Western Balkans Investment Facility is a unique and successful cooperation platform that brings together beneficiaries, donors and borrowers to improve the harmonization and cooperation of investments for the socio-economic development of the Western Balkans.
The instrument is a joint initiative of the European Commission, the Council of Europe Development Bank, the European Bank for Reconstruction and Development, the European Investment Bank, bilateral donors and beneficiary countries in the Western Balkans, launched in December 2009, to provide technical assistance and financial for strategic investments in the region. The instrument was joined by the German Development Bank and the World Bank, and then by the French Development Agency.
The Investment Facility for the Western Balkans combines grants, loans and beneficiary contributions for infrastructure investments in the energy, environment, social, transport and digital sectors, as well as for private sector development.
The main projects of Albania
1. Tirana-Rinas-Durrës railway.
The purpose of the project is the rehabilitation of 34.5 km of railway between Tirana and Durrës, as well as the construction of 7.4 km of new railway between Tirana and the international airport Mother Teresa in Rinas. This is a very important project for Albania, which will create economic opportunities, including sustainable tourism, and enable "green" movement between the largest urban areas in the country.
2. Tirana By-Pass
It is the new project approved at the Sofia Summit in 2020. This investment project envisages the construction of a 21.5 km long ring around the capital, which includes four interchanges, a bridge and underpasses and overpasses. The project is already completed in its vast majority.
The by pass is simultaneously part of two road corridors that cross the country: the Adriatic-Ionian Corridor, which will connect Trieste in Italy with Kallamata in Greece, and Corridor VIII, which connects North Macedonia with the Albanian territory, with an exit to the Port of Durrës and the Adriatic Sea.
The value of the project is 150.9 million euros. The European Union has granted a loan of 31.9 million euros, while the EBRD has provided a loan of 109.2 million euros. Both the loans and the grant were secured, thanks to the good preparatory work of the project, by the Ministry of Infrastructure and Energy. 2.5 million euros are grants and the contribution of the Albanian government is 7.3 million euros.
The new By-Pass is being built in the region and the most populated junction of the country's road system. He has connected roads that have already been built, such as the Tirana-Durrës and Tirana-Elbasan highways. This by-pass has reduced traffic, pollution and accidents as well as facilitated the flow of transit traffic from other parts of the country.
3. Rehabilitation of Fierza HPP
The project for the rehabilitation of the Fierza Hydropower Plant is the second Albanian proposal approved at the Sofia Summit. The project has a total investment value of 42.7 million euros, of which 27.2 million euros is a loan from the German Development Fund KfW, 8.4 million euros in EU financing and 7.1 million euros in financing from the Albanian government.
The Fierza Hydropower Plant is currently the most important generating unit of the electric power system, which produces an average of 1328 GWh/year and plays the role of the 1-year regulator of the Drin Cascade.
The aggregates of the Fierza hydropower plant were installed about 43 years ago and have undergone only a partial rehabilitation. The realization of this investment will enable the increase of electricity production due to the increase in efficiency in production, as well as the reduction of expenses for periodic maintenance, the increase of the readiness of the work, as well as the increase of the life of the work and by at least 25 years. ./Alxiptarja.com

Renewable energy investor Alcazar Energy has acquired the rights to a $200 million wind farm in Montenegro as the company turns its focus to investments in the Western Balkans.
The company, which is based in the UAE, said the deal for the 118MW Bijela wind farm represents a milestone in its ambition to build the largest renewable energy platform in the region. Total investments worth $600 million are planned.
Alcazar has entered into a partnership with Simes Inženjering and Sistem MNE, who were the original developers of the project.

Daniel Calderon, co-founder and managing director, said that Alcazar’s second investment vehicle, AEP-II, has a particular focus on the Western Balkans as it helps to accelerate the region’s energy transition.
“These countries that have historically relied on coal and/or hydropower as their main energy source provide an opportunity for Alcazar Energy,” he said.
Montenegro and North Macedonia, along with Jordan, Egypt and Turkey, are countries where Alcazar is prioritising investment, he added.
Its Luxembourg-domiciled fund, AEP-II, has raised $337 million of equity and is on track to achieve its target of $500 million.
About $200 million of this will be deployed in the Western Balkans alongside a further $400 million of profit finance debt, which the company is raising.
Calderon said the Montenegro project would bring affordable, clean electricity to the region and “create long-term local jobs”.
Bijela forms part of the government’s 2040 national development strategy. It is expected to create more than 800 construction jobs and produce enough clean energy to power 20,700 households annually.
While Europe is seeking to reduce its dependence on gas Alcazar Energy said it is in discussion with several off-takers interested in purchasing the project’s clean electricity.
“We are committed to green energy,” Dritan Abazovic, prime minister of Montenegro, said. “I invite foreign investors to continue investing in Montenegro, and the government will be their open and serious partner without any hindrances.”
The Western Balkans consists of Albania, Bosnia and Herzegovina, Montenegro, Kosovo, North Macedonia and Serbia, where Abu Dhabi-based Masdar has also developed the Cibuk 1 wind farm, a 158MW plant that meets the needs of 113,000 homes.
Last month, the UAE and Serbia held talks on establishing a comprehensive economic partnership agreement, paving the way for increased trade and investment flows and private sector collaboration.

The administrator of the Transmission System Operator (OST), Skerdi Drenova, stated at the Energy, Construction and Green Economy fair that the country is following a long-term development plan that looks to 2050.
"We have an interconnector between North Macedonia and Albania, for which work has begun and is expected to be completed within 18 months. We are also looking at the other line that connects us with Greece, which will double the energy capacities between our two countries", said Drenova, "RTSH" reports.

At the end of July 2023, the Ministry of Energy and Infrastructure completed the auction for the construction of wind farms for the production of electricity, with a total capacity of 222.6 megawatts/hour (MW/h). The American giant comes to Albania!
The American renewable energy company CWP ( https://www.cwp.global/our-projects/ ), which has invested 4 billion US dollars in our region, is planning a project with an investment of over 1.2 billion USD in Albania, for obtaining energy from the wind and the sun.
The project in Albania is the most important CWP project in the region. CWP is the pioneer renewable energy company in Southeast Europe. Its project in our country stands out for the stability it guarantees in the energy, economy and environment sectors, as well as for the help it is expected to provide in the creation of 1,546 new jobs in the most remote areas of Albania. CWP envisages the development of the Tropoja Wind Farm.
The farm's turbines will be connected via medium voltage lines to a project substation that will, in turn, be connected to the Albanian transmission network. Solar PV panels will be installed in clusters on ridges and adjacent areas to minimize impact on the terrain and ensure maximum energy production. These groups will not exceed the production capacity of 190 MW. The wind farm and solar PV plants will be connected to the project's approximately 100 MW battery storage unit.
The American company CWP has successfully developed, financed and built numerous projects in the region, including the largest wind farms in Serbia and Romania. The mission of this company is to accelerate the energy transition in the region, increasing the share of renewable sources in the energy mix. As a result, increasing the energy independence of the countries where it invests, as well as reducing greenhouse gas emissions in the atmosphere.

The third major project for the green energy of our country is summarized in an agreement that was approved a few days ago in the government and that has reached the Assembly to be turned into law.
The well-known Norwegian company Statkraft ( https://www.statkraft.com/ ) plans to expand its investment in the Moglica hydropower plant, with an additional value of 590 million euros.
The new project significantly increases the installed capacity in the Devolli cascade, which can be between 800 and 1,600 MW from the addition alone. Statcraft has carried out several preliminary studies, which aim to optimize the hydrological use of the Devoll River.
Studies show that building a plant with a pumped storage system could be feasible and would provide a better use of the hydrological potential of the Devoll river cascade. Both the co-concession companies and our state benefit from the optimization, due to the increase in energy storage capacity in the country.
The hydropower plants on the Devoll River represent the largest hydropower project of the last 30 years, which is being implemented in Albania. It includes two large HPPs, Banja and Moglica, as well as the Kokel HPP project. The first two hydropower plants in operation have an installed capacity of about 256 MW. The additional investment is expected to increase the installed capacity to 800-1,600 MW. The total investment cost of the new Devolli Hydropower Project is estimated at around 590 million euros. Electricity trading is attracting more and more enterprises.
Although it is a volatile business, depending on the needs of state operators to buy energy from imports, the simple model and without the need for much investment, but only with capital, is encouraging new entrants.
In 2022, the annual turnover of all operators in this segment increased significantly, as a result of the increase in prices on the stock exchanges.
The year 2022 marked the peak of the energy crisis, which had started in the summer of 2021. While Albania was in a state of supply emergency, during August there was no longer talk of cost, but of difficulties in securing the necessary amount for consumption.
The prices touched never-before-seen values, reaching at the end of August the value of 1047 euros/MWh or 130 ALL/kWh (remember that a household today pays 9.5 ALL/kWh with an adjusted price).
According to official data in the report of the Energy Regulatory Entity, August is the month with the highest cost of energy provision during 2022, where 1 MWh of energy was provided for 482 euros/MWh, followed by September, for 479 euros/MWh and earlier from July, 439 euros/MWh.
The average purchase price of energy in the free market during 2022 reached 305 euros/MWh, almost 3.5 times higher than the usual average that the country imported energy in the period before the beginning of the crisis. In total, together with the Value Added Tax, energy imports cost around 504 million euros.
In quantity, the imported energy was 1.46 million megawatts/hour. The country's water situation improved only at the end of November 2022, after the onset of rains, reducing purchases on the free market.
In addition to the increase in prices on the stock exchanges, the energy system in the country also faced unfavorable weather, with the concentration of rains only in the first months of the year, which led to a significant increase in imports and contraction of domestic production.
According to INSTAT data, in 2022, the weight of imports in relation to available energy reached 38.4%, from 26.8% in 2021.
According to INSTAT, during 2022, the available electricity decreased by 5.8%. The domestic net production of electricity reached the value of 7,003 GWh from 8,963 GWh of energy produced in 2021, marking a decrease in production by 21.9%.
The gross import of electricity (energy in receipt) reached the value of 3,044 GWh from 2,253 GWh that was a year ago, marking an increase of 35.1%.
The gross export of electricity (energy in delivery) reached the value of 2,123 GWh from 2,800 GWh, marking a decrease of 24.2%.
This situation has stimulated the activity of electricity traders, who saw a strong increase in income in 2022.
" GSA" has become the first largest energy trading operator. In 2022, the annual turnover was almost ALL 50 billion, with an increase of 126% on an annual basis (a part of the activity is occupied by the trading of ferrochrome).
"Ener Trade", part of the "Gjonaj" group , which entered the "Monitor 200" list for the first time in 2020, was the second largest energy trading operator in 2022, after the increase in revenues by 145%, to ALL 42.7 billion.
" GEN-I Tirana", the Slovenian operator, has increased revenues by 63% to 20.1 billion ALL. According to the activity report, "For the following business year 2023, the 'GEN-I Group' has plans to further strengthen its presence in the Albanian electricity market and its activities in the wholesale electricity market.
The stable aim of 'GEN-I Tirana' is to acquire large end customers and therefore, to expand its focus towards end customers SME-Small and Medium Enterprises, in case of good market opportunities".
"Noa Energy Trade" doubled its income to 14.9 billion ALL. The company was established in 2014.
According to the activity report, "The main activity of the Company is to carry out the activity of supplying and trading electricity, using energy sources, which are found in nature and are renewable.
During the year 2018, the Company has included the trading of green and gas certificates in its scope of activity and in its charter. The company employs 3 employees on December 31, 2022, of which 1 employee belongs to Kosovo".
"Tirana International Development-TID", a company that previously specialized in construction, entered the list of "Monitor 200" in 2021 after a sixfold increase in activity, to 3 billion ALL. In 2022, revenues tripled again to 10.6 billion ALL, largely driven by energy.
"Ayen Energy Trading" reported 7.8 billion ALL in revenue, with an increase of 76%.
"Danske Commodities Albania" has halved its income to 2 billion ALL in 2022.
"Albanian Energy Supplier", part of the BALFIN group, which entered the list of "Monitor 200" in 2021, after tripling the activity, to 4.8 billion ALL, has appeared again in 2022, after having an income of only 545 million ALL.
Private power producers, with growth
Large investments in the construction of private hydropower plants have significantly increased the share of energy production by non-public companies. Expensive prices helped them to expand their income several times.
The share of private producers in the total energy produced in 2022 increased by 5 percentage points compared to the previous year, reaching 44.2%.
In 2022, domestic production was realized by public hydropower plants to the extent of 55.1% (from 59.6% in 2021), by private and concessionary hydropower plants to the extent of 44.2% (from 39.9% in 2021) and by other producers (Photovoltaics) to the extent of 0.7% of the net domestic electricity production, according to INSTAT.
"Devoll Hydro power " is the largest private producer of energy in the country, through two hydropower plants.
In 2022, his income doubled to 17.7 billion ALL. According to the activity report, “in 2022, DHP's gross revenue increased due to the increase in energy prices.
The total production of electricity during 2022 was 490 343 MWh, in a reduction of about 28% compared to 2021, due to unfavorable hydrology, in the Devoll river valley with a significant decrease in water flows in the Banja and Moglica reservoirs, resulting in a decrease in the amount of electricity production from hydropower plants".
Banja HPP (72 MW installed renewable energy capacity) started commercial operations in 2016, while Moglica HPP (197 MW installed renewable energy capacity) started commercial operations in the second quarter of 2020. .
The year 2022 was the first complete with operations from both HPPs, Banja and Moglica.
According to official sources from "Statkraft", the two hydropower plants, Banja and Moglica, have an installed capacity of 256 MW.
The company announces that the implementation of the Banja Floating Photovoltaic Plant by Statkraft Renewables Albania Sh.pk in the Banja HPP reservoir has been completed.
"Ayen as Energy" reported an income of 10.5 billion ALL, with an increase of 136% compared to the previous year. The Turkish company is implementing the 2011 contract for the design, construction, commissioning, administration, and maintenance of the Gojan, Gjegjan, Peshqesh, Ura e Fani and Fang hydropower plants.
"Ayen as Energy" built and put into operation at the end of 2017 the HPP of Fang, with a capacity of 74.6 MW. The Fangu HPP, in terms of production capacity, ranks fifth after the Fierza, Koman and Vaut Deja HPPs, which are owned by the state, and Moglica.
This is the second HPP in the country, built by the Turkish company "Ayen" after the one in Peshqesh, with a capacity of 23 MW, which started production a few years ago.
"Energgia Ashta", with an installed capacity of 48.2 MW, is the only one of the large producers that has not increased revenues in 2022. The company's annual turnover was 1.9 billion ALL, with a 15.6% decrease on an annual basis.
The combined capacity of both hydropower plants (Ashta 1 and Ashta 2) is 53 megawatts (MW); 242 million kilowatt hours are produced annually.
During 2022, total production was 236,276 MWh, according to the activity report.

UAE supports Belt and Road Initiative: Minister of Economy

Abdullah bin Touq Al Marri, Minister of Economy, stressed that the UAE and China share strong strategic relations, which have witnessed continuous development in various fields and sectors.
In his statements to the Emirates News Agency (WAM), Al Marri said that China is the largest trading partner of the UAE, which in turn is Beijing's largest partner in the Middle East and North Africa in terms of non-oil trade, reaching US$77 billion in 2022, a 27 percent annual growth compared to $61 billion in 2021.
China is the third-largest source of foreign direct investment (FDI), which totalled $6.3 billion, with bilateral investment between the two countries rising in recent years to a record level of $15 billion in 2022, he added.
The UAE is the preferred destination for Chinese companies interested in expanding into Gulf Cooperation Council (GCC) countries, the Middle East, and North Africa due to its world-class infrastructure, including its ports, logistics centres, and free trade zones, which facilitate smooth trade and communication with different countries worldwide, he further added.
Cooperation with Chinese companies, such as Huawei, Lenovo, Xiaomi, JD.co, ByteDance, and NIO, is contributing to the digital transformation and growth of the UAE’s technology sector and driving innovation and entrepreneurship, he continued.
Al Marri also affirmed the UAE's support for the Belt and Road Initiative, which aims to achieve shared prosperity and economic development, stemming from the country’s strategic stance to promote cooperation between the initiative and the Middle East through knowledge exchange and capacity building.
The UAE's non-oil trade with Hong Kong reached $12 billion in 2022, a nearly 50 percent growth over the past 10 years. FDIs from Hong Kong in the UAE totalled $2.1 billion, mainly in the retail and automotive sectors at 73 percent, manufacturing at 19 percent, and transportation and storage at 5 percent, he added.
Regarding the UAE successfully joining the BRICS group, Al Marri said that this membership is an international recognition of its positive and key role in the areas of trade, investment, international cooperation, and economic diplomacy over many years and reflects the country’s growing role both regionally and internationally, proven by its active participation in the United Nations (UN) system and the G20, and most recently, its full membership in the BRICS group.
Regarding the UAE's preparation to host COP28, Al Marri stated that climate change is one of humanity's most significant challenges this century, and the UAE believes in pluralism and international solutions to global issues.
He then pointed out that Zhang Jun, China's Permanent Representative to the UN, confirmed his country's support for the UAE’s hosting of COP28 and believes in its readiness to work with all parties to achieve a fair and equitable transitional process and promote international cooperation that serves the mutual interests of everyone, highlighting the UAE's efforts to establish a stronger green partnership with China.
He further noted that China's experience in developing practical and commercially viable clean technologies is key to the world's mitigation plans, especially in developing nations, adding that China and other major countries can play a key role in ensuring that the climate crisis is addressed justly and effectively in various areas, including in terms of financing, technology transfer, and capacity building.
He then pointed out that the private sectors in both countries are uniting their efforts to achieve green transformation through the Green Tech Fund (GTF), jointly launched by Mensha Ventures and the Asian Development and Investment Bank and aimed at supporting investment companies in the green technology sector in GCC countries.

The Devoll river cascade is expected to produce more electricity. The Norwegian company Statkraf has signed the fourth addendum to the concession contract with the Ministry of Infrastructure and Energy, a document that has arrived for ratification in the Parliament of Albania.
The contract envisages the construction of a new reservoir in the Devolli cascade, called "Additional Upper Reservoir of RP Moglica", located about 8 km east of the Moglica dam.
The Upper Reservoir will consist of 2 dams with rock fill, at a height of 20 to 70 m. The underground plant is located on the hill on the left side of the Devoll river branch of the Moglica reservoir and is equipped with reversible pump turbines. The installed capacity will be approximately 800-1600 MW subject to the final project. Everything, according to the contract, is expected to be completed in 2030, when it is expected to be put into operation.
In this way, the Devolli Cascade is expected to be the largest in Albania, surpassing that of the Drin River, whose installed capacity is 1400 MW.
Currently, two hydropower plants are in operation in the Devoll river cascade. In 2013, the construction of HEC Banja began, which was completed and entered into operation in 2016. The construction of HEC Moglicë began in 2015 and the operation of the hydropower plant began in 2020. Both of these works have an installed capacity of about 269 MW and production about 700 GWh/year. Meanwhile, the Banja floating photovoltaic plant with an installed capacity of 2 MW also started operating this year.
The investment cost of the Devolli Hydropower Project is estimated at around 590 million euros.
