NioCorp may have replied but NE DEE will probably not post that reply until sometime next week. (As a bureaucracy they are not governed by the same sense of urgency.) If no correction was needed then hopefully, the next thing we see is something that gives us the terminal date for the comment period.
In a certain sense, having the comment period run at the same time as the corona virus shelter in place might be a distraction that works to NioCorps advantage. Those inclined to comment will probably be occupied with other things. (That is if they post it for comment soon...)

NioCorp can't control the NE DEE review period. All it can do is reply and continue to do to keep its staff in place and offices operating until Nebraska is done and they can finally address financing and startup. The fact that the CEO is able to keep things going is a good reason to keep holding shares.

Credit Facility Agreement between NioCorp Developments Ltd. and Mark Smith
Pursuant to a credit facility agreement between NioCorp Developments Ltd. (the "Borrower") and Mark Smith (the "Lender") dated January 16, 2017 and as amended March 20, 2017 and February 26, 2018 and May 14, 2019 and January 10, 2020 (the "Credit Facility Agreement"), the Lender advanced a loan to the Borrower on the terms and conditions set out therein.
The Borrower and the Lender wish to amend the Credit Facility Agreement in the manner set forth herein.
INTERPRETATION
All words and expressions defined in the Credit Facility Agreement have the same meaning when used herein. Reference to the Credit Facility Agreement includes amendments thereto from time to time, including the amendments made by this amending agreement. All references herein to sections of or schedules to an agreement other than this amending agreement are to sections of and schedules to the Credit Facility Agreement, unless otherwise expressly stated. Clause headings are for reference only.
EFFECTIVE DATE
The provisions of the Credit Facility Agreement are amended as set out in this amending agreement effective as of the date of acceptance by Borrower below.
AMENDMENTS
1. Section 1.1(b) of the Credit Facility Agreement shall be deleted and replaced in its entirety with the following new Section 1.1(b):
(b) “Credit Facility” means the non-revolving credit facility in the amount of up to $3,000,000 which will be made available by the Lender to the Borrower in accordance with the terms hereof;
2. Section 2.7(d) of the Credit Facility Agreement shall be deleted and replaced in its entirety with the following new Section 2.7(d):
(d) not cause the total Principal advanced to exceed $3,000,000; and
MISCELLANEOUS
With the exception of the foregoing amendments, the Credit Facility Agreement shall continue in full force and effect unamended.
This amending agreement may be executed by the parties hereto in separate counterparts, each of which when so executed and delivered (including by facsimile transmission or as a pdf attachment to an e-mail) shall constitute an original, but all such counterparts when taken together shall constitute one and the same instrument.

Take a lazy cheap shot and blame it all on the United States, as if the EU doesn't take advantage of cheap Chinese labor or set up their plants in China. (Or invite them to take over plants in your country, like Italy. Go hug a Chinese person said the Florence mayor!)

On November 29, 2019, the Secretary of Commerce (Secretary) transmitted to me a report on his investigation into the effect of imports of titanium sponge on the national security of the United States under section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862) (the “Act”).
Consistent with the Act (19 U.S.C. 1862(c)(2)), I am reporting that in my memorandum of February 27, 2020 (The Effect of Titanium Sponge Imports on the National Security), I concurred with the Secretary’s finding that titanium sponge is being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States. I also agreed with the Secretary’s recommendation that actions to adjust imports not be taken at that time. The Secretary advised me, and I agreed, that measures apart from the adjustment of imports are more likely to be effective to address the threatened impairment of the national security.
I took two measures to address the threatened impairment of the national security from titanium sponge imports. First, I directed the Secretary of Defense and Secretary of Commerce, along with the heads of other executive departments and agencies as the Secretaries deem appropriate, to form a working group and invite their counterpart agencies in Japan to participate in discussions with the working group in order to agree upon measures to ensure access to titanium sponge in the United States for use in national defense and critical industries in an emergency. Second, I directed the Secretary of Defense to take all appropriate action, including using his delegated authorities under the Defense Production Act of 1950 (50 U.S.C. 4501 et seq.) and seeking new appropriations as necessary, to increase access to titanium sponge for use for national defense and critical industries and to support domestic production capacity for the production of titanium sponge to meet national defense requirements. The Secretary of Defense and Secretary of Commerce will periodically update me on the progress of these efforts.

They were responding to NEDEE request for info on how they will handle any potential runoff or wind blown material from the above ground temproary tailings piles. The Niocorp response indicated that they would monitor the piles and spray them with water if they observed any blow off from the piles, that they preferred to not provide a fixed engineering solution at this time because they would probably need to re-design it or modify it once the project began.

While i wonder if they update this during the day, I suspect that this is one of those projects an engineer would take home over the weekend to review before turning the package over to your superior for final approval.
Again, my thought WAS that the reduction in interest rates by the Federal Reserve would be more beneficial to long term financing than the current financial impacts of the corona virus.

It is pretty nasty. One of the biggest legacies of Communism has been destruction of the environment. It was very bad in eastern bloc countries like East Germany. If you criticize a state sponsored company that pollutes you criticize the state, and we know what happens next.
Anyway, they need to get Niocorp's Elk Creek mine built. It won't follow the Chinese model.

Well, I suspect that milling and extraction system being done by Niocorp is probably a bit out of NE DEE usual review processing. Niocorp does appear to respond promptly to their requests for information. I suspect that Scott, and probably people in Johnson County are in regular contact with them regarding the status or the permit.
Anyway, something I would prefer to look at than the Market report! Lets hope the A/P posts for comment soon! (Monday would be good!)
